CLASSIFICATION SUMMARY

General Statement of Duties:

Under general supervision, a General Craftsworker performs a variety of work, including installation, inspection, maintenance, and repair of various water and wastewater system components. Performs water and wastewater sampling, monitoring, reporting, or other work as required to assure proper performance and conformance with program guidelines, criteria, and City specifications. Performs related work as required. Work hours are varied and include overtime work, including evenings and weekends.

Distinguishing Features of the Class:

A General Craftsworker performs a wide variety of skilled, semi-skilled, and general work in one of the utility or plant divisions of the Public Works Department, and may be temporarily assigned to other departments within the City as required. Must possess the skills, knowledge, and physical capabilities to perform the duties of the position and must comply with City and department policies, procedures, and methods at all times. Must demonstrate an ability to work independently with minimal direct supervision. Must plan the details necessary to carry out assignments, use considerable initiative in identifying and resolving problems, and perform related work as required.

A General Craftsworker is distinguished from a lower-level Maintenance Craftsworker by possessing greater technical skills and knowledge, and by performing more difficult tasks. A General Craftsworker provides general oversight to Maintenance Craftsworkers and may train, supervise, and direct the work of part-time or seasonal workers. May be required to perform any work ordinarily performed by Maintenance Craftsworkers.

A General Craftsworker is classified as Level II, III, or IV based on job-required qualifications and the complexity of assigned duties.

Water Distribution:

Oversees, performs, and reports on the tasks related to assigned programs; repairs, maintains, replaces, and installs water lines, including main lines and services; repairs, maintains, replaces, and installs a variety of municipal water system valves, including pressure reducing valves, surge relief valves, gate, butterfly, altitude, and electrically-operated valves designed to regulate or control water flow; inspects, operates, and exercises valves and records findings; diagnoses valve problems and replaces packs seals and other worn parts; prepares valve location maps; adjusts pressure-reducing valves altitude valves and similar water regulation devices to maintain designated pressures and proper reservoir levels; prepares and submits verbal and written reports of valve maintenance scheduling and activities; repairs, installs, replaces, and maintains fire hydrants; tests and repairs large and small meters, and files reports; addresses water quality issues through flushing, sampling, and investigation; performs leak detection audits and investigations using appropriate equipment and techniques; tests, repairs, and tracks fire hydrant meters; taps water mains using appropriate equipment; sets meters using the appropriate equipment and fills out proper report; uses Eden software to obtain appropriate information related to assigned programs; generates maps and inputs data into the GIS system; uses Asset Management software to generate and close out work orders and other data acquisition and submittals; responds to and completes any work-related to trouble calls; fills in for the Utility Locator when necessary; removes and controls snow and ice on City streets and right-of-ways by plowing, sanding, shoveling, and applying de-icer material; and performs related work and weekend and overtime work as required.

Employment Standards

Regardless of level, a General Craftsworker must meet the following minimum qualifications: must possess a high school diploma or G.E.D. and at least two (2) to five (5) years of experience in general maintenance of a Water Treatment Plant, Wastewater Treatment Plant, municipal water, or sewer system of equivalent capacity, or an equivalent combination of education and experience. Must demonstrate knowledge of the methods, tools, materials, and practices involved in the installation, repair, service, and construction of water or sewer lines and related equipment; ability to read and interpret maps, plans, blueprints, and similar engineering drawings; ability to operate all equipment required of the position; ability to operate heavy equipment as a relief operator as needed; and knowledge of safety and traffic control procedures. Must demonstrate ability to work independently, identifying problems, and exercising considerable initiative in making needed repairs; ability to establish and maintain good working relationships with the general public and fellow employees; and ability to oversee personnel in lower classifications.

Must possess and maintain a valid, unrestricted Washington State Driver's License. May be required to obtain a Commercial Driver's License (CDL) within twelve (12) months of employment based division standards (see below), and a minimum of a CDL learner's permit on the date of hire. Must possess or obtain the following within six (6) months: flagging, first aid, and any other appropriate certifications as required by law, ordinance, or department regulations.

Additional Minimum Requirements per Division/Department:

* Water Distribution - State of Washington Water Distribution Manager Level II (GC II classification), Level III (GC III classification), or Level IV (GC IV classification);WSDOT Commercial Drivers License, CDL Class A.

Based on level of Water Distribution Manager Certification, wage ranges are the following:

* Level II: $29.33 - $33.01/hour
* Level III: $30.08 - $33.86/hour
* Level IV: $30.84 - $34.71/hour

To perform the essential functions of the job, a General Craftsworker must be able to perform the following:

Stooping, kneeling, crouching, reaching, standing, climbing, crawling, walking, pulling, lifting, fine motor dexterity, grasping, and seeing/observing; ability to walk and stand for long periods of time. Ability to work outdoors under adverse and varied weather conditions.

Heavy Work: Exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects.
