POSITION SUMMARY
Covenant House California is seeking a dynamic and compassionate leader to serve as the Support Services Manager (SSM) at our Oakland site. This pivotal role ensures the delivery of high-quality, mission-aligned services to young adults (ages 18-24), supporting both shelter residents and young people in the community accessing services through our Wellness Center and Oakland and Hayward Access Point locations.
Reporting directly to the Director of Oakland Programs (DOP), the Support Services Manager oversees the daily operations of the Wellness Center, which offers a wide range of supportive services and serves as Alameda County's Access Point for Youth. The SSM will lead a multidisciplinary team of nine staff members, including: three Coordinated Entry Specialists, one Peer Support Specialist, one CalAIM Housing Navigator, one Employment Specialist, and three Rapid Rehousing Case Managers
This role is critical to maintaining safe, effective, and contract-compliant service delivery strategies. The ideal candidate will bring both experience and passion to foster a collaborative, enriching environment for staff-one that holistically supports the diverse needs of the youth we serve.
ESSENTIAL DUTIES & RESPONSIBILITIES
Leadership & Team Management
The hiring, coordination, supervision, scheduling, coaching, evaluation, and training of Support Services team members who are responsible for ushering in a high standard of service delivery to qualified young adults in our Wellness Center spaces in Oakland and Hayward.
Assist in setting and coordinating weekly/monthly staff schedules to ensure appropriate coverage. This includes providing emergency back-up staff coverage as needed during staffing shortages or during crisis situations.
Facilitate staff team meetings for informational and training purposes in conjunction with the DOP and the Northern California Programs team.
Work collaboratively with site leadership and Human Resources on all talent management matters (e.g. on-boarding, performance issues, evaluations, and terminations as needed).
Monitor and review staff timesheets for appropriate timecard punches, punch edits must include notes/justification and never to off-set late/early arrivals or adjust for overtime, reviews and signs final time sheets for staff he/she supervises (or as needed/approved).
Assign and monitor staff responsibilities for any given shift, including but not limited to: file audits, quality assurance of service delivery for client meetings, update documents, and create staff schedules that resemble the availability of the young adults who we serve.
Participate as part of CHC's Oakland's site management team. Attend relevant meetings and trainings and collaborate on special projects aimed at strengthening integrated services model across the agency. This position will also participate in the in the regional “Admin On-Call” rotation.
Program Oversight & Delivery
Manage and coordinate direct care services provided to young people in the Coordinated Entry System, within the various residential programs, as well as the RRH living offsite.
Support and Monitor Safe Haven shelter and ROP census to ensure compliance with CHC open intake, restriction, discharge and re-entry policies and procedures. Ensure ongoing monitoring and carrying out of strategic plan goals for residential program are in alignment with the CHI program model expectations.
Authorize emergency shelter for youth, in conjunction with the DOP and program management team.
Provide crisis intervention to young people in the Wellness Center space, as well as the residential spaces. Support restorative justice practices, healing circles, mediations and community meetings, as appropriate.
Ensure opportunities for training and supportive supervision around trauma-informed care, harm reduction, relentless engagement, motivational interviewing, and other training priorities for engagement are working for the young adults we serve.
Participate in weekly case reviews, participate in Success Plan meetings/coordination, when applicable and ensure program model engagement amongst your team members.
Under the guidance of the DOP, the SSM will facilitate appropriate coordination meetings, interact with targeted stakeholders, arrange applicable workshops for staff, assist in the collection of documents that will assist in audits/monitoring and collaborate with internal teams.
Supervise and support the Employment Specialist in carrying out employment activities, workshops, partnerships, and overseeing the youth internship opportunities on campus.
Strategic Collaborations & Community Engagement
Engage with CHC Oakland's Community Involvement Coordinator and Youth Advisory Board (YAB) to support monthly workshops, events, and in-kind donations.
Collaborate with DOP to work with Alameda County YAB Coordinator and to represent CHC in community Youth Homelessness Demonstration Program (YHDP) efforts to build referral networks, strengthen partnerships, and alleviate barriers to engagement.
Ensure that procedures necessary to effectively track and evaluate grant outcomes are developed and consistently implemented for Support Services and Wellness Center programs. Provide DOP and Program leadership with programmatic recommendations based on the analysis of outcome achievements.
Data, Reporting, & Compliance
Ensure that procedures to effectively track and gather data for internal and external reports are developed and consistently implemented to accurately report upon grant outcomes by submission deadlines.
Assist in the management of annual budgets for the grants under DOP to ensure that resources are used effectively and efficiently. This includes petty cash reconciliation, bus passes, taxi vouchers, in-kind donations, etc. are tracked and accounted for on a monthly basis.
Work closely with Data/Quality Assurance to ensure data integrity in systems such as Efforts to Outcomes (ETO) and Homeless Management Information System (HMIS).

