Key Responsibilities:
Direct Client Care: Support patients struggling with addiction and mental health disorders through daily activities and programming, appointments, and crisis intervention.

Using a variety of trauma informed techniques, the Youth Stabilization Specialists provide crisis prevention and de-escalation services to youth ages 12-18 and actively engage youth in activities of daily living including cooking, cleaning, personal hygiene, and transportation. Youth Stabilization Specialists collaborate with the clinical treatment team by supporting behavioral interventions and providing daily feedback. Our goal is to provide intensive, short term mental health treatment and care that will enable the client to self-regulate their behavior and begin to process and cope with their trauma so that they may either ‘step-down' to a lower level of care or qualify for home placement.

Stabilization and Engagement
1. Provide Trauma Informed supervision of, and support to, youth ages 12-18 in a safe and secure environment
2. Working collaboratively with the Clinical Team, implement Trauma Informed interventions outlined in the client treatment plan, supporting the social, emotional, and mental health wellness goals of the client
3. Support clients in meeting their individual goals and target behaviors and in following their behavioral change contracts
4. Attend and participate in Client Therapy/Counseling Groups
5. Actively participate in crisis prevention
6. Apply physical restraint as a last resort to protect clients from self harm, or harm to/from others
7. Be extremely reliable and punctual in order to ensure continuity of care
8. Sustain a consistent attitude of friendliness and utilize open communication with all coworkers to ensure team effectiveness
Activities of Daily Living
1. Actively engage clients in social skills, vocational skills, recreational skills and daily living skill activities including housekeeping, yard care, laundry, cooking, hygiene, sports/leisure activities, school, etc., per program and supervisory guidelines and as related to the overall client treatment plan
2. Distribute and document, per Agency standards, client medication
Professional Development
1. Enthusiastically engage with scheduled weekly training in order to develop an intrinsic knowledge of Trauma Informed Care, and to improve knowledge, skill, and expertise. Dedicate yourself to becoming excellent at your job.
2. Work collegially and collaboratively with all staff, particularly at staff, team, treatment, and other meetings.
Documentation
1. Monitor and document behavioral changes and incidents using a variety of tools including logs, reports, progress notes, notification phone calls, etc. Facilitate open communication with Clincial Team, Substance Abuse Prevention and Education (SAPE) Team, and Commercial Sexual Explointation of Children (CSEC) Team.
2. Complete all necessary documentation, including shift logs, Incident Reports and progress notes, client point sheets, staff changeover meetings, Special Incident Reports, cottage calendars, memos, Medical Incident Reports, case note binders, individual meetings, etc. in a detailed, comprehensive, and timely manner.
3. Engage in any required and assigned bookkeeping such as client allowances, petty cash for social skills and treatment activities, purchase orders and other related tasks
4. Inventory food, clients clothing and possessions etc., in order to maintain appropriate needs of the clients
5. Maintain client files

Job Qualifications:
Youth Stabilization Specialists, according to state licensing requirements, must meet one of the following seven qualifications:
1. A Bachelor of Arts or Sciences Degree.
2. A valid Child Development Teaching Permit.
3. Completed 12 semester units of Early Childhood Education, Adolescent Development, Foster and Kinship Care Education, or Psychology and have at completed at least 100 hours of on-the-job experience working with youth.

4. A valid certificate as an Alcohol Counselor, Drug Counselor or Alcohol and Drug Counselor, and have at completed at least 100 hours of on-the-job experience working with youth.
5. A valid vocational training certificate, credential, or documentation demonstrating that the individual is a trade journeyperson who instructs children in vocational skills and have at least 100 hours of experience working with youth as a mentor, athletic coach, teacher, vocational coach, tutor, counselor, or other relevant experience as determined by the department.
6. Previously been employed as a full-time staff or served as a volunteer at a group home, short-term residential therapeutic program, or substance abuse treatment program for at least one year.
7. Relevant life experience in the child welfare, mental health or juvenile justice systems as a consumer, mentor, or caregiver or life experience with children who have experienced high levels of trauma, or other relevant experience as determined by the department.
Additionally, Youth Stabilization Specialists must have
1. Experience de-escalating crisis behaviors with youth who have experienced significant trauma using behavioral and relationship-based intervention

