Agency Summary Prior to its formal establishment in 1991, the Monterey County Water Resources Agency (MCWRA) was the Monterey County Flood Control and Water Conservation District, established in 1947 and organized as a division of the Public Works Department of Monterey County. MCWRA provides services related to the control of flood and storm waters in Monterey County, conservation, protection of water quality, reclamation of water, and the exchange of water. Fundamental to the agency's mission to sustainably manage water resources while minimizing impacts from flooding, MCWRA owns and operates two dams on principal tributaries to the Salinas River (Nacimiento and San Antonio), along with the associated reservoirs. This position will be primarily working on the Water Resources Agency Water Recycling Projects that include the Castroville Seawater Intrusion Project and the Salinas River Diversion Facility. This position plays a critical role in managing the Biology Unit within the Department's Environmental Programs Division, located in Riverside. The Environmental Project Manager position focuses on the management of ecological resources. The incumbent will be responsible for: * Overseeing the implementation of, and ensuring proposed project consistency with, Habitat Conservation Plans/Natural Community Conservation Plans. * Ensuring compliance with local, state, and federal rules, regulations, and practices associated with land development projects. * Reviewing and evaluating the biological elements of land use applications to ensure practical implementation of regional ecological policies and guidelines. * Performing environmental evaluations related to ecological reserve/conservation configurations, urban/wildland interface issues, sensitive habitats/vegetation, animal movement, species relocation plans, revegetation plans, and other land use issues resulting from public and private development. * Conducting meetings with various regulating agencies, including, but not limited to, the California Department of Fish and Wildlife (CDFW), U.S. Fish and Wildlife Service (USFWS), Regional Conservation Authority (RCA), and the Army Corps of Engineers (ACOE). * Reviewing biological assessments to ensure proper mitigation measures and conservation plan consistency, which may include, but are not limited to: Habitat Assessments, Multiple Species Habitat Conservation Plan (MSHCP) Consistency Analyses, Jurisdictional Delineations, and Determinations of Biologically Equivalent or Superior Preservation (DBESP). The Planning Department is responsible for Riverside County's General Plan, a comprehensive long-range plan intended to guide the growth and development of unincorporated areas within the County. This department formulates growth management plans and zoning for the County. * Provide project management support on an array of technically complex projects related to biological compliance documentation and coordination with other wildlife and conservation regulating agencies. * Plan, organize, direct, review, and evaluate the work of professional department staff and external consultants. * Participates or directs others in the preparation of the habitat conservation plans; provides technical expertise needed to effectively implement those plans. * Facilitates the coordination of environmental site research and planning by other agencies, private groups or individuals. * Reviews biological resource evaluations and assists in determining the types of mitigation required of proposed projects in sensitive habitat areas in order to implement habitat conservation plans. * Provides information regarding the results of project proposed mitigation measures for habitat conservation to federal and state agencies. * Reviews biological reports and other environmental data submitted to the County with development/land use applications; makes comments and requests further information as needed and determines the type and nature of appropriate mitigation measures for biological resources assessed on properties. * May prepare or review relevant sections of environmental documentation for proposed projects, which include development and monitoring of biological mitigation measures. * Develop and assign biological conditions of approval to land use project and communicates this information to landowners, applicants, developers, consultants and other public agencies. * May make verbal presentations to the Planning Commission and/or Board of Supervisors and other public entities on matters concerning vegetation, wildlife, and natural resources protection and enhancements. * Attend periodic meetings with RCA and other wildlife agencies to review project mitigation and compliance strategies. * Consult with applicants/public inquiries and provide direction about required conservation compliance, clarify conservation plan requirements and explain why they must comply. Education: Graduation from an accredited college or university with a bachelor's degree, preferably in engineering, physical, chemical, environmental, or biological science, planning, public administration, urban or physical geography, geology, architecture, or closely related field to the assignment. An advanced degree in a scientific field of study is highly desired. Experience: Four years of professional transportation land use or water resource planning experience, which included two years of experience with responsibility for project oversight in a lead, supervisory, administrative, or managerial capacity.     