JOB REQUIREMENTS
EDUCATION:
High School Diploma required. Associates or Bachelor's degree in a human services-related field preferred.
EXPERIENCE:
Experience working with youth and young adults, preferably those that have experienced homelessness and/or trafficking. Demonstrated expertise in trauma-informed, culturally responsive practice and harm-reduction frameworks. Must have 2-3 years management/supervisory/coordination experience working within a residential setting, case management experience preferred.
KNOWLEDGE:
Knowledge of adolescent development, case management, and crisis intervention. Knowledge of HUD, RHY, and/or similar funding regulations. Knowledge of effective practices in workforce management and/or teaching/building job readiness skills is a plus.
SKILLS
Excellent leadership and interpersonal skills. Strong written and verbal communication skills, excellent organizational skills and computer skills (Word, Access, Excel, etc.). Ability to manage multiple priorities and meet deadlines in a timely manner. Experience working as a part of a team, while also demonstrating initiative and ability to work independently. Community partnership and collaboration experience preferred. Bilingual in Spanish a bonus.
TRANSPORTATION / TRAVEL:
Must have and maintain a valid California driver's license and a good driving record and ability to drive CHC vehicles. Local travel to support client meetings and appointments. Occasional travel to other sites for training and/or support.
WORK CONDITIONS:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. General business/office/shelter environment. Must be able to lift up to 40 lbs. on occasion, bend, sit, stand, or walk around the facility for prolonged periods of time. Some facilities may require regular use of stairs to access key program areas during walkabouts and while carrying our work tasks on an hourly basis at minimum. As we are open 24/7, Staff are required to work one weekend day, and holiday work may be required, staff may be asked to occasionally fill in on an overnight shift. If assigned to a regular or occasional overnight shift, staff are expected to be awake and alert. POSITION SUMMARY:
Youth Engagement Specialists (YES) are an essential and core position on our multidisciplinary team. All CHC staff work together to facilitate safety and comprehensive programming for youth in our crisis shelter and transitional living program. YES's facilitate day to day operations and duties by adhering to our Mission Statement, Five Principals, Code of Conduct and the policies and procedures of Covenant House. Youth Engagement Specialists provide essential supervision and support including: triage of door and phones, assessing safety, preventing and managing crises, upholding programmatic policy and procedure, documentation, light cleaning and building maintenance, as well as being a positive adult role model that relentlessly engages with our youth. Must want to work in a diverse and inclusive environment.
Youth Engagement Specialists who work overnight shifts must remain awake and staff must complete overnight checklist to ensure facility is prepared for next day.
ESSENTIAL FUNCTIONS:
Provide supervision of the shelter, including oversight and maintenance of the various areas of the facility.
Conduct bag and pocket checks, and have youth walk through the metal detector or use a metal detector wand, each time youth enter the building. Store and lock up safety weapons and confiscate any prohibited items.
Conduct wellness checks in youth bedrooms on assigned schedule during each shift.
Safety awareness of situations and spaces.
Perform day to day operations and duties in accordance with established policies and procedures.
Provide welcoming, engaging and professional phone and door coverage to include answering and responding to incoming crisis, business information and resource and referral inquiries.
Crisis prevention and intervention while adhering to agency protocol for responding, reporting and seeking support.
Build rapport with clients and act as a positive role model and safe adult while maintaining and facilitating healthy boundaries.
Be a proactive and involved team member and encourage youth to participate in activities.
Direct supervision of the youth in the program on-site, on outings in community, and during meetings and appointments in the community.
Develop knowledge of the current community resources available to clients.
Teach basic life skills such as personal hygiene, household cleaning, and interpersonal interactions.
Lead a group or activity for the youth, at a minimum of once a month.
Maintain and engage in consistent communication with the multidisciplinary team by preparing shift notes and logs, as well as creating critical incident reports.
Enter engagement notes in our internal database, Efforts to Outcomes (ETO).
Check email at the beginning of every shift, to review previous shift notes, important updates and incidents that took place.
Attend trainings, meetings and supervision as assigned.
Function as back-up coverage, as assigned.
Work directly with clients doing triage (i.e., field questions, ask what clients need, clarify the problem, etc.)
Supervise clients in completion of chores, if applicable.
Inspect common areas of the shelter for cleanliness on a daily basis.
Function as Person in Charge (PIC), as designated.
Be timely and present at all scheduled meetings, training sessions and shifts.
JOB REQUIREMENTS:
EDUCATION: High School Diploma or bachelor's degree in human services or related field preferred, but relevant life and/or work experience will be considered in lieu of diplomas.
EXPERIENCE: Minimum of 1-2 years' experience working with youth ages 18-24.
SKILLS: Must have strong verbal and written communication skills and strong organizational skills. Must be computer literate (Word, Outlook, Excel, etc.) Must be a self-starter and team player with the ability to work with other staff members, clients, vendors and the public.
TRANSPORTATION: A valid CA driver's license, and good driving record highly preferred.
May need to transport clients/staff if required using agency transportation.
WORKING

