Performs work in the operation and maintenance of the water/wastewater collections and distribution with a high level of responsibility.
Has a working knowledge of the City of Lancaster's water/wastewater system.
Logs work orders, water bypasses, leaks, and main breaks.
Oversees and assists in the installation, maintenance, repair, or replacement of water/wastewater mains or services.
Resolves customer complaints due to water leaks or sewage stoppages.
Trains employees in the proper operation, maintenance, installation, and repair of the water and wastewater systems.
Helps locate water and sewer lines for other utilities.
Enters confined spaces using gas measuring systems.
Performs some administrative work in connection with processing records on pump age, inventory control, and daily records.
Works in collaboration with Foreman, keeping the Foreman informed as various work tasks and situations arise.
Available for 24 hours per day, 7 days a week unscheduled, on call status pending a water/waste water response situation.
Assigned as primary on-call responder once per month as scheduled

Directly supervises employees in the Water/Wastewater. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Serves as a first-line, working supervisor leading a maintenance crew performing proper maintenance of the City's water and wastewater system. Regularly interacts with customers and citizens as the first response to address concerns with water quality, water usage, utility billing and meter accuracy.
Essential Functions
1. Works independently or as part of a team to maintain the City's water and wastewater infrastructure such as mains, fire hydrants, valves, meters, taps and manholes.
2. Removes sewer blockages or repairs sewer lines using a jet machine, digging up a joint and replacing, etc.
3. Works throughout the distribution system ensuring water quality and sufficient quantity.
4. May have some discretionary responsibility for directing workers in accomplishing assigned projects.
5. Installs water meters for new customers, changes out faulty meters, tests meters for accuracy and flow quantity.
6. Obtains water samples for testing.
7. Keeps detailed records of work performed using City's CMMS system.
8. Responsible for daily work orders from Utility Billing Division and maintains accurate and detailed work records; plans daily activities regarding setting, replacing and testing meters, as well as solving billing questions.
9. Repairs and replaces broken or leaking water mains requiring locating the problem/leak, getting to the source by using hand tools, backhoes, etc. and replacement or repair of the problem.
10. Trains equipment operators in equipment operation and repair and replacement procedures.
11. Operates specialized line inspection and installation devices and equipment such as a closed-circuit television camera and laser.
12. Together with Equipment Operators, relocates and installs water and sewer taps, meters, valves, pipe sections, etc. as directed by supervisors.
13. Performs the same basic function as Equipment Operators, but generally operates the heavier or more complex and specialized equipment and machinery and has more decision-making discretion and responsibility in accomplishing assignments according to directions.
14. Directs and assists in the cleaning and maintenance of equipment.
15. Responsible for locating barricades to ensure safe traffic management in and around work sites and adequate excavation shoring to ensure worker safety during operations.
16. May be required to perform accurate recording of commercial and residential meters.
17. May be assigned utility line locating utilizing utility maps, plan drawings and locating equipment.
18. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
19. Regular and timely attendance are required for this position.
20. Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.

SKILLS, KNOWLEDGE AND ABILITIES

Must obtain a Texas Class "A" driver's license within one year of hire or promotion and have an acceptable driving record as defined by City policy.
Must pass a Federal/National criminal background check.
Must pass a pre-employment basic physical, drug screen, functional assessment screening (Level 1), and a Titmus vision screening.
