In a part-time capacity, the domestic violence attorney prosecutes cases that are domestic in nature. These cases range from assault and battery, sexual assaults, stalking, abductions, weapon offenses, and family abuse. In addition to time spent in court, the attorney also meets with victims and their supportive family members, to "break the cycle" of domestic violence - this is typically done with our office's Victim Services Unit. The part-time grant funded domestic violence attorney also participates in training with local law enforcement regarding the intricacies of effectively investigating domestic violence cases for successful case prosecution.
The project period for this grant is 7/1/2025 through 6/30/2026.
This is a part-time position compensated at $36.25 per hour, for up to 29 hours per week.

Additional Candidates must be local to installation and be licensed at the independent level as a Mental Health Counselor (LMHC), Therapist (LMFT), Social Worker (LCSW) or equivalent independent licensure. Provides the full breadth of MFLC consultation and counseling services to the command structure and military service members and their families at military installations. Responsible for providing MFLC services including non-medical, short-term, walk-around counseling, training/health and wellness presentations, and consultation to installation command regarding behavioral health issues with an understanding of the military unit, cultural and mission. Works closely with the Regional Supervisor/Regional Director, installation, and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation.
* Provides non-medical, short-term, solution focused, walk-around counseling directly to eligible service and family members at assigned primary and secondary locations. Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated.
* Delivers training and health and wellness presentations, participates in health fairs and other base/installation activities as requested/directed.
* Enters counselor activity data daily through smart phone, or web application, to assure that reporting is accurate from assigned installation, while maintaining client/service member confidentiality.
* Consistently visible within the brigade/regiment which allows MFLC services to be accessible. Establishes and maintains working relationships with community resources and provides appropriate linkages for service members and their families. Partners with POC to provide MFLC services in a manner that addresses the needs of the installation. Develops an effective and professional working relationship with the installation POC.
* Provides MFLC response to critical incidents, surge and on demand events, and special requests as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager. Counselor will flex schedule to respond to urgent requests as needed or at the request of the Regional Supervisor/Regional Director.
* Manages duty to warn and restricted reporting situations according to Department of Defense (DoD) protocol and staffs the cases with Regional Supervisor/Regional Director.
* Communicates with Regional Supervisors and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations to which the counselor is assigned.
* Participates in regular in-services/training, Quality Improvement committees or other contract activities as assigned/appropriate.
* Participates in initiatives, studies, and pilot programs as directed by the customer and/or Magellan. This includes participation in pilot program certification and training processes, completion of activity documentation, integration of pilot activities in non-medical counseling work, and the utilization of applicable technology to complete required activities.
* All other duties as assigned.

Master's degree from an accredited graduate program in a relevant field of study to include, but not limited to, a mental health related field such as social work, psychology, marriage/family therapy, or counseling.
Valid unrestricted independent counseling license from a State, District of Columbia, US Territory or Commonwealth that grants authority to provide counseling services as an independent practitioner.
A minimum 2 years of post-licensure clinical experience.
Demonstrate intermediate-level competencies in technology and software (i.e., Microsoft Suite, Internet navigation, Smartphone/Tablet and application navigation, video-conferencing platform navigation).
Requires ability to engage and communicate with military members or children as assigned, in order to accomplish job functions, and to respond quickly to emergent situations in any physical location on a military installation and/or within a school setting, which includes the need to traverse short and/or long distances within the base to both indoor and outdoor locations, to maneuver through rugged, outdoor or uneven locations (e.g., steep inclines, stairs, grass), and work in outdoor weather and other military base conditions. May require travel to locations outside of a military base installation in a variety of physical environments. Due to the nature of working on military installations or related worksites, counselors may need to comply with various site-specific requirements to work at designated locations. For example, for some assignments, counselors will need to have certain immunizations or vaccinations and provide record of receipt.

Academic & Graduation Planning
Review high school transcripts and assessment results to ensure students are on track for an Advanced Studies Diploma, Standard Diploma, or Applied Studies Diploma.
Complete course schedules for all students in grades 9-12 and finalize high school scheduling once teacher assignments are confirmed.
Complete and submit Credit Accommodations forms as required.
Collaborate with zone school counseling centers to ensure accurate transcripts, graduation status updates, and diploma planning.
Monitor progress and make recommendations to ensure compliance with VDOE graduation requirements.
IEP & Eligibility Support
Participate and assist IEP teams in determining eligibility for the LVAC or SPLAVC.
Provide data and professional input regarding graduation pathways, transition goals, and student support needs.
Career Readiness & WorkKeys/NCRC
Collaborate with high school teachers and the testing facilitator to ensure students are prepared for WorkKeys assessments.
Assign and monitor students in Plato courses to strengthen preparation for WorkKeys tests.
Assist with WorkKeys testing, including administering assessments, inputting scores into PowerSchool, and updating transcripts with National Career Readiness Certificate (NCRC) completion.
Student Counseling & Mental Health
Provide individual (1:1) counseling as needed or requested to support students' social, emotional, and mental health needs.
Lead social skills lessons in classrooms to support teacher instruction and reinforce interpersonal and self-regulation skills.
Conduct crisis intervention and threat assessments (including suicidal ideation, homicidal ideation, and other safety concerns) as part of the collaborative crisis team.
Serve as an active member of the school crisis team, participating in prevention, intervention, and postvention efforts.
Collaboration & Consultation
Work closely with teachers, paraprofessionals, and related service providers to integrate social-emotional learning and transition planning into daily instruction.
Engage families in understanding diploma options, transition goals, and counseling supports available for their child.