POSITION SUMMARY: The Case Manager is responsible for working with youth to meet their housing, medical, mental health, employment and educational goals as they move towards becoming housed and having permanent connections. Essential functions of the position include intake and assessment, case planning, documentation, and basic individual and group counseling. The position is also responsible for providing these services within the framework of the Mission Statement, Five Principles, and the Policies and Procedures of Covenant House California.
Classification: Full-time non exempt, 40 hours per week
Pay Rate: $24.00 / hour
ESSENTIAL FUNCTIONS:
1) Engage youth in developing their Individual Service Plan.
2) Create an ISP for each youth that addresses areas all their critical needs, through a trauma-informed and positive-youth-development model.
3) Partner with the youth to create a clear structure of addressing their needs, complete with due dates, calendars, structure, guidance, and support.
4) The case manager links clients to needed services, including making referrals, and as needed, facilitating the youth's accessing of those services.
5) Monitor client progress and aide youth in meeting their identified goals, and coaching youth to plan, implement, and follow-through.
6) Motivate clients to improve wellness along health, mental health, substance use/abuse/dependence, and other areas that will improve their overall functioning.
7) Coordinate between other departments (clinical services, outreach, residential) and work as a team to meet client needs.
8) Utilize innovative approaches to engaging youth in case management: such as conducting case management outside the building, on walks, in parks, and/or planning learning outing visits to the bank, grocery store, job-site, etc.
9) Partner with the youth to find full-time employment. This work involves resume building, cover letter writing, job applications, interview preparedness, professionalism, etc.
10) Partner with youth to identify and meet their educational goals, but not in lieu of employment which is the fastest track to self-sufficiency and to becoming housed.
11) For youth who have developmental, mental health, health, or social challenges, work with the youth to modify their case plan according, while at the same time balancing the responsibility to the youth to move them towards progress and becoming independent.
12) Provide unconditional positive regard to clients regardless of behavior, race, class, culture, country of origin, disability, gender, gay, lesbian, trans, bi, language capacity, and ability to complete case plan requirements.
13) Collaborate closely with team members to ensure that activities are focused on and in sync with the needs of youth.
14) Maintain statistics and complete reports as needed.
15) Attend weekly supervision with supervisor and all weekly meetings as assigned.

JOB REQUIREMENTS:
EDUCATION: Bachelor's Degree in Psychology, Sociology, Social Work or a related field preferred, but will consider additional relevant experience.
EXPERIENCE: 2-3 years of professional experience working with at-risk/homeless youth, homeless services, child welfare or serving other at-risk groups.
SKILLS: Prior Case Management Experience and an ability to build positive rapport with youth. Knowledge of the full range of public and social services in Alameda County and the Greater Bay Area for low-income, homeless, and foster youth. Excellent communication skills, as demonstrated by on-point, timely, and professional correspondence, both written and verbal inter-agency coordination skills (scheduling appointments, and maintaining collaboration with multiple stakeholders and providers). Communication with and about youth must reflect a “strength based” and “trauma informed” approach. MUST be bilingual - English/Spanish.

