Under limited supervision, performs supervisory and administrative work directing the construction, maintenance, or new construction of City structures, facilities, fixtures, and grounds. Work involves the responsibility of planning work; securing materials, tools, and equipment; overseeing work; and completing work related logs, forms, and reports. Employee works within a general outline of work to be performed and develops work methods and sequences. Reports to the Operations Superintendent. Since every duty associated with this position may not be described herein, employees may be required to perform duties not specifically spelled out in the , but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this job description. * Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, appraising employee performance and recommending discipline. * Leads workers to include training, assigning, and evaluating work, counseling and disciplining. * Operates a variety of vehicles such as pickups, utility trucks, and dump trucks, along with a variety of light and heavy equipment such as backhoes, excavators, front end loaders, skid steers, jack hammers, tamps, hydro-seeders, and miscellaneous power tools. * Uses a variety of tools such as distance and elevation measuring equipment including tape measures, laser levels, and optical levels, hand tools, basic mechanic tools, etc. * Reads and interprets construction blueprints to determine location and elevation of underground storm water pipe, sidewalk, curb, gutter, driveways, and asphalt. * Uses a variety of supplies such as Operator Pre and Post Trip Inspection Forms and Daily Crew Reports maintenance forms, time sheet, attendance report, vehicle inspection form, general office supplies, etc. Uses a variety of computer software such as Microsoft Word, Microsoft Excel, CityWorks, etc. * Monitors and reviews work assignments and coordinates with Operations Superintendent to determine resources required such as workers, materials, tools, and equipment. * Secures and prepares resources to complete work requirements. * Maintains logs, forms, and records to record timekeeping, material expenditures, equipment status, and other work related information. * Ensures adherence to established safety procedures. * Monitors work environment and use of safety equipment; ensures safety of employees and other individuals. * Initiates actions necessary to correct deviations or violations. * Performs routine office tasks. * Prepares and/or processes various records and reports including equipment maintenance reports, activity logs, performance appraisals, and status reports. * Refers to operational manuals, construction drawings, employee handbook, emergency operations plans, traffic manuals (MUTCD), SDS forms, codes, laws, regulations, publications and reference texts, etc. * Operates a variety of vehicles such as pickup and/or utility truck, etc.; and a variety of equipment such as hand tools, safety equipment, mobile communications equipment, etc. * Uses a variety of tools such as distance measuring equipment, hand tools, basic mechanic tools, fire extinguisher, etc. Uses a variety of supplies such as maintenance forms, time sheet, attendance report, vehicle inspection form, general office supplies, etc. Uses a variety of computer software such as Microsoft Word, Microsoft Excel, CityWorks, etc. * Interacts and communicates with various groups and individuals such as the Operations Superintendent I, subordinates, contractors, citizens/motorists, Police, Fire, and the general public. * Responds to emergency situations. * Attends training classes. * Assists other City departments. * Performs other related duties as required. Graduation from high school and 1 to 2 years of experience in labor-intensive maintenance and/or repair work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Requires a valid commercial driver's license or regular driver's license based on the department assigned. * Knowledge of the methods, procedures, and policies of the Department as they pertain to the performance of duties of the Street Crew Leader. * Knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. * Knowledge of the organization of the Department and of related departments and agencies. * Knowledge of the operation of heavy motorized equipment used in construction and maintenance. * Knowledge of the standard methods, materials, and equipment employed in construction and maintenance operations. * Knowledge of the occupational hazards and the safety precautions necessary for the proper operation of varied construction and maintenance equipment. Has considerable knowledge of the City geography and of the location of roads and streets within the City. * Knowledge of the methods, materials, tools, and equipment used in road maintenance and management. * Knowledge of how to apply supervisory and managerial concepts and principles. * Knowledge of the terminology and various professional languages used within the department. * Knowledge of how to maintain effective relationships with personnel of other departments, professionals, and members of the public through contact and cooperation. * Knowledge of proper English usage, vocabulary, spelling, and punctuation. Ability to compile, organize, and utilize various financial information necessary in the preparation of the departmental budget. * Knowledge of applicable occupational hazards and safety precautions. * Ability to plan and develop daily, short- and long-term goals related to City purposes. * Ability to plan and coordinate the most effective use of personnel and resources to achieve department goals. * Ability to offer instruction and advice to subordinates regarding departmental policies, methods, and regulations. * Ability to perform employee evaluations and to make recommendations based on results. * Ability to offer training and assistance to co-workers and employees of other departments as required. * Ability to take the initiative to complete the duties of the position without the need of direct supervision. * Ability to plan, organize, and prioritize daily assignments and work activities. * Ability to learn and utilize new skills and information to improve job performance and efficiency. * Ability to read and interpret materials pertaining to the responsibilities of the job. * Ability to assemble and analyze information and make written reports and records in a concise, clear, and effective manner. * Ability to make required mathematical computations. * Ability to operate trucks and heavy motorized equipment.
