POSITION SUMMARY: Youth Engagement Specialists (YES) are an essential and core position on our multidisciplinary team. All CHC staff work together to facilitate safety and comprehensive programming for youth in our housing programs. Youth Engagement Specialists facilitate day to day operations and duties by adhering to our Mission Statement, Five Principals, Code of Conduct and the policies and procedures of Covenant House. Youth Engagement Specialists provide essential supervision and support, including triage of door and phones, assessing safety, preventing and managing crises, upholding programmatic policy and procedure, documentation, light cleaning and building maintenance, as well as being a positive adult role model that relentlessly engages with our youth. Must want to work in a diverse and inclusive environment. SCHEDULE: 3:30pm - 12:00am (Evening shift) Weekends SALARY RANGE: $25.37 Hourly ESSENTIAL FUNCTIONS: Provide supervision of the program, including oversight and maintenance of the various areas of the facility. Safety awareness of situations and spaces. Perform day to day operations and duties in accordance with established policies and procedures. Provide welcoming, engaging and professional phone and door coverage to include answering and responding to incoming crisis, business information and resource and referral inquiries. Crisis prevention and intervention while adhering to agency protocol for responding, reporting and seeking support. Build rapport with youth and act as a positive role model and safe adult while maintaining and facilitating healthy boundaries. Be a proactive and involved team member and encourage youth to participate in activities. Direct supervision of the youth in the program on-site, on outings in community, and during meetings and appointments in the community. Develop knowledge of the current community resources available to clients. Teach basic life skills such as personal hygiene, household cleaning, and interpersonal interactions. Lead groups and workshops on skill building as assigned. Maintain and engage in consistent communication with the multidisciplinary team by preparing shift notes and logs, as well as creating critical incident reports. Attend trainings, meetings and supervision as assigned. Function as back-up coverage, as assigned. Work directly with youth doing triage (i.e., field questions, ask what clients need, clarify the problem, etc.) Inspect common areas of the housing program for cleanliness on a daily basis. Function as Person in Charge (PIC), as designated. Be timely and present at all scheduled meetings, trainings and shifts. JOB REQUIREMENTS: EDUCATION: High School Diploma or Bachelor's Degree in Human Services or related field preferred, relevant working experience will be accepted in lieu of diploma. EXPERIENCE: Minimum of 1-2 years' experience working with youth ages 18-24. SKILLS: Must have strong verbal and written communication skills and strong organizational skills. Must be computer literate (Word, Outlook, Excel, etc.) Must be a self-starter and team player with the ability to work with other staff members, clients, vendors and the public. TRANSPORTATION: Must have a valid CA driver's license, good driving record and reliable transportation. May need to transport clients/staff if required using agency transportation. WORKING CONDITIONS: General business/office environment. Must be able to lift up to 40 lbs. on occasion, bend, sit and stand for prolonged periods of time. Some weekend/holiday work may be required. POSITION SUMMARY: The Case Manager is responsible for working with youth to meet their housing, medical, mental health, employment and educational goals as they move towards becoming housed and having permanent connections. Essential functions of the position include intake and assessment, case planning, documentation, and basic individual and group counseling. The position is also responsible for providing these services within the framework of the Mission Statement, Five Principles, and the Policies and Procedures of Covenant House California. Classification: Full-time non exempt, 40 hours per week Pay Rate: $24.00 / hour ESSENTIAL FUNCTIONS: 1) Engage youth in developing their Individual Service Plan. 2) Create an ISP for each youth that addresses areas all their critical needs, through a trauma-informed and positive-youth-development model. 3) Partner with the youth to create a clear structure of addressing their needs, complete with due dates, calendars, structure, guidance, and support. 4) The case manager links clients to needed services, including making referrals, and as needed, facilitating the youth's accessing of those services. 5) Monitor client progress and aide youth in meeting their identified goals, and coaching youth to plan, implement, and follow-through. 6) Motivate clients to improve wellness along health, mental health, substance use/abuse/dependence, and other areas that will improve their overall functioning. 7) Coordinate between other departments (clinical services, outreach, residential) and work as a team to meet client needs. 