POSITION SUMMARY:
Under the supervision of the Norcal SVP, the YHDP Housing Navigator will work to assist youth experiencing homelessness (ages 18-24), in obtaining and maintaining housing in the community through the Program. This new partnership in each of our communities is a state-wide effort to align the fact that ‘housing is healthcare' and a human right. The new position of YHDP Housing Navigator will be part of creating an outreach intervention that supports young people experiencing homelessness get connected and have support to navigate/problem-solve their experience and ultimately get housed quickly. This includes brokering relationships with local property owners and management companies, marketing and packaging the program and the youth in a manner that appeals to the property owners and management companies. There is also heavy relational and case management like services such as mentoring, coaching, behavioral support, education and employment referral, transportation, and resource and benefits navigation to address the overall needs of each youth. This is a new position, so this Housing Navigator staff member needs to be flexible, creative, responsive and curious on how to implement and meet the expectations of the funder and our young people.
Essential Functions:
Outreach and engage with new young people that are matched through the system to our age group and housing instability criteria. This includes phone contact, emails, texting, going out to meet a young person where they are.
Match participants with Housing Transition Navigation (HN) services, including housing opportunities; help them build relationships within the community to ensure positive and beneficial placements and outcomes.
Assist in connecting participants to supportive services such as mental health, health, substance abuse, employment, and education both at Covenant House California and with external service providers; provide linkage to mainstream resources, such as SNAP, DPSS, Social Security, and Medi-Cal; act as liaison for those resources.
Accurate document services, responsible for enrolling young people/referrals into the system for benefits; this will include completion of forms, compliance, timely submission into database. When required, this will also include complete data entry into HMIS and ETO, preparing monthly reports for the QA team and Finance team as requested.
Participate in any meetings, trainings and community connection opportunities as indicated. When appropriate, support with onboarding new case managers to understand and refer youth appropriately into services.
Utilizing Housing First principles to help youth currently experiencing homelessness and those who formerly experienced homelessness obtain, move into, and keep their homes;
Providing supportive services to housed consumers enrolled in housing tenancy and sustaining services (TSS) in accordance with the DHCS Policy Guide;
Once young people are housed, provide early interventions and support when housing issues arise, and continue providing support to all program participants regarding housing concerns and housing rights;
CLASSIFICATION: Non-Exempt, 40 hours per week
SALARY RANGE: $22.50/hour
JOB REQUIREMENTS:
EDUCATION: Bachelor's Degree preferred in field related to Social Services or relevant field. Equivalent work experience and training will be considered.

The Maintenance Tech is responsible for performing highly diversified duties to install, troubleshoot, repairs for the Oakland location. The Maintenance Tech will ensure compliance according to safety, livable conditions and processes to support the achievement of Covenant House California's mission, principles and values.
CLASSIFICATION: Part-Time ~10 hours per week
PAY RATE: $30.00 /hour
ESSENTIAL FUNCTIONS:
Perform highly diversified duties to install, fix and maintain the physical and aesthetic aspects of each of the Oakland site.
Provide emergency/unscheduled repairs of all of the aspects of the facility and grounds, as well as performing scheduled maintenance repairs.
Perform weekly facility walk-throughs at each site and complete checklist to be reviewed by supervisor to identify any potential risks or areas that need to be fixed or repaired or replaced. It important for the facility walk through to be shared with the site supervisor as well.
Perform simple maintenance duties and responsibilities.
Read and interpret equipment manuals and work orders to perform required maintenance and service.
Diagnose problems, replace or repair parts, test and make adjustments.
Perform a variety of plumbing maintenance and carpentry functions. It should be noted that the position is not required to be an ‘expert' in all types of repairs and that whenever a job is beyond the scope of technician's training or experience, it is the Maintenance Tech's responsibility to inform management that an outside vendor should be called to complete the job. This is to ensure safety of technician, our sites and property.
Use a variety of hand and power tools, electric meters and material handling equipment in performing duties.
Detect faulty operations, defective material and report those and any unusual situations to proper supervision.
Comply with safety regulations and maintain clean and orderly work areas.

