MINAM, seeking to integrate climate action with a key player such as the private sector, launched Huella de Carbono Perú (HC-Perú) in November 2019. HC-Peru is a tool of the Peruvian government that recognizes the efforts of public and private organizations that voluntarily wish to manage their greenhouse gas (GHG) emissions. In doing so, they contribute to achieving the national goal of a 40% reduction in emissions by 2030 under the Paris Agreement, as well as the long-term goal of becoming a carbon-neutral country by 2050. This platform is part of the System for Monitoring Adaptation and Mitigation Measures (SIMOM) and was created within the framework of the Regulations of the Framework Law on Climate Change, Law 30754. In October 2021, Ministerial Resolution No. 185-2021-MINAM approved the Guide for the operation of HC-Peru, which establishes recommendations to guide the registration of user organizations, the use of the HC-Peru tool, and establishes criteria for MINAM to encourage GHG emissions management. More than five years after its launch, there are aspects of the HC-Peru Program that need to be improved in order to enhance the user experience, achieve greater reach, and ensure the sustainability of the service. The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The 'NDC Act & InvestProject - implemented by UNEP seeks to provide comprehensive, science-based, and policy-aligned support to countries to develop viable Nationally Determined Contributions (NDCs) to translate into concrete strategies and actions ready for financing and implementation, and fosters accelerated public and private investment in sector specific NDC implementation. In this sense, UNEP is recruiting a Support Professional for the HC Peru Program to support the work of the Ministry of Environment. This support will consist in the collection, processing and analysis of information from users of the HC-Peru tool for the generation of inputs required for the update of the HC Peru program and the documents related to the use of the HC-Peru tool. The purpose is to promote the use of the Carbon Footprint quantification platform in the country and to support the identification of mitigation actions that contribute to the implementation and scaling up of Peru's updated NDC. The Stockholm Environment Institute (SEI) was selected as the implementing partner to provide this support, which was launched in December 2024. The project aims to develop a National Short-Lived Climate Pollutant Action Plan for Brazil that identifies a clear set of actions that can be taken to reduce SLCPs, outlines how these actions can be implemented, including a sub-national scale, and how SLCPs can be tracked over time. As part of this process, the project also expects to support the development of a communication strategy for the SLCP National Plan. Furthermore, it expects to support communication activities to disseminate information about the SLCP National Plan development, increasing awareness on the integrated climate and clean air agenda and SLCP, and strengthening stakeholder engagement. The project is seeking to recruit a Communications Specialist who can effectively support communication activities for Brazil's National SLCP Plan. Output expectations: The consultant will work with the Ministry of Environment and Climate Change and the project team to write a communication strategy and define a plan for how the strategy will be executed.The communication strategy will form part of the development and later implementation of the national SLCP plan. It will be included in each stage of the SLCP Plan development and will outline how the plan can be communicated broadly across Brazil, what key messages need to be extracted from the plan, who is most useful to communicate to, and how communication of the plan can support its implementation. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction's Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In this sense, the implementation of HCFC Phase-Out Management Plan (HPMP) Stage II in Guatemala and Honduras aims to reduce 100% of HCFC consumption by 2030, for which UNEP, as a cooperating agency, aims to provide assistance to carry out and implement training workshops for custom officers and other related stakeholders in detecting possible illegal trade and controlling the imports of Montreal Protocol-controlled substances and HCFC-based refrigeration and air-conditioning equipment, included energy efficiency criteria. Duties and Responsibilities: Provide technical guidance, both remotely and face to face (if feasible), to NOUs from Honduras and Guatemala, in close coordination with the compliance assistance regional team for Latin America. Specifically, the consultant will be responsible for the following actions: i. Conduct training workshop (face-to-face/virtual) in Honduras for at least 50 customs, enforcement officers and importers on the effective control of imports of HCFC and HCFC-based equipment, included energy efficiency criteria. The deliverable will include a comprehensive report with the list of participants, detailed agenda, and documentation of the workshop development and outcomes. ii. Prepare a thematic training proposal for customs officials from Guatemala on the control of import procedures for controlled substances and equipment containing them, including presentation material, digital technical content, and Videos (if applicable). iii. Design and deliver a quick reference guide to identify refrigeration and air conditioning equipment and parts entering Guatemala, in accordance with the Harmonized