What You'll Do: The Alternative Construction Methods Specialist will serve as a key advisor and technical resource to Headquarters Air Force Civil Engineers and Enterprise Partner Organizations (SAF/IE, AFIMSC, AFCEC), focusing on innovative and non-traditional construction delivery methods. This role will advance the use of progressive design-build (PDB), Other Transactional Authorities (OTA), Commercial Solutions Opening (CSO) mechanisms, and other acquisition strategies to accelerate infrastructure delivery, improve cost efficiency, and enhance mission readiness across the Air Force enterprise. Additionally, the specialist will coordinate and collaborate on MILCON program development and execution, ensuring compliance with DoD policy, design standards, and mission requirements. Strategic Advisory & Innovation: Provide expert guidance on alternative construction methods, including progressive design-build and OTAs. Develop and implement strategies to integrate innovative delivery models into Air Force infrastructure programs. Advise on acquisition approaches leveraging OTAs and CSOs to rapidly deliver innovative technologies and solutions. Policy & Process Improvement: Assist in drafting policy updates, guidance documents, and best practices for innovative construction delivery. Monitor emerging trends and technologies in construction and acquisition to recommend improvements to current MILCON and infrastructure investments. MILCON Program Development & Execution: Support planning, procurement, and execution of projects using alternative acquisition authorities. Develop tailored acquisition, contracting, and negotiation strategies that leverage the flexibility of OTAs and CSOs to meet mission needs rapidly. Collaborate with contracting officers, legal teams, and program managers to ensure compliance while maximizing flexibility and speed. Coordinate and collaborate with Government personnel in the development, implementation, and execution of MILCON projects and programmatic criteria (e.g., design guides and policy standards for unified facilities design and construction) in accordance with DoD policy, base design, National Fire Protection standards, budget, and Program Objective Memorandum (POM) submittals. Perform MILCON program analysis and generate trend, compliance, and requirements presentation materials and reports. Draft, coordinate, validate, review, analyze, and submit completed packages for action and implement business redirection/change management actions to enhance planning processes and programs. Stakeholder Engagement & Training: Coordinate with MAJCOMs, industry partners, and DoD stakeholders to identify opportunities for progressive design-build and OTA utilization. Engage nontraditional defense contractors, small businesses, and research institutions, ensuring compliance with participation requirements (e.g., cost-sharing). Lead workshops and training sessions to build organizational capability in alternative construction methods and innovative acquisition strategies. What You'll Bring: Required Qualifications Bachelor's Degree in Engineering, Architecture, Construction Management or related field. Minimum 4 years in federal construction or acquisition programs, with at least 3 years in alternative delivery methods (progressive design-build, OTAs, etc). Experience with innovative facility and infrastructure design and construction methodologies, including at a minimum progressive design-build (PDB). Expertise in Other Transaction Authority (OTA) and Commercial Solutions Opening (CSO) mechanisms, including in-depth experience acquiring innovative technologies and solutions through both processes and a firm understanding of governing authorities (e.g., 10 U.S.C. § 4022). Experience working with nontraditional defense contractors, small businesses, and research institutions, understanding conditions required for participation (e.g., cost-sharing requirements). Experience coordinating and executing MILCON projects and programmatic criteria in compliance with DoD policy and standards. Strong understanding of design-build principles and collaborative project delivery. Skill in developing tailored acquisition, contracting, and negotiation strategies leveraging OTAs and CSOs. Excellent communication and stakeholder management skills. Ability to navigate complex regulatory environments and propose innovative solutions. Secret clearance required. Preferred Qualifications: Prior Air Staff experience is strongly preferred. Master's Degree preferred. Preferred Certifications: DBIA (Design-Build Institute of America) Certification; PMP (Project Management Professional); FAC-C or DAWIA Level II/III in Contracting. This project is critical to helping preserve Washington, DC's tree canopy and stormwater capturing vegetation while improving trail conditions for existing formalized trails. Daily safety briefings will prepare crew members to work confidently in outdoor settings. Key Duties and Responsibilities The Assistant Crew Leader supports the Crew Leader in guiding daily field work, fostering teamwork, and modeling professionalism and safe work practices. They assist with leading conservation projects, training crew members in trail work, tool use, and general park maintenance, and supporting daily safety briefings. The Assistant Crew Leader also serves as a peer mentor, helps with field logistics and communication, and may assist with transporting crew members to project sites upon completing required SCA driving qualifications. Marginal Duties Complete feedback surveys and letters of reflection; Participate in professional development sessions like career panels, SMART Goal planning, and other trainings when available. Required Qualifications Ability to attend and complete 2-week overnight Leader Training with lodging, meals, and time paid by SCA during first 2 weeks of program; Ability to perform manual, physical labor for up to 8 hours per day, exposed to the elements, and must occasionally lift and/or move 40 pounds or more; Must have the ability to legally work in the US; Must be able to meet SCA's criminal background check standards. Preferred Qualifications Experience working outdoors; experience working with youth or young adults, teaching, leading, or environmental education; Experience working in a team; open to learning new skills; communication; experience with project work such as trail maintenance, invasive plant removal, or similar a plus. SCA Driver Qualifications (not required): Must be a minimum of 21 years of age; Must have a valid driver's license for 3+ years and pass SCA Motor Vehicle Report standards.