EDUCATION:

POSITION SUMMARY:
The CES (Coordinated Entry System) Specialist will be based in the Housing Resources Center / Wellness Center in Hayward and Oakland and will work under the supervision of the Support Services Director. The position will be responsible for assisting/ supporting the youth in completing CES assessments, assisting the youth in the wellness center with resources that meet their needs, linking them to services and supports, as well as provide workshops. Work includes engaging with youth experiencing homelessness surviving on the streets of Alameda County, in other drop-in centers across the County, Junior College Campuses and in CHC Wellness Center. The position is responsible for working collaboratively with CHC teams, staff and other service providers in the community. The position requires a passion and skill set for positive youth-engagement, the ability problem-solve creatively and comprehensive case management activities including building relationships, linkages, crisis prevention and intervention. Documentation, tracking and matching youth with housing via the CES are other responsibilities for this position.
ESSENTIAL FUNCTIONS:
Model positive youth engagement and support throughout the Wellness Center to all youth experiencing homelessness. Maintain a safe youth-focused environment, support referrals and linkages for youth, provide support in the space, complete case management related tasks as assigned and lead/co-lead workshops and activities as needed.
Develop and maintain strong collaborative relationships with staff from local and state resources as required by HUD Coordinated Entry System teams within Alameda County. Support agency implementation of Alameda County's Coordinated Entry assessment tool to aid youth in the admission and application procedures for relevant housing programs.

Occasionally, team up with outreach workers to serve unsheltered youth living on the street or encampments in Alameda County.

POSITION SUMMARY:
The Peer CES (Coordinated Entry System) Specialist will be based in the Housing Resources Center / Wellness Center in Hayward and Oakland and will work under the supervision of the Support Services Director. The position will be responsible for assisting/ supporting the youth in completing CES assessments, assisting the youth in the wellness center with resources that meet their needs, linking them to services and supports, as well as providing workshops. Work includes engaging with youth experiencing homelessness surviving on the streets of Alameda County, in other drop-in centers across the County, on Junior College Campuses, and in CHC Wellness Center. The position is responsible for working collaboratively with CHC teams, staff, and other service providers in the community. POSITION SUMMARY:
Youth Engagement Specialists (YES) are an essential and core position on our multidisciplinary team. All CHC staff work together to facilitate safety and comprehensive programming for youth in our crisis shelter and transitional living program. YES's facilitate day to day operations and duties by adhering to our Mission Statement, Five Principals, Code of Conduct and the policies and procedures of Covenant House. Youth Engagement Specialists provide essential supervision and support including: triage of door and phones, assessing safety, preventing and managing crises, upholding programmatic policy and procedure, documentation, light cleaning and building maintenance, as well as being a positive adult role model that relentlessly engages with our youth. Youth Engagement Specialists who work overnight shifts must remain awake and staff must complete overnight checklist to ensure facility is prepared for next day.
ESSENTIAL FUNCTIONS:
Provide supervision of the shelter, including oversight and maintenance of the various areas of the facility.
Conduct bag and pocket checks, and have youth walk through the metal detector or use a metal detector wand, each time youth enter the building. Store and lock up safety weapons and confiscate any prohibited items.
Conduct wellness checks in youth bedrooms on assigned schedule during each shift.
Safety awareness of situations and spaces.
Perform day to day operations and duties in accordance with established policies and procedures.
Provide welcoming, engaging and professional phone and door coverage to include answering and responding to incoming crisis, business information and resource and referral inquiries.
Crisis prevention and intervention while adhering to agency protocol for responding, reporting and seeking support.
Build rapport with clients and act as a positive role model and safe adult while maintaining and facilitating healthy boundaries.
Be a proactive and involved team member and encourage youth to participate in activities.
Direct supervision of the youth in the program on-site, on outings in community, and during meetings and appointments in the community.
Develop knowledge of the current community resources available to clients.
Teach basic life skills such as personal hygiene, household cleaning, and interpersonal interactions.
Lead a group or activity for the youth, at a minimum of once a month.