8) Utilize innovative approaches to engaging youth in case management: such as conducting case management outside the building, on walks, in parks, and/or planning learning outing visits to the bank, grocery store, job-site, etc. 9) Partner with the youth to find full-time employment. This work involves resume building, cover letter writing, job applications, interview preparedness, professionalism, etc. 10) Partner with youth to identify and meet their educational goals, but not in lieu of employment which is the fastest track to self-sufficiency and to becoming housed. 11) For youth who have developmental, mental health, health, or social challenges, work with the youth to modify their case plan according, while at the same time balancing the responsibility to the youth to move them towards progress and becoming independent. 12) Provide unconditional positive regard to clients regardless of behavior, race, class, culture, country of origin, disability, gender, gay, lesbian, trans, bi, language capacity, and ability to complete case plan requirements. 13) Collaborate closely with team members to ensure that activities are focused on and in sync with the needs of youth. 14) Maintain statistics and complete reports as needed. 15) Attend weekly supervision with supervisor and all weekly meetings as assigned. 16) All other duties as assigned JOB REQUIREMENTS: EDUCATION: Bachelor's Degree in Psychology, Sociology, Social Work or a related field preferred, but will consider additional relevant experience. EXPERIENCE: 2-3 years of professional experience working with at-risk/homeless youth, homeless services, child welfare or serving other at-risk groups. SKILLS: Prior Case Management Experience and an ability to build positive rapport with youth. Knowledge of the full range of public and social services in Alameda County and the Greater Bay Area for low-income, homeless, and foster youth. Excellent communication skills, as demonstrated by on-point, timely, and professional correspondence, both written and verbal inter-agency coordination skills (scheduling appointments, and maintaining collaboration with multiple stakeholders and providers). Communication with and about youth must reflect a “strength based” and “trauma informed” approach. MUST be bilingual - English/Spanish. POSITION SUMMARY Covenant House California is seeking a dynamic and compassionate leader to serve as the Support Services Manager (SSM) at our Oakland site. This pivotal role ensures the delivery of high-quality, mission-aligned services to young adults (ages 18-24), supporting both shelter residents and young people in the community accessing services through our Wellness Center and Oakland and Hayward Access Point locations. Reporting directly to the Director of Oakland Programs (DOP), the Support Services Manager oversees the daily operations of the Wellness Center, which offers a wide range of supportive services and serves as Alameda County's Access Point for Youth. The SSM will lead a multidisciplinary team of nine staff members, including: three Coordinated Entry Specialists, one Peer Support Specialist, one CalAIM Housing Navigator, one Employment Specialist, and three Rapid Rehousing Case Managers This role is critical to maintaining safe, effective, and contract-compliant service delivery strategies. The ideal candidate will bring both experience and passion to foster a collaborative, enriching environment for staff-one that holistically supports the diverse needs of the youth we serve. ESSENTIAL DUTIES & RESPONSIBILITIES Leadership & Team Management The hiring, coordination, supervision, scheduling, coaching, evaluation, and training of Support Services team members who are responsible for ushering in a high standard of service delivery to qualified young adults in our Wellness Center spaces in Oakland and Hayward. Assist in setting and coordinating weekly/monthly staff schedules to ensure appropriate coverage. This includes providing emergency back-up staff coverage as needed during staffing shortages or during crisis situations. Facilitate staff team meetings for informational and training purposes in conjunction with the DOP and the Northern California Programs team. Work collaboratively with site leadership and Human Resources on all talent management matters (e.g. on-boarding, performance issues, evaluations, and terminations as needed). Monitor and review staff timesheets for appropriate timecard punches, punch edits must include notes/justification and never to off-set late/early arrivals or adjust for overtime, reviews and signs final time sheets for staff he/she supervises (or as needed/approved). Assign and monitor staff responsibilities for any given shift, including but not limited to: file audits, quality assurance of service delivery for client meetings, update documents, and create staff schedules that resemble the availability of the young adults who we serve. Participate as part of CHC's Oakland's site management team. Attend relevant meetings and trainings and collaborate on special projects aimed at strengthening integrated services model across the agency. This position will also participate in the in the