Interviewing & Case Management
Gathers information necessary for case management, analysis and problem solving
Uses motivational interview skills/techniques to identify and locate persons (i.e partners/social contacts) that may be transmitting infections or have been exposed to a communicable disease, including high risk individuals
Educates patients and contacts about communicable disease(s) symptoms and risk reduction behaviors
Refers patients to the appropriate medical and social support services
Thoroughly and accurately documents information on appropriate case management forms
Analyzes medical and epidemiological information to identify disease intervention or prevention opportunities
Communicates with clients, contacts and health care professionals in a confidential, timely and professional manner
Completes and submits morbidity reports, Interview Records, Field Records & other epidemiological forms or reports within established timeframes
Contacts medical providers, laboratories and other service providers to obtain information about patients or to refer patients or partners for examination and/or treatment
Offers client centered counseling to assist infected patients and high risk clients in identifying high risk behaviors and adopting safer practices
Provides information to clients about medical facilities, community based and social services programs and organizations (shelters, drug rehabilitation programs, mental health, and food pantries) to assist patients with various psychosocial needs
Assesses patient's need for care and initiate the referral process for newly diagnosed patients and for those who are lost to care
Field Investigations
Conducts field visits to confidentially locate and notify persons infected with, exposed to, or at high risk for reportable conditions
Ensures appropriate follow-up in accordance with CDC treatment guidelines
Prioritizes and documents all investigative activities according to VDH program protocols
May perform phlebotomy
Community Support & Training
Provides and assists in educational presentations to medical and health care personnel, schools, community groups and the general public
Responds to community partners' requests for communicable disease education or training
Fosters professional relationship with pharmacy testing partners to enhance referral process for confirmatory testing
Maintains relationships with community partners to enhance service delivery; encourages community entities to participate in distribution activities; and participates in community outreach events as directed by local program policy.
Completes required VDH sponsored and any additional trainings and maintains TRAIN account according to agency policy
Attends continuing education programs in accordance with development plan
Surveillance & Outbreak Control Efforts
Reviews, processes and initiates follow-up on reports received from medical providers, laboratories and testing facilities
Performs record searches to ascertain patient history
Conducts medical provider visitation to encourage timely, thorough, and accurate reporting
Actively participates in outbreak response activities
Minimum Qualifications
Knowledge of and/or experience in public health practices, HIV, STIs (e.g., chlamydia, gonorrhea, syphilis), HBV/HCV, and other communicable diseases; experience performing phlebotomy
Effective oral and written communication, organizational and decision-making skills
Ability to listen, understand and empathize in a culturally sensitive manner, and use motivational skills to build rapport with clients and engagement in disease intervention services; ability to work with diverse populations in diverse settings; develop and make presentations
Ability to recognize, analyze and solve problems; perform basic mathematical calculations; conduct accurate data entry; maintain confidentiality; comply with program and data security policies and procedures; and work independently during various hours and settings (e.g., field, non-clinical and clinical, office)
Experience working under pressure (e.g., meeting deadlines, managing competing priorities)
Possess skill or knowledge of case management; basic computer knowledge/skills, including word processing, electronic mail and data base management
Effective oral and written communication; organizational; and decision-making skills; bilingual skills are beneficial

