MDA Data Support Specialist

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a Data Support Specialist to work in our Medicaid & Data Analytics (MDA) department to perform a wide range of technical, analytical, and reporting duties for the Medicaid & Data Analytics department. The nature of work will include, but is not limited to the following:
Troubleshoot and resolve helpdesk tickets related to the routing and submission of the OISP, using Brittco, OnBase, the Ohio Department of Developmental Disabilities (DODD) portal, or a combination of the three.
Monitor and analyze Targeted Case Management (TCM) data and associated revenue. Identify unbillable TCM notes and instruct staff how to correct discrepancies to maximize revenue.
Enter utilization data against approved authorizations in Brittco for services funded through Family Supports and Local Funding.
Review and distribute monthly Patient Liability notices and communicate with DODD and providers as necessary to resolve inaccuracies.
Complete and distribute SA Productivity, Caseload Average, and other regularly scheduled reports in collaboration with the Data Management Supervisor.
Develop and prepare additional reports as assigned.
Participate in the Medicaid Administrative Claiming (MAC) Program in accordance with DODD rules and regulations and guidance from Cuyahoga DD MAC Coordinator.
UNUSUAL CIRCUMSTANCES: Occasional travel to other Cuyahoga DD sites to provide training/technical assistance regarding electronic database. Occasional travel to attend meetings, conferences or specialized training may be required.

SALARY: The starting salary for Pay Schedule C is $47,000. The full salary range for all current employees in this pay schedule is $47,000 to $75,200. It is important to understand that the actual starting salary for a new hire into this position will be determined based on many factors including the breadth and depth of the knowledge, skills, education and experiences brought by the candidate. Remote Work: Our positions are not 100'% remote. There is an onsite expectation for all of our positions. Qualifications
High school diploma required. Associate's degree in an analytical/technical field preferred.
At least 2 years of experience in data administration and integration.
Intermediate to advanced Excel skills. Power BI or Tableau preferred.
Excellent analytical and problem-solving skills.

Greet, welcome and link persons/family and personnel from various agencies directly to their support administrator or other Cuyahoga DD staff as needed. Assist persons, families, caregivers, providers and other board staff with routine and specific information. Identify when additional assistance is needed to help ensure a positive experience for the person needing assistance.
Process the distribution of Individual Service Plans and other documents and correspondence to individuals, providers and other team members.
Manage emergency petty cash purchases by support administrators for individuals served.
Manage, maintain and purchase building/office equipment and supplies for entire facility and as needed by CMS staff.
Maintain building inventory equipment records, preventative and repair maintenance programs and schedules.
Prepare and track purchase orders and direct payment authorizations for CMS staff. On behalf of CMS staff and/or persons and their families, resolve all purchasing and billing issues directly with vendors and other agency personnel.
Receive, sort, stamp and distribute incoming mail. Answer phones, take and relay messages. Copy; maintain files of correspondence, reports and related documents.
Perform Waiver administration activities as they relate to the position. Document activities in a manner consistent with DODD requirements.
Perform other duties as assigned, including assisting with workloads from other areas.

Collaborate with internal colleagues and external partners to enhance the quality of community-based opportunities and availability of resources that allow for modifications.
Develop methods to organize and maintain up-to-date information on places, agencies, activities and opportunities available in the community and that which serve the DD population, whether exclusively or inclusively.
At the direction of the division manager, maintain broad and strategic community partnerships and collaborations that promote inclusiveness and participation in the community for persons with developmental disabilities (DD).
Serve as an agency and brand ambassador of the mission of the Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) to the community at large thru the education and dissemination of programmatic resources and technical supports offered by Cuyahoga DD, in the interaction with current and potential partners in the Cuyahoga County community.