Incumbent serves as Youth Development Worker for the Tippecanoe County Cary Home, responsible for interacting with youth to improve engagement in healthy development in residential, natural environment and community setting in order to assist in successful reintegration into the community.
DUTIES:
Provides nurturing environment and close, intensive supervision and security for male and female adolescent residents. Inspects grounds for damage and potential repair problems. Periodically performs light maintenance and cleaning on department property.

Requirements
I. JOB REQUIREMENTS:
High School diploma or GED.
Ability to complete all required certifications and training programs. Certification or ability to be certified in CPR/First Responder.
Thorough knowledge of accepted theories, practices, and interventions for counseling youth and their families, with ability to apply theories and interventions to both family and individual circumstances. Knowledge of youth behavior, issues and trends.
Knowledge of standard English grammar, spelling and punctuation, and ability to prepare and submit daily reports detailing behavior and interventions of individual residents.

II. DIFFICULTY OF WORK:

III. RESPONSIBILITY:
Incumbent applies standard department practices and procedures to individual cases, referring unusual problems and situations to supervisor as needed. Work is reviewed for soundness of judgment, achievement of desired results, and overall adherence with Department policies.
IV. PERSONAL RELATIONSHIPS:
Incumbent maintains communication with co-workers, other County personnel, school officials, Probation Officers, Case Workers, related social agencies, parents, and the public related social agencies for purposes of exchanging and explaining information and coordinating client services and activities. Incumbent's work may occasionally involve non-routine problem-solving to gain cooperation of potentially violent clients in situations that may jeopardize the safety of incumbent or others.
Incumbent reports directly to Team Leaders.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in residential youth home involving normal hazards associated with at-risk adolescents, such as verbal abuse, communicable diseases and potentially violent/hostile individuals. Incumbent duties involve lifting objects weighing up to 50 pounds, driving, handling/grasping objects, and hearing sounds and communication. Incumbent is periodically exposed to violent residents and occasionally works extended, weekend and/or evening hours.

Overview
This classification learns to perform eligibility determination work of average difficulty. Recruit youth by obtaining referrals from in-house and outside resources and the community at large.
Comply with all WlOA documentation requirements in a timely fashion including contacts and activities involving youth, employers, and other groups; develop and maintain a well-organized filing system. Assist youth enroll in and attend High School Equivalency (HSE) classes in order to earn their diplomas.
Assist the Resource Coordinator in recruiting employers for work-based learning experiences for OSY youth participants. Assist youth in the employment process.
Assist youth in finding and maintaining quality employment, post-secondary educational, and/or short-term training certification programs; work closely with students and employers for 12 months after completion of the program.
Advocate for the program and develops a pool of effective community support resources by working with employers, parents, civic groups and legislators to build awareness of and support for the program; develops job opportunities, participates in public relations activities, attends meetings and speaks to various community groups.
Communicate accurate and timely information to the Program and Assistant Program Managers concerning progress related to assigned projects/activities and client work plans. Express any needs, concerns, and/or problems in completing projects.
Awareness of all programs, projects, and activities provided by various departments of the agency.
Participate in supervision and group meetings with Program and Assistant Program Manager.

SKILLS AND QUALIFICATIONS
Bachelor's Degree or a minimum of 3 years social service case management experience required .Public Affairs, Social Work, or Psychology preferred. Emphasis on case management techniques, counseling skills, and networking skills.
Experience working with youth accompanied by knowledge of adolescent development issues.
Must successfully complete Family Development Specialist Training if available. This includes maintaining these certifications.

Takes a leading role to advise Company's People Team on various labor and employment topics, including employment handbooks, policies and procedures, background screening, team member relations, performance management, workforce reductions and terminations, internal investigations, leaves of absence and disability accommodations, compensation and benefits, discrimination, and harassment and retaliation.
Monitor significant labor and employment regulations, legislation, court decisions, and government enforcement activities and provide strategic recommendations for changes to Company practices.
Advise Company's business leaders and management teams regarding labor and employment lawsuit avoidance strategies as well as risk management, compliance, and operational inquiries.
Handle employment litigation, including conducting investigations and preparing responses to claims arising under Title VII, the ADEA, the ADA, as well as claims filed with the EEOC and state agencies.
Assist with the development and implementation of employment policies, procedures, agreements, and separation strategies that support workforce planning, talent retention, and organizational objectives.
Oversee the Company's response to employment-related disputes by developing strategic resolutions that minimize risk and litigation costs.
Manage outside counsel on employment litigation matters.
Coordinate and work on various legal projects as determined by senior legal leadership.
Support other areas of the Company as needed or requested.
Qualifications and Education Requirements
Five + years' experience practicing law full-time working in a legal department of a medium or large financial institution, or with a major law firm.
Admitted to practice, and in good standing with the bar of one of the states in our footprint, with preference given to Illinois, Indiana or Minnesota, or qualified to be registered to practice as in-house counsel in the applicable state.
Ability to apply sound legal analysis and practical business judgment to legal matters.
Ability to consult with and advise Company's management at all levels.
Strong written, oral and interpersonal communication skills.
Ability to deliver timely, high quality work product.
Ability to work within a team environment.
Ability to work in-office within Company's footprint and preferably in our Chicago, Evansville, Indianapolis, or Minneapolis/St. Paul markets.
DESIRED EXPERIENCE
Knowledge of federal and applicable state laws and regulations relating to labor and employment
Familiarity with claims filed with the EEOC and state agencies
Experience with complex multi-state labor and employment issues
Experience with compensation and benefits at the team member and executive level
Ability to develop strategic resolutions that minimize risk and litigation costs
Ability to effectively communicate legal advice and engage with lines of business consistent with the Company's culture and business strategy