Under general direction of the Director of Laboratory Services, the Assistant Director of Laboratory Services assists in planning technical activities and supervising personnel of the Department of Laboratory Services at Ventura County Medical Center (VCMC) and Santa Paula Hospital (SPH). The Assistant Director of Laboratory Services will be assigning, reviewing, and participating in the work of a group of laboratory personnel; and performing related work as required. PAYROLL TITLE: Manager - Laboratory Services EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill. AGENCY/DEPARTMENT: Health Care Agency - Ventura County Medical Center (VCMC) and Santa Paula Hospital Manager - Laboratory Services is a management classification and is not eligible for overtime compensation. The Incumbent in this classification is eligible for benefits at the MB4 level. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies. There is currently one (1) Regular vacancy. TENTATIVE SCHEDULE OPENING DATE: 11/7/2025 CLOSING DATE: 11/21/2025 Duties may include, but are not limited to the following: * Confers with Director of Laboratory Services on operating practices and procedures; * Schedules and coordinates the work of the Blood Bank, Chemistry, Coagulation, Hematology, Microbiology, Pathology, Phlebotomy, Point-of-Care, Specimen Processing, and Urinalysis departments to ensure maximum utilization of personnel to provide adequate coverage in all areas of the laboratory; * Assists the Director of Laboratory Services with annual budget, requisition of supplies and equipment, and hiring personnel; * Assists the Director of Laboratory Services with instituting new tests and maintaining quality control programs on all tests; * Oversees implementation and quality assurance programs in the laboratory; * Provides oversight of phlebotomy services and staff; * Provides oversight of technical operations and staff; * Serves on committees as assigned by the Director of Laboratory Services; * Oversees the clinical laboratory in the Director's absence; and * Performs other related duties as required. These are typical requirements to the examination process and assure neither continuance in the process nor placement on an eligible list. Education and Experience: A combination of education and experience equivalent to: * Bachelor's degree from an accredited college or university in bacteriology, microbiology, medical technology, biology, chemistry, or related field AND * Four (4) years of experience in a clinical laboratory performing all varieties of chemical, microscopic and bacteriological tests. NECESSARY SPECIAL REQUIREMENTS: * Must possess and maintain a current valid Clinical Laboratory Scientist license issued by the State of California Department of Public Health. * Considerable experience in: * Directly supervising staff * Managing laboratory operations. * Quality assurance experience in a hospital laboratory setting. * Must be comfortable and able to present information and speaking in department meetings and other group settings. * Proficient in Microsoft Excel, including spreadsheet creation, data analysis, and reporting. DESIRED * Possession and maintenance of current registration with the American Society for Clinical Pathology and/or equivalent accrediting agency; * Possession of a Master's degree in bacteriology, microbiology, medical technology, biology, chemistry, or related field; and, * Experience with regulatory agencies and accreditation of laboratory operations, preferably Clinical Laboratory Improvement Amendments (CLIA), College of American Pathologists (CAP), and/or American Association of Blood Banks (AABB). Knowledge, Skills, and Abilities: Working knowledge of: standard, routine, and special tests and procedures used in hematology, serology, chemistry, blood banking, urinalysis, coagulation, and microbiology; principles and practices of budget, audit, and billing procedures; principles and practices of supervision and management; familiarity with the objectives and techniques utilized in the creation and quality assurance aspects of laboratory testing and operations. Skill to: Use Microsoft Excel, including developing spreadsheets, utilizing formulas and functions, performing data analysis, and generating charts and reports to support operational and administrative decision-making. Ability to: plan and supervise the work of others, train students, and establish effective relationships with other staff at Ventura County Medical Center and Santa Paula Hospital; to identify problems, analyze complex laboratory and operational issues, and develop effective solutions. OPTION III Education: Completion of 15 semester or 24 quarter units from an accredited college or university preferably with course work in psychology, sociology, social welfare, social/human services, other behavioral sciences, or a related field to the assignment. ALL OPTIONS Knowledge of: Basic public social service programs at the state and local level; basic principles of public assistance policies, laws, rules, and regulations governing public social services agencies; current issues, in the field of social services; behavioral patterns of the disadvantaged; cultural and ethnic attitudes towards community and social services; basic principles of interviewing and problem-solving methods.
