What You'll Do:
Provide on-site behavioral health services in primary care clinic.
Provide consultation with Providers to aid or assist in the primary care of patients.
Serve as primary mental health Provider or ancillary health Provider as needed.
Assist care team with ICD-11 diagnoses, adding mental health differential diagnoses and contextual and relational perspectives.
Work across disciplines to provide equitable biopsychosocial-spiritual care, intervening in support of team and patient goals.
Use culturally informed and evidence-based literature for shared decision-making around health behaviors and assist with navigating the healthcare system.
Work in a closely organized, interdisciplinary team on treatment plans, patient advocacy, and clinic processes.
Conduct individual and group training for staff in areas of expertise and to community organizations as requested by supervisor.
Develop research-related funding proposals.
Partner with other Providers to triage referrals.
Provide coverage and backup for other Providers.
May assign patients to team clinicians.
Perform other duties as assigned.
Perform clinical responsibilities in alignment with The Joint Commission (TJC), Health Resources and Services Administration (HRSA), American Psychological Association (APA) and YVFWC requirements.
Represent the program at meetings as requested by Behavioral Health or clinic leadership.

Qualifications
Clinical Psychologist Requirements:
Education: Doctor of Philosophy (Ph.D.) or Doctor of Psychology (Psy.D.) in Clinical Psychology.
Experience Preferred: One year's clinical experience working within a multidisciplinary team in primary care or other medical settings, providing diagnostic and psychological assessments for primary care-based positions. One year's clinical experience working with children, adolescents, and families in specialty behavioral health settings.
Licenses/Registration: Licensed Psychologist within the state of practice. Basic Life Support (BLS) certification within 45 days of hire.
Master's Level Therapist Requirements
Education: Master's Degree in Social Work, Psychology, Counseling, or related field.
Experience Required: Two years of postgraduate/master's experience in the direct treatment of persons with mental illness or emotional disturbance; such experience must have been gained under the supervision of a mental health professional. Washington State designation as a Mental Health Professional (MHP) may be substituted for this experience requirement.

Responsibilities:
The Substance Abuse Counselor is responsible for performing patient care activities as directed by the Clinical Director. The primary duties include group therapy by providing comprehensives group therapy, creating evidence based group curriculum, developing group curriculum, participating in treatment plans to ensure service delivery. The psychiatry service also includes adolescent and adult partial hospitalization programs, a substance use intensive outpatient program, a bridge clinic and three outpatient behavioral health clinics. Salem Hospital qualifies for federally funded loan forgiveness status.

YOUR ROLE:
In this role you are going to be rotating job functions between a Behavioral Health Consultant (BHC) and a Mental Health Counselor.
As a BHC you will work directly with medical patients to break down behavioral barriers and support the medical team by providing consultation and support on medical and behavioral issues.
As a Mental Health Counselor, you will provide mental health services, provide on-going assessment, treatment planning, and goal setting.
SPECIFIC DUTIES - BHC:
* Identify patients experiencing negative outcomes with their chronic conditions that could benefit from the use of brief therapy to assist them with behavioral interventions that could improve their outcomes, increase their self-management skills, and reduce behavioral barriers to wellness by proactively scrubbing.
* Engage on same-day access appointments with patients and consultation with clinic staff. This will includes receiving warm handoff from medical providers related to mental health problems needing brief, evidence-based interventions including anxiety, depression, bipolar spectrum, substance abuse, prescription drug misuse, trauma, thought disorders, cognitive impairment, ADHD in adults and children, and parent training for children with behavior problems.
* Assess the nature and extent of each patient's emotional, behavioral, MH, and/or COD presenting problem, and provide any brief interventions necessary, typically ranging from 1-5 face to face visits (with some ongoing telephonic outreach) to ensure behavioral barriers to appropriate care are reduced. Demonstrates awareness of co-occurring disorders and chronic conditions and how each impacts patient outcomes and care.
SPECIFIC DUTIES - MENTAL HEALTH COUNSELOR:
* Assess the nature and extent of client's MH and COD presenting problem, formulate a plan for service that addresses MH and COD issues and their impact on client's interaction, and ensure complete and timely documentation pursuant to OAR 309.019.0140.
* Ensure productivity requirements are met by providing mental health treatment to individuals, couples, families, and groups that improve the client's level of functioning.
* Ensure clinical supervision requirements are met pursuant to OAR 833.030.0031.
QUALIFICATIONS:
* Must have appropriate credentials and level of training and licensed as an LCSW in the state of Oregonor have a master's degree in counseling and be licensed (LPC/LMFT), or doctoral level education in Clinical Psychology (PsyD/PhD) and appropriate licensing and credentialing.
* Must have graduate course work in theory, diagnosis, and treatment of mental health and dual diagnosis disorders.
* Must have experience working with persons who have mental health issues and those who are in emotional distress.

