ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.
The Provider Agency Measurement System Unit (PAMS) is responsible for conducting comprehensive, annual case record evaluations of all foster care, preventive and Close to Home juvenile justice services programs serving New York City's children and families. The PAMS review evaluates provider agency practice on critical city and state priorities in Safety, Permanency, Transition Planning, Well Being as well as Assessment, Engagement, and Services. These systems are designed to ensure accountability and promote learning for Children's Services and provider agencies. The annual PAMS reviews include extensive reviews of case records through Connections and other systems of record and on-site. As needed, the PAMS units may conduct site observations of foster homes and residential facilities and interviews with foster parents and childcare staff.
Reporting to the PAMS Manager, the Program Evaluator is responsible for the following:
* Evaluate contracted provider agency case practice utilizing the standardized PAMS review tool
* Compile, analyze and enter performance data into computerize case record recording system
* Consult with provider agencies and prepare written reports as part of a feedback loop to alert agencies of unattended safety/risk issues and gaps in practice
* Aid in enhancement of data collection tool and participate in inter rater reliability training to increase the validity of statistical data
* Participate in inter-division meetings and/or provider agency meetings
* Access the Connections system to analyze and synthesize information documented in case records to evaluate and measure agency practice
* Participate in special projects as needed and determined by DPPM

Minimum Qualifications
1. A master's degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. Your Responsibilities
Combing through UB-04/IB's for any potential coding/billing violations
Comparing the IB/UB-04 against the medical record to validate charges and assess the quality of the medical record
Auditing revenue codes against clinical documentation
Confirmation of services billed were rendered
Clear documentation of inconsistencies with claims billed vs health plan payments
Confirming automatic audit results based on national and payer-specific guidelines
What We're Looking For
FACILITY INPATIENT CODING/AUDITING EXPERIENCE REQUIRED
Clinical license required (RN) preferred
Experience working at an insurance company (preferred)
Experience performing audits on line item charges on Itemized Bills
Deep background in medical billing, coding, or auditing of insurance claims and medical records
Experience working with national guidelines such as CPT codes, ICD-9/10, HCPCS codes, POS codes, DRGs, APCs, and other code sets and the translation of written clinical information into auditable clinical content.

The OOD is comprised of eight divisions that administer a range of programs. The Division of Building and Land Development Services (BLDS) provides architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD's Office of Development. BLDS is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, the Environmental Planning Unit, the Policy Unit, and the Program Management Unit.
As Post-Construction Reviewer in the Program Management Unit, you will work with various new construction and preservation projects that are in the design, construction, and post-construction phases. You will also play a key role in identifying properties that meet standards and adhere to rules and regulations of the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, and the American with Disabilities Act.
Your Role:
The ideal candidate should have a background in Architecture, or related field, and possess a thorough understanding and strong knowledge base of New York City Building and Construction codes, as well as Federal, State, and City housing codes and regulations, along with experience in methods and standards for new construction and preservation of multifamily housing.
* Assist the Director of Program Management and Deputy Director of Post-Construction Services in coordinating reviews/inspections of projects in the pipeline;

The Supplemental Needs Trust (SNT) Program is responsible for monitoring Supplemental Needs Trusts to ensure expenditures are made for the beneficiary (or disabled person), to prevent the mismanagement or misuse of trust funds, and to recover Medicaid funds as provided by the terms of the contracts.
SNT is recruiting for (1) one Management Auditor I to function as a Supplemental Needs Trust Monitoring Reviewer, who will:
* Review and analyze, utilizing generally accepted accounting principles, annual accounting reports submitted by court-appointed private and corporate trustees.
* Ensure compliance with all terms of the court order establishing the Supplemental Needs Trust.
* Determine status of all expenditures from trust assets. If questionable, requests additional documentation from trustees before final determination is made. Draft reports containing recommendations based on audit findings.
* Correct decisions on approval of trust expenditures are essential to preserve trust assets potentially recoverable by the Agency.
* Maintain and track all additional documentation that has been requested from trustees. Keep records and controls on all submitted documentation. The Supplemental Needs Trust Monitoring Unit has great financial responsibility in monitoring and collecting from trusts with significant monetary value (often hundreds of thousands and millions of dollars).
* Prepare and submit detailed special reports with comments and recommendations, on specified trusts as needed and/or requested by Supervisor. Adhere to prescribed deadlines established for submission of reports.
* Perform other duties as assigned by Supervisor.

Minimum Qualifications
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in accounting, including one course each in: advanced accounting, auditing, and cost accounting; and one of the following:
(A) one year of full-time satisfactory experience in management auditing, financial auditing, and/or information technology (IT) auditing; or
(B) a valid Certified Public Accountant license issued by the New York State Education Department; or
(C) a valid Certified Internal Auditor certificate issued by the Institute of Internal Auditors (IIA); or
2. A satisfactory combination of education and/or experience equivalent to "1" above. Education and/or experience may be substituted as follows:
(A) two years of full-time satisfactory experience in financial or managerial accounting may be substituted for the one year of experience described in "1(A)" above;
(B) undergraduate or graduate credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in management, computer science, public administration, and/or business administration may be substituted for up to 9 semester credits in accounting, on a credit for credit basis.
However, all candidates must have a baccalaureate degree including or supplemented by 15 semester credits in accounting, including one course each in advanced accounting, auditing, and cost accounting, and one of the following: at least one year of the experience described in "1(A)" above or its equivalent; or a Certified Public Accountant license; or a Certified Internal Auditor certificate, as described in "1(B)" or "1(C)" above.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in management auditing, financial auditing, and/or information technology (IT) auditing.
