Founded by Abraham Issa, the company’s first property, Tower Isle was built in Ocho Rios in 1949.
Issa served as the first chairman of the Jamaica Tourism Board when it opened in 1955.
In about 1966 the adjacent Falcondip/Island Inn was purchased and merged in (the bent building at the right). It gave the hotel a second swimming pool.
In 1978, Issa introduced the "all-inclusive, couples-only" concept to Jamaica and the Tower Isle was renamed Couples Ocho Rios.
Since 1985, Steve has had extensive experience in creating and managing organizations for environmental and economic development-oriented companies involved in nationwide projects.
In August 1986 the Couples Hotel reported 90% occupancy.
In March 1987 the hotel reported a 98% occupancy level and the projections are that the level will rise to 100% for the remainder of the season.
In December 1992 the hotel reported an occupancy level of 55%, with a projection of 100% over the Christmas holidays, and for the remainder of the tourist season.

Steve Blackburn founded Seven Elms Resort, Inc. hotel and lounge in 1998 as a Michigan Subchapter "S" Corporation.
Desiring to return to his own business, he wishes to establish Seven Elms Resort, Inc. in 1999.
As an integral part of the Jamaican community, helping others is essential to Couples Resorts' DNA. In 2005, The Issa Trust Foundation was formed by Couples Resorts as a 501(c)3 nonprofit, spearheading pediatric healthcare and education for children and their families in Jamaica.
In December 2008, upon completion of a $22 million renovation, the hotel re-emerged as Couples Tower Isle.