System, including energy efficiency criteria, for use by customs officers and other personnel involved in equipment control. iv. Prepare an assessment report on the current situation of refrigeration and air conditioning (RAC) equipment imports in Guatemala, including: Import regulations, energy efficiency and labeling requirements, identifies regulatory gaps and opportunities for improvement, and incorporates international experiences and models applicable to the country. v. Conduct training workshops (face-to-face/virtual) for at least 90 customs, enforcement officers and importers from Guatemala on the effective control of imports of HCFC and HCFC-based equipment, included energy efficiency criteria. The deliverable will include a comprehensive report with the list of participants, detailed agenda, and documentation of the workshop development and outcomes. vi. Design an online training module for consultation by control officials, brokers, importers and other stakeholders from Guatemala on the effective control of imports of HCFC and HCFC-based equipment in cooperation with the NOU to align the program to the requirements of the Montreal Protocol and Kigali Amendment.     Result of Service The consultancy will be focused on delivering the following tasks: 1. Review and development of the gender action plan: 1.1. Prepare a detailed work plan and timetable of the assignment; 1.2. The Air Quality Management Exchange Platform (AQMx) is an online knowledge platform that was launched by the Climate and Clean Air Coalition (CCAC) and its partners on International Clean Air Day 2024, responding to the mandate of the UN Environmental Assembly and its resolution UNEA-6/10 on the promotion of regional cooperation to improve air quality globally. AQMx is designed to be a 'one stop shop' for technical tools and models, data, and knowledge to build capacity among air quality managers worldwide - with a focus on air quality managers from Low- and Middle-Income Countries. It aims to serve as a trusted resource, providing guidance and resources to support governments, implementers and stakeholders on the path to meeting interim targets identified in the WHO Air Quality Guidelines. The Air Quality Forecasting Guidance should: (a) Break down into concrete and actionable steps the activities that air quality managers should undertake as they progress from Stage 2 to 5, using clear and accessible language. Through the Ministry of Environment and Natural Resources (MARN), Guatemala will receive support from the CCAC to prepare a CCAC-funded Project [GT-24-001] - Guatemala - Develop a national SLCP plan to mainstream SLCP mitigation into existing policy and methane roadmap. These efforts aim to design mitigation strategies that benefit public health, prevent premature deaths, protect ecosystems, and support national economic growth. MINAM, seeking to integrate climate action with a key player such as the private sector, launched Huella de Carbono Perú (HC-Perú) in November 2019. HC-Peru is a tool of the Peruvian government that recognizes the efforts of public and private organizations that voluntarily wish to manage their greenhouse gas (GHG) emissions. In doing so, they contribute to achieving the national goal of a 40% reduction in emissions by 2030 under the Paris Agreement, as well as the long-term goal of becoming a carbon-neutral country by 2050. This platform is part of the System for Monitoring Adaptation and Mitigation Measures (SIMOM) and was created within the framework of the Regulations of the Framework Law on Climate Change, Law 30754. In October 2021, Ministerial Resolution No. 185-2021-MINAM approved the Guide for the operation of HC-Peru, which establishes recommendations to guide the registration of user organizations, the use of the HC-Peru tool, and establishes criteria for MINAM to encourage GHG emissions management. More than five years after its launch, there are aspects of the HC-Peru Program that need to be improved in order to enhance the user experience, achieve greater reach, and ensure the sustainability of the service. The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The 'NDC Act & InvestProject - implemented by UNEP seeks to provide comprehensive, science-based, and policy-aligned support to countries to develop viable Nationally Determined Contributions (NDCs) to translate into concrete strategies and actions ready for financing and implementation, and fosters accelerated public and private investment in sector specific NDC implementation. In this sense, UNEP is recruiting a Technical Advisor on Voluntary Carbon Footprint Programs for Peru to support the work of the Ministry of Environment. Qualifications/special skills * A minimum of 4 years of professional and/or scientific experience related to Legal Framework and Policy Design is required and documented in the CV. - Demonstrated experience in preparing reports that demonstrate expertise in Legal Framework and Policy Design by providing a reference to one report authored or co-authored in the last 3 years. - Demonstrated experience in preparing and delivering presentations is required. - Expertise in Legal Framework and Policy Design for air quality management - Experience working in and conducting research in developing countries and an understanding of a range of country contexts - Demonstrated ability to produce clear, accessible and concise scientific and technical reports for policymakers Languages * Fluency in English (written and oral) is required. Additional knowledge of other UN official languages are an asset. Additional Information Not available.