IVA'AL Solutions, LLC provides support to the Air Force (AF) Family Advocacy Program (FAP) and is responsible for staffing qualified Licensed Clinical Social Workers, Licensed Registered Nurses, Certified Victim Advocates, and Program Assistants at U.S. AF Military Treatment Facilities (MTFs) across the country. The AF FAP is a Department of Defense, (DoD) funded program whose purpose is to both prevent and respond to intimate partner abuse, child abuse, and problematic sexual behavior with children and youth.
Job Description:
The Domestic Abuse Victim Advocate (DAVA) provides AF personnel, their family members, or intimate partners who are victims of intimate partner abuse non-clinical emergent and urgent service whenever requested. With the exception of mandatory state, federal, and military reporting requirements (i.e., domestic violence, child abuse, and duty to warn situations) the DAVA provides a private and confidential service to encourage victims in seeking assistance.
Essential Functions:
Provides 24/7 response to victims alleging abuse (these services are provided based on the needs of client via telephone or in-person).
Establish a Victim's Safety Plan on a case-by-case basis. The victims' safety is the DAVA's top responsibility and priority. The DAVA will review the Safety Plan during each victim contact.
Conduct initial and ongoing risk assessments. If imminent risk of serious harm or death is established, notify the social work supervisor, law enforcement, and Command. If children are involved, the process also includes child physical safety and emotional well-being; refer involved children to the social worker for follow-on care.
Immediately report any changes in the victim's circumstances that changes or impacts the safety plan to the supervisor and/or social worker or mental health provider in charge.
Advise victims of the military or civil actions available to promote safety (e.g., military order of protection, restraining order, and injunction).
Offer victims information regarding their identified needs (e.g., emergency shelter, housing, childcare, legal services, clinical resources, medical services, transitional compensation).
Accompany clients to appointments or court proceedings when requested by the client.
Assistance with transportation is typically not provided to clients, however, after consultation with the social work supervisor and when no other reasonable means exist the DAVA may transport the victim to important appointments (i.e.: medical, court, protective actions). The DAVA cannot transport minor children unless accompanied by the parent or legal guardian and has the appropriate safety restraints in the vehicle.
Establish a contact file for each victim served that contains minimal information about the allegations or nature of the incident. The primary purpose of the DAVA contact file is to maintain victim's name and contact information as well as a log of the victim contacts and nature of the contacts or service provided by the DAVA.
Develop process to keep the social work supervisor and designated POC (e.g. on-call mental health provider, emergency room.) informed of DAVA's location and timelines when providing DAVA victim services. This process will include location, arrival, and departure notification.
Continually evaluate the quality of the installation's coordinated community response and collaborate with base agencies to improve the system response to victims.
Empower victims to be involved in plans or decisions about the safety of self and children.
Collaborate and establish protocols with Security Forces Squadron (SFS), Office of Special Investigations (OSI), and Military Medical Treatment Facilities confirming.
At the discretion of the Social Work Supervisor, the DAVA may also provide emotional support and information and referral services to the non-offending caregiver in a child maltreatment or youth sexual assault case.
Required Education and Experience/Qualifications:
Must possess a minimum of a bachelor's degree from an accredited University in any of the following disciplines: Social Work; Psychology; Marriage, Family, and Child Counseling; Counseling or Behavioral Science; Criminal Justice, or related field.
Must possess 2 years of experience assisting and providing advocacy services to victims of domestic violence/abuse or sexual assault.
Must obtain the Basic Advocate Credential with designation of Comprehensive Intervention Specialist as approved and offered by the National Advocate Credentialing Program, which is overseen by the National Organization for Victims Assistance.
Must pass a criminal history/Security Clearance background check.
Must have transportation and a valid drivers' license.
Health Requirements:
All DAVA personnel working within an MTF must maintain current certification in either the American Heart Association Basic Life Support Course (BLS) (Course C) or the American Red Cross Cardiopulmonary Resuscitation (CPR)/BLS (Heart Saver) Course.
Before starting work, DAVA personnel working with MTFs shall provide proof of immunization from the following diseases according to CDC guidelines: Hepatitis B, measles, mumps, rubella, varicella, and influenza, and proof of a negative TB skin test (completed within the past 12 months (if positive, proof of negative chest X-ray within the past 12 months) prior to start of work).
Technical Skills:
Must be computer-proficient to work autonomously using Microsoft Office and possess data entry skills needed to create and maintain client files. Specifically, DAVAs must utilize Family Advocacy Program Network computer software to document client visits and safety plans in compliance with AF FAP policies and accepted professional practice guidelines.
Work Environment:
This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets and fax machines. Travel may be required as needed and is primarily local during the business day, although some out-of-area and overnight travel may be expected and will comply with Joint Travel Regulation (JTR).
Expected Hours of Work:
This is a full-time position. General hours of work are 7:30am-4:30pm when the AF Clinic is open; however, the DAVA is required to remain on call after normal duty hours if/when a victim of family maltreatment/intimate partner sexual assault is in need of assistance. After normal duty hours, if requested, the DAVA is required to respond telephonically or in-person (with AF Social Work Leadership permission) to the hospital or law enforcement agency. Hours worked after normal duty hours will be accounted for in the form of "flexing hours" or "overtime" pay in accordance with govt policy and labor laws.