regional “Admin On-Call” rotation. Program Oversight & Delivery Manage and coordinate direct care services provided to young people in the Coordinated Entry System, within the various residential programs, as well as the RRH living offsite. Support and Monitor Safe Haven shelter and ROP census to ensure compliance with CHC open intake, restriction, discharge and re-entry policies and procedures. Ensure ongoing monitoring and carrying out of strategic plan goals for residential program are in alignment with the CHI program model expectations. Authorize emergency shelter for youth, in conjunction with the DOP and program management team. Provide crisis intervention to young people in the Wellness Center space, as well as the residential spaces. Support restorative justice practices, healing circles, mediations and community meetings, as appropriate. Ensure opportunities for training and supportive supervision around trauma-informed care, harm reduction, relentless engagement, motivational interviewing, and other training priorities for engagement are working for the young adults we serve. Participate in weekly case reviews, participate in Success Plan meetings/coordination, when applicable and ensure program model engagement amongst your team members. Under the guidance of the DOP, the SSM will facilitate appropriate coordination meetings, interact with targeted stakeholders, arrange applicable workshops for staff, assist in the collection of documents that will assist in audits/monitoring and collaborate with internal teams. Supervise and support the Employment Specialist in carrying out employment activities, workshops, partnerships, and overseeing the youth internship opportunities on campus. Strategic Collaborations & Community Engagement Engage with CHC Oakland's Community Involvement Coordinator and Youth Advisory Board (YAB) to support monthly workshops, events, and in-kind donations. Collaborate with DOP to work with Alameda County YAB Coordinator and to represent CHC in community Youth Homelessness Demonstration Program (YHDP) efforts to build referral networks, strengthen partnerships, and alleviate barriers to engagement. Ensure that procedures necessary to effectively track and evaluate grant outcomes are developed and consistently implemented for Support Services and Wellness Center programs. Provide DOP and Program leadership with programmatic recommendations based on the analysis of outcome achievements. Data, Reporting, & Compliance Ensure that procedures to effectively track and gather data for internal and external reports are developed and consistently implemented to accurately report upon grant outcomes by submission deadlines. Assist in the management of annual budgets for the grants under DOP to ensure that resources are used effectively and efficiently. This includes petty cash reconciliation, bus passes, taxi vouchers, in-kind donations, etc. are tracked and accounted for on a monthly basis. Work closely with Data/Quality Assurance to ensure data integrity in systems such as Efforts to Outcomes (ETO) and Homeless Management Information System (HMIS). *Other Duties As Assigned. JOB REQUIREMENTS EDUCATION: High School Diploma required. Associates or Bachelor's degree in a human services-related field preferred. EXPERIENCE: Experience working with youth and young adults, preferably those that have experienced homelessness and/or trafficking. Demonstrated expertise in trauma-informed, culturally responsive practice and harm-reduction frameworks. Must have 2-3 years management/supervisory/coordination experience working within a residential setting, case management experience preferred. KNOWLEDGE: Knowledge of adolescent development, case management, and crisis intervention. Knowledge of HUD, RHY, and/or similar funding regulations. Knowledge of effective practices in workforce management and/or teaching/building job readiness skills is a plus. SKILLS Excellent leadership and interpersonal skills. Strong written and verbal communication skills, excellent organizational skills and computer skills (Word, Access, Excel, etc.). Ability to manage multiple priorities and meet deadlines in a timely manner. Experience working as a part of a team, while also demonstrating initiative and ability to work independently. Community partnership and collaboration experience preferred. Bilingual in Spanish a bonus. TRANSPORTATION / TRAVEL: Must have and maintain a valid California driver's license and a good driving record and ability to drive CHC vehicles. Local travel to support client meetings and appointments. Occasional travel to other sites for training and/or support. WORK CONDITIONS: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The position will be responsible for assisting/ supporting the youth in completing CES assessments, assisting the youth in the wellness center with resources that meet their needs, linking them to services and supports, as well as providing workshops. Work includes engaging with youth experiencing homelessness surviving on the streets of Alameda County, in other drop-in centers across the County, on Junior College Campuses, and in CHC