Position Summary: Based in San Jose, CA and reporting to the regional Wellness Manager, the Wellness Counselor will provide direct educationally related mental health services directly to students in special education, related mental health services to general education students, as well as providing consultation and coaching to school leaders and teachers regarding issues of trauma, mental health, behavior, and community resources. At Rocketship, we have made a strong historical commitment to the social-emotional development of our students as well as implementing best practices in supporting behavior. For multiple years, a regular daily component of our school day is a dedicated block to proactively teach social-emotional skills. We have well built PBIS systems and routines at every campus as well as a well built out suite of social-emotional and behavior interventions. The Wellness Team is responsible for the ongoing elevation of these systems and structures as well as the delivery of many of these services including but not limited to: social-emotional learning, social-emotional & behavioral interventions and supports, and mental health services (including ERMHS). The Wellness Counselor will serve a single school site which may include schools in San Jose, Redwood City, Concord, or Antioch. The Wellness Counselor will partner closely with school psychologists, behavior intervention specialists, special education case managers, school leaders, general education teachers and program specialists to conduct mental health assessments, provide direct mental health services, and support with ongoing implementation and coaching of strategies to help students succeed in their classrooms. The Wellness Counselor may also be involved in crisis level support and creation of safety plans for students with more significant safety concerns, as well as delivering professional development to Rocketship staff. This position requires previous training and experience working with students with emotional and behavioral needs. It requires a commitment to serving students and a desire to think critically and creatively about how to support challenging behaviors in the general education classroom setting.
Essential Functions
Create treatment plans and goals to address educationally related mental health service for the purposes of fostering better mental health and positive learning environments for students at all Tiers (Social Skills Groups, Gen-Ed Counseling, ERMHS related services).
Monitor student progress toward IEP goal attainment (for ERMHS services) using a special education database system (SEIS).
Provide culturally appropriate and sensitive school-based mental health services in the forms of individual, group, and family treatment, therapeutic case management, crisis intervention, and consultation services as required by the student's IEP or general education plan.
Provide crisis intervention for both general education students and special education students as needed.
Collaborate with and be a part of any coordinated meetings (IEP meetings for students on caseload, SST meetings, MTSS meetings) as the mental health professional.
Provide consultation with parents, teachers, and other appropriate staff regarding the student's program and any adaptations/materials needed to facilitate improved performance in the classroom or at home.
Maintain relationships and effectively communicate with school leaders, teachers, and parents in all facets of the position.
Adhere to IDEA timelines and California Education Code compliance law.
Provide professional development training to school staff as-needed regarding best practices in trauma-informed education, social-emotional supports, crisis intervention, and community resources.
Serve as a coach in regards to mental health and trauma informed practices (SEL, crisis and de-escalation, trauma informed practices at Tier 1 level). Provide in-the-moment-coaching to staff around these practices.
Lead parent trainings to teach skills in regards to supporting a student's mental health and social emotional learning.
Serve as the mental health professional on the PBIS Team. Play an active role in ensuring the team uses data to create and address plans to further the campus around positive behavior incentive systems.
Support on-site Wellness Counselor Intern in problem solving and delivering effective interventions to staff and students (as applicable).
Maintain a close working relationship with other members of the Network Support Team (NeST-Rocketship's centralized office that operates in support of its schools and regions), school directors, ISE Team, other MTSS Team members, and all school staff (teachers, school leaders, support staff, etc.).
Ensure the Wellness Team is viewed as positive supports to the organization's mission that are fully aligned with Rocketship's Core Characteristics (Innovation, Pursuit of Excellence, Authenticity, Community, and Tenacity), and not as bureaucratic obstacles to serving the needs of the students.
Related Qualifications

The Counselor I is responsible for the delivery of face-to-face rehabilitative programming services provided in the Integrated Substance Use Disorder Treatment Program (ISUDTP). What You Will Do:
Facilitate CBI classes, using evidence-based and standardized curriculum to the participants.
Conduct class and facilitate individual sessions to develop release prevention/action plans and/or provide make-up work.
Evaluate and document the progress of participants assigned to their classes.
Document delivery of CBI programming services in ARMS.
Engage participants daily and reinforce group norms and expectations for participations and completion.
Work collaboratively with the CDCR/CCHCS headquarters, local institution, and CDCR contracted staff.

