Job Description
CSS-Inc. may have multiple openings for Engagement Specialists to support NOAA's Office for Coastal Management (OCM) in event coordination or fellowship program coordination. These positions may include planning, logistics, coordination with external partners, communications, training, facilitation, subject-matter consultation, and outreach efforts.
All positions are contingent upon contract award to CSS.
Locations vary, but most roles allow for fully remote work within a defined geographic jurisdiction.
Specific responsibilities and tasks may include:
Plan, coordinate, and implements logistics for events of all sizes: conferences, workshops, and meetings, both in-person and virtual.
Lead coordination of one or more NOAA OCM fellowship programs and oversee the logistics of one or more other fellowship programs.
Use adult learning approaches to provide facilitation services to partners, both virtually and in-person.
May conduct facilitation training as a lead- or co-trainer both in-person and online (synchronous and asynchronous),
Provide technical assistance on process agenda design and facilitation best practices.
Evaluate engagement efforts during and after events and solicit participant feedback.
Some travel will be to attend events, as well as occasional local travel.
Qualifications
Master's degree (or higher) required.
2+ years of relevant professional experience in event management or program coordination and oversight.
Strong communication and organizational skills and excellent interpersonal skills.
Experience in engagement support for the Federal Government preferred.
Training or demonstrated experience in facilitation preferred.
Experience applying adult learning principles in a group setting.

The successful candidates will develop, analyze, and communicate economic data and trends in support of national, state, and local coastal and natural resource conservation and management planning and initiatives.

Identify training strategies; determines learning objectives, learning approaches, and delivery mechanisms; reviews, evaluates, and refines instructional strategies.

Core responsibilities include, but are not limited to:
Provide professional, courteous, timely and expert travel coordination services including domestic, foreign, invitational, and conference travel for the Office for Coastal Management (OCM).
Serve as subject matter experts keeping up with federal, DOC, NOAA, and NOS travel regulations, including but not limited to domestic, conference, group, gift and bequest, Invitational, foreign, and relocation travel.
Serve as the point of contact for all federal travel related matters including the preparation of travel authorizations, travel vouchers, airline and hotel reservations, and rental car arrangements.
Coordinate/support travel requests and vouchers for OCM federal and invitational travelers; knowledge/prior experience with using E2 Solutions travel software is strongly preferred.
Assist federal staff with obtaining, renewing and processing passports.
Train new federal staff members on the use of the E2 Solutions system, federal travel regulations, credit card rules, general travel processes, and lead-times for conferences, passports & travel authorizations.
Assist with travel services for the OCM Division and Regional leadership if requested.
Serve as OCM subject matter expert and liaison with NOS/NOAA on conference packages.
May train others on preparation and reporting of conference packages. Lead, coordinate, prepare, submit, and track status and approval for all conference and group travel packages.
Respond to post conference audit inquiries. Develop and improve processes on conference reporting.
Develop, propose, maintain and update OCM travel processes and SOPs.
Assist with year-end closeout and new fiscal year start up tasks.
Communicate and collaborate with the Federal and contract travel coordinators for status, guidance, and information, keeping the federal program manager apprised of status and any issues to address.
As needed support of various administrative tasks in support of OCM.