Wellness Center. The position is responsible for working collaboratively with CHC teams, staff, and other service providers in the community. The position requires a passion and skillset for positive youth engagement, the ability to problem-solve creatively, and comprehensive case management activities including building relationships, linkages, crisis prevention, and intervention. Support agency implementation of Alameda County's Coordinated Entry assessment tool to aid youth in the admission and application procedures for relevant housing programs. Maintain a strong understanding of community housing resources, mental health issues, and state and county resources available for youth experiencing homelessness. This includes brokering relationships with local property owners and management companies, marketing and packaging the program and the youth in a manner that appeals to the property owners and management companies. There is also heavy relational and case management like services such as mentoring, coaching, behavioral support, education and employment referral, transportation, and resource and benefits navigation to address the overall needs of each youth. This is a new position, so this Housing Navigator staff member needs to be flexible, creative, responsive and curious on how to implement and meet the expectations of the funder and our young people. Essential Functions: Outreach and engage with new young people that are matched through the system to our age group and housing instability criteria. This includes phone contact, emails, texting, going out to meet a young person where they are. Match participants with Housing Transition Navigation (HN) services, including housing opportunities; help them build relationships within the community to ensure positive and beneficial placements and outcomes. The position requires a passion and skill set for positive youth-engagement, the ability problem-solve creatively and comprehensive case management activities including building relationships, linkages, crisis prevention and intervention. Documentation, tracking and matching youth with housing via the CES are other responsibilities for this position. ESSENTIAL FUNCTIONS: Model positive youth engagement and support throughout the Wellness Center to all youth experiencing homelessness. POSITION SUMMARY: Youth Engagement Specialists (YES) are an essential and core position on our residential team. CHC is looking for passionate, qualified Youth Engagement Specialists who are skilled in supporting youth who have experienced homelessness and human trafficking, have experienced trauma identify as LGBTQ+, are gender non-conforming, and/or who often face multiple issues and have complex needs. Youth Engagement Specialists will have knowledge and/or experience utilizing a strengths-based, harm reduction framework, using trauma-informed practices and will value working within a multi-disciplinary team to create a safe inclusive environment for all. All CHC staff work together to facilitate safety and comprehensive programming for youth in our housing programs. Youth Engagement Specialists facilitate the day-to- day operations and duties, provide essential supervision and support, including triage of door and phones, assessing safety, preventing, and managing crises, upholding programmatic policy and procedure, documentation, light cleaning and building maintenance, as well as being a positive adult role model that relentlessly engages with our youth. Overnight shifts are awake, and staff must complete overnight checklist to ensure facility is prepared for next day. ESSENTIAL FUNCTIONS: Build rapport with youth and act as a positive role model and safe adult while maintaining and facilitating healthy boundaries. Work directly with youth doing triage (i.e., field questions, enquire on needs, clarify the problem, etc.) Direct supervision of youth on-site, on outings and during meetings and appointments in the community. Provide welcoming, engaging, and professional phone and door coverage to include answering and responding to incoming crisis, business information, resource, and referral inquiries. Crisis prevention and intervention while adhering to agency protocol for responding, reporting, and seeking support. Teach basic life skills such as personal hygiene, household cleaning, and interpersonal interactions, in a manner that is compassionate to each youth's situation. Be a proactive and involved team member and encourage youth to participate in activities. Lead groups and workshops on skill building and healthy choices. Develop knowledge of the current community resources available to youth. Inspect common areas of the housing program for cleanliness daily. Maintain consistent communication with the multidisciplinary team by preparing clear and concise shift notes, logs and critical incident reports. Maintain safety awareness of situations and spaces. Attend trainings, meetings, and supervision check-ins as assigned. Be timely and present at all scheduled meetings, trainings, and shifts. Perform day to day operations and duties in accordance with established policies and procedures.