Clinical Psychologist Requirements:
Education: Doctor of Philosophy (Ph.D.) or Doctor of Psychology (Psy.D.) in Clinical Psychology.
Experience Preferred: One year's clinical experience working within a multidisciplinary team in primary care or other medical settings, providing diagnostic and psychological assessments for primary care-based positions. One year's clinical experience working with children, adolescents, and families in specialty behavioral health settings.
Licenses/Registration: Licensed Psychologist within the state of practice. Basic Life Support (BLS) certification within 45 days of hire.
Master's Level Therapist Requirements
Education: Master's Degree in Social Work, Psychology, Counseling, or related field.
Experience Required: Two years of postgraduate/master's experience in the direct treatment of persons with mental illness or emotional disturbance; such experience must have been gained under the supervision of a mental health professional. Washington State designation as a Mental Health Professional (MHP) may be substituted for this experience requirement.
Licenses/Certificates/Registration: Basic Life Support (BLS) certification within 45 days of hire. One of the following licenses is required for this position (must apply for within one week of hire if the license is not current):

The Integrated Behavioral Health Counselor works as part of an interdisciplinary team supporting patients inside of Outside In's downtown primary care clinic. Primary duties include providing brief, solutions focused psychotherapy, assessment, skill development and access to resources as needed. This position acts as a consultant to the primary care provider, providing diagnosis and care plan input and management. Integrated Behavioral Health Counselors work to increase access of behavioral health services. Outside In works to provide high quality care focused to people who have current and historical barriers to accessing healthcare including trans and queer people, houseless people, immigrants, people with disabilities and chronic illness and people who use drugs.
This position is eligible for a $2,000 hiring bonus. The selected candidate will receive half of the bonus on their first paycheck and the remaining half on the paycheck following their six-month anniversary. Both payments must be made prior to June 30, 2026, as the bonus is funded by a grant.
Work is performed at a Federally Qualified Health Center located at 1132 SW 13th Ave, Portland, OR 97233 , and potentially at other locations as needed. Clinical supervision is provided.

POSITION OVERVIEW:
In this role you are going to be rotating job functions between a Behavioral Health Consultant (BHC) and a Mental Health Counselor.
As a BHC you will work directly with medical patients to break down behavioral barriers and support the medical team by providing consultation and support on medical and behavioral issues.
As a Mental Health Counselor, you will provide mental health services, provide on-going assessment, treatment planning, and goal setting.
KEY RESPONSIBILITIES- BHC:
Identify patients experiencing negative outcomes with their chronic conditions that could benefit from the use of brief therapy to assist them with behavioral interventions that could improve their outcomes, increase their self-management skills, and reduce behavioral barriers to wellness by proactively scrubbing.
Engage on same-day access appointments with patients and consultation with clinic staff. This will includes receiving warm handoff from medical providers related to mental health problems needing brief, evidence-based interventions including anxiety, depression, bipolar spectrum, substance abuse, prescription drug misuse, trauma, thought disorders, cognitive impairment, ADHD in adults and children, and parent training for children with behavior problems.
Assess the nature and extent of each patient's emotional, behavioral, MH, and/or COD presenting problem, and provide any brief interventions necessary, typically ranging from 1-5 face to face visits (with some ongoing telephonic outreach) to ensure behavioral barriers to appropriate care are reduced. Demonstrates awareness of co-occurring disorders and chronic conditions and how each impacts patient outcomes and care.
KEY RESPONSIBILITIES - MENTAL HEALTH COUNSELOR:
Assess the nature and extent of client's MH and COD presenting problem, formulate a plan for service that addresses MH and COD issues and their impact on client's interaction, and ensure complete and timely documentation pursuant to OAR 309.019.0140.
Ensure productivity requirements are met by providing mental health treatment to individuals, couples, families, and groups that improve the client's level of functioning.
Ensure clinical supervision requirements are met pursuant to OAR 833.030.0031.
QUALIFICATIONS:
Must have appropriate credentials and level of training and licensed as an LCSW in the state of Oregonor have a master's degree in counseling and be licensed (LPC/LMFT), or doctoral level education in Clinical Psychology (PsyD/PhD) and appropriate licensing and credentialing.
Must have graduate course work in theory, diagnosis, and treatment of mental health and dual diagnosis disorders.
Must have experience working with persons who have mental health issues and those who are in emotional distress.
Demonstrate proficiency using DSM-5-TR, DSM V, and ICD-10.
Candidates with experience in a medical clinic are preferred.
