    Job Title Assessments Project Manager The Project Manager Dual Scope(ESA/PCA) is primarily responsible for performing both: •Environmental Site Assessments (ESAs) in accordance with ASTM Phase I standards and local, state, and federal regulations; as well as evaluate and recommend cleanup options and risk assessment analysis and costs; and •Property Condition Assessments (PCAs) as well as Project Capital Needs Assessments (PCNAs) in accordance with ASTM standards, local, state, and federal regulations, including Fannie Mae, Freddie Mac, and HUD. Project Managers complete all aspects of assessments, including field work, data compilation, and report preparation for each project in accordance with the scope of work and our client's needs. Our Project Managers are a core member of our project delivery team working with our Directors to ensure the quality of our deliverables to our clients, exceeding their expectations along the way. Job Description Essential Job Duties: Conducting site reconnaissance, including sampling activities, if necessary Interview property owner, key site personnel, and local government officials to obtain information concerning the subject property's environmental condition Take document photographs of representative systems, conditions, and physical and/or environmental impairments Deliver outstanding customer service through timely response and proactive solutions to client needs Complete specific project tasks as directed by the Director Conduct project research as applicable to the scope of work (historical, analytical, etc.) Data compilation and organization Technical report authoring Preparation of quality supporting report documents/files Effectively communicate project progress and issues with the Director Maintain communication with team members throughout the course of the project Plan, schedule and track project timelines and milestones to ensure project progress status is on schedule Provide solid recommendations and solutions to the Director and clients, while understanding the assessment's potential impact on the transaction process Identify and resolve issues with projects Deliver appropriate progress reports (verbally or by email), and recommendations to the Director and Client. Monitor the preparation of proposal and working drawings for assigned project. Assist with writing detailed specifications and submittal log development. Support the subcontractor bidding process with bid package development, coordination of bid reviews and writing subcontractor award recommendations. Review construction and shop drawings, facilitate shop drawing review process. Construction Management: Assist with and/or manage the construction and close-out of assigned projects, ensuring budget, schedule, quality, and customer satisfaction criteria are met. Collaborate with job site Superintendent in reviewing drawings, budgets, schedules, and other project-related matters on a regular basis. Coordinate, document and distribute minutes for various weekly project team meetings. Confer with supervisor while reviewing schedule updates, cost expenditure, and client sales decisions when necessary. Share job cost responsibility through monitoring budgets and schedules, resolving problems, and reporting cost projections to supervisor on a monthly or more frequent basis. Negotiate owner change orders. Negotiate, write (with Project Coordinator), and approve subcontracts and change orders for Project Manager review. Work with governmental agencies to aid project success or resolve job problems as needed. Acquire understanding of building code and design. QUALIFICATIONS Bachelor's Degree in Civil Engineering, Construction Engineering, Architecture, Construction Management, or related area. Prior construction-project management of field related experience, preferably design-build delivery with time spent on commercial, multi-family or industrial buildings. Knowledge of basic accounting, budgeting, and cost allocation procedures. Solid problem-solving skills and the ability to work efficiently and independently. Effective interpersonal, verbal, and written communication skills. Ability to work productively and collaborate with others, lead projects, use available resources effectively, establish priorities, and demonstrate progress toward acquiring Project Manager skills and abilities. Job Summary: Our Roaming File Managers play a vital role in our new construction projects. Their primary role is to ensure that all final files are submitted to Compliance for review and approved within the established timeline. This process is necessary to achieve the 100% letter (confirming all occupied households are qualified under the LIHTC guidelines). These proactive professionals use leverage of their LIHTC knowledge and Compliance expertise to ensure Tax Credits are delivered on time for every property. Travel: This is a 100% travel (overnight) position. All travel related expenses are covered by the company, JES Holdings, LLC. Relocation is not required. Essential Duties & Responsibilities: Complete files in a timely manner ensuring efficiency as well as accuracy. Must be comfortable with traveling in this position. Typically company will have the Roaming File Manager assigned to a property for anywhere from 1 week to 2 months as required before being reassigned to the next lease up property. Travel would typically be within GA, MO, SC, and TX, as well as additional states new constructions come online. Ensure that final files are completed within their specified time frames. Must ensure that all files are closed out within Windsor after receipt of 100% approval letter prior to reassignment. Must be proactive and work well with others regardless of differences in management styles. Work with Compliance Asset Manager to provide daily file updates. On an as needed basis must be available to work on a lease up. Maintain excellent client relations by working directly with site staff as needed. Utilize critical thinking, and expertise in LIHTC to identify irregularities in the case documents and communicate those oddities/ concerns to supervisors. Strong follow-up and multitasking skills required. Adhere to defined procedures, guidelines, and performance standards. Complete all required reporting forms/ expectations. Note: Use action-oriented language and indicate the percentage of time spent on major tasks if applicable.