What You Will Bring:

CLASS CHARACTERISTICS
This is the second level in the Substance Abuse Counselor series. At this level, incumbents are certified Alcohol and Other Drug (AOD) Counselors and skilled in performing a wide variety of functions including case management, special project assignments and program development. Incumbents work independently to provide a wide range of group and individual counseling utilizing a variety of treatment methods. Incumbents may train first level counselors.
TYPICAL DUTIES
* Conducts intake interviews; administers various assessment tools to collect client data to assist with determining addiction severity and level of care; assigns clients to specific programs or counselors; performs client physical checks, observations, and documents client progress in conformance with Medi-Cal, state, federal and county program requirements.
* Obtains client background and financial information; collects fees; may assist clients in filing for benefits and State Disability.
* Plans and conducts individual and group counseling sessions; discusses and evaluates individual and family behavioral, social and psychological issues which affect treatment and progress; determines most effective treatment plans, implements plans and evaluates progress.
* Selects and monitors volunteer staff; develops and implements comprehensive training and orientation programs; maintains records of work performed; provides evaluations and references for volunteer staff.
* Maintains client records; documents progress notes, doctor's appointments, court appearances and other pertinent information; prepares reports and correspondence.
* Assesses and evaluates clients referred by law enforcement, probation and other agencies and develops plans for treatment; interviews clients, family and others to compile pre-assessment reports; monitors client's participation in individual and group counseling; reports progress to courts, law enforcement agencies, or other jurisdictions; coordinates treatment and supervision of clients with various correctional agencies, medical staff, court officials and others.

* May verbally explain various written material and instructions for non-English speaking clients and families; assists staff in working with clients of other cultures.
* May provide financial and money management counseling and assistance to clients; reviews client financial resources; may assist clients with budgeting and managing income; coordinates efforts with various social service agencies to ensure proper receipt and accounting of income and expenses; participates in utilization review functions to ensure proper management of clients' progress and use of resources.
* Develops curriculum and resources for specialized training for group educational sessions; obtains specialized training and may develop resources to train other staff; implements and modifies specialized training programs; presents special group training throughout the agency.
* May perform special project assignments such as assisting in developing, implementing and modifying curricula; performing special assignments related to new programs or changes in existing programs; developing and implementing new procedures; participating on committees and task forces; resolving issues in delivery of services and operations.
* May provide leadership and training to staff; may provide work guidance to other staff; may coordinate small ad-hoc committees and groups; may review work of other lower-level counselors; may schedule special activities for specific program components; may assume responsibilities of other counselors/ workers in their absence; may direct resident and volunteer workers to include training and evaluation.
* May be assigned to rotating shifts.
MINIMUM QUALIFICATIONS
Education: Successful completion of 30 semester or 45 quarter units from an accredited college or university which included 12 semester or 15 quarter units in psychology, sociology, counseling, chemical dependency or a closely related field.
Certification: Possession of a current certificate as an Alcohol and Other Drug (AOD) Counselor issued by a certifying organization approved by the State of California. Certification must be maintained, as defined by the Department of Alcohol and Drug Programs, California Code of Regulations, Title 9, Chapter 8, commencing with Section 13000. Failure to maintain certification may result in release from employment.
AND
License: Possession of a valid California driver's license if required by the nature of the assignment.
KNOWLEDGE

Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
Selection Plan
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.
Online Written Exams: Written exams may be administered online. Candidates will be notified of the examination date and will be responsible to complete the written exam within a given period of time (typically within five calendar days). Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods.
* Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. The minimum number of names to be referred will be equal to the number of positions plus nine, or 10% of the eligible list, whichever is higher. When filling nine or more positions in a department at the same time, the top rank or ranks will be referred and the minimum number of names shall be two times the number of positions to be filled or 10% of the eligible list, whichever is higher. Duties/Responsibilities shall include, but are not limited to: MFT Marriage and Family Therapist
Conduct assessments and provide clinical treatment interventions, including brief counseling, group therapy, and individual counseling.
Deliver registry services specific to Integrated Substance Use Disorder Treatment (ISUDT).
Consult and collaborate with other disciplines for patient care and participate in interdisciplinary care planning and coordination.
Perform assessments that support transitional care planning and link patients with community resources and services upon release.
Conduct assessments to determine appropriate interventions, education, and counseling within the context of marriage, couples, and family systems, as well as individual biopsychosocial needs, with solution-focused, attainable therapeutic goals.
Conduct Cognitive Behavioral Therapy (CBT) for individuals with Substance Use Disorders (SUD), in both individual and group settings, to address intrapersonal and interpersonal behaviors.
Develop and contribute to treatment and care plans.
Make recommendations to care teams and collaborate effectively with patients and all disciplines involved in care.
Document and evaluate patient progress, and facilitate discharges and transfers in coordination with other treatment and rehabilitative programs.
Attend case conferences, trainings, meetings, and committees as directed, and perform other duties as required.
