Access to Treatment clinics are entry points into services and provide an array of clinical services for individuals of all ages who are seeking to get connected to services for mental health and substance use issues that are impacting their ability to function in work, home, school, social and community settings. Services include screening, assessment, crisis intervention, individual and group therapy, linkage and referral to community resources as well as the Children and Adult Systems of Care.
Adult System of Care provides a wide range of comprehensive integrated care to adults/older adults (18+ years of age) with serious mental illness, co-occurring substance use, and other complex issues. The multidisciplinary teams work together to provide an array of services including but not limited to psychosocial rehabilitation, individual and group therapy, strength-based case management, crisis intervention, family support and community integration. Clinical teams are based out of the outpatient regional clinics in Marina, Salinas, Soledad, and King City.
Children's System of Care provides an array of clinical services from of birth to 25 years of age and their families. Clinical teams include Early Childhood Services, Transition Age Youth (TAY), Post Hospitalization Support, as well clinical teams that partner with the Child Welfare, Education and Juvenile Probation systems.
Community Crisis Services (Mobile Crisis) Team responds to calls for crisis support and provides brief crisis intervention, de-escalation, triage, risk / safety assessment, safety planning, referral and linkage to individuals and families experiencing behavioral health crisis in the community. This team seeks to provide support to stabilize the situation in the community to avoid unnecessary hospitalizations and divert from emergency resources (hospital/jail) when appropriate while providing linkage to ongoing care as needed.
Adult Justice Involved Services Team works with justice involved adults (18+ years of age) some of whom are reentering society after a period of incarceration (jail/prison) and transitioning to community-based services to meet their mental health and substance use disorder treatment needs. Clients may be participating in one of the Collaborative Court or Diversion programs, CARE Act (Care Court) or referred to services through Post Release Community Supervision or the Cal AIM Justice Involved Behavioral Health Linkages Initiative.
Quality Division plays a central role in maintaining the highest standards of care within Monterey County Behavioral Health by implementing a comprehensive range of quality assurance and improvement activities that support the functionality, effectiveness, and compliance of specialty mental health and substance use services. Teams are responsible for conducting thorough program utilization reviews to assess service delivery quality, identify areas for improvement, and ensure adherence to regulatory standards. In addition to oversight and compliance, the Quality Division Teams develop and refine policies that align with federal and state guidelines. They also design and deliver targeted training sessions and provide ongoing support to Monterey County Behavioral Health staff and contracted partners, equipping them with the tools and knowledge needed to deliver exceptional, client-centered care.

Position Summary:
The SocialWorker is a member of the Behavioral Health Services, which includes an OASAS licensed 822 Outpatient Treatment Services Program and The Better Living Center, an Article 31 Office of Mental Health Outpatient Mental Health Outpatient and Treatment Rehabilitation Services (MHOTRS) program (formerly OMH Outpatient Mental Health Clinic). The LCSW is to provide supervisory support within the Treatment Services Program while reviewing and approving admissions documentation, providing clinical supervision and carrying a moderate caseload. The LCSW is responsible for providing therapy to clients on their caseload with histories of criminal justice involvement at the satellite locations or the Long Island City location and may involve some delivery of telehealth services.

Clinical Expertise
This person shall demonstrate understanding of all mental health and substance use disorder diagnostic categories, co-occurring diagnoses, general criteria and theoretical frames for treatment. The individual will have practical experience tereating individuals with behavioral health disorders and SUD through individual and group therapy, ideally with evidence-based practices. Deep awareness of principles and techniques of Motivational Interviewing (MI) are required. Clinical expertise also includes knowledge and incorporation of CBT, SFT, and various other theoretical frameworks.
Clinical Engagement & Productivity
This person shall demonstrate an ability to engage clients in treatment and build a meaningful therapeutic relationship. This includes reluctant clients with the aim of establishing regular attendance to appointments. The person will develop a stable caseload and produce billable activities equal or in excess to the productivity standards established for clinicians.
Time Management & Documentation
This position requires solid time management skills as the person must juggle making and keeping client schedules that can change on short notice, completing paperwork accurately and staying current with various ancillary tasks. The person will have good computer skills, familiarity with using an electronic health record system in order to facilitate completing all documentation correctly and in a timely manner.
Essential Duties and Responsibilities:
Conduct initial client assessments and intakes in line with either OASAS or OMH regulations;
Conduct psychosocial interviews;
Develop a therapeutic alliance with clients;

Social Work Program Coordinators have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans.
The Mental Health Residential Rehabilitation Treatment Program (MH-RRTP) provides comprehensive treatment and rehabilitation services to Veterans with a range of Mental Health and Substance Use Disorders (SUD) within a 24/7 structured residential environment. The program takes a whole health, evidence-based approach to address Veteran goals, to include medical and psychosocial needs.
Specific Duties include:
* Has broad management oversight, to include include administrative and programmatic responsibilities for the MH RRTP.
* Establishes policies and procedures that adhere to VHA Handbook 1162: Mental Health Residential Rehabilitation Treatment Program.
* Executes ongoing program evaluation and data-driven quality improvement projects to monitor the effectiveness of the MH RRTP programs.
* Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including, but not limited to, admissions and discharges, referrals, patient demographics, equipment utilization and patient satisfaction.
* Facilitates liaisons with other Mental Health programs in the Mental Health Service, across the continuum of care, with non-clinical services, and across VA and community partners to effectively coordinate MH RRTP services.
* Day to day operation and management of the MH RRTP.
* Performs the administrative and personnel management function relative to staff supervised. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent is able to resolve informal complaints and grievances. Develops work improvement plans and recommends personnel actions as necessary. Provides advice, counsel and mentoring workers related to clinical and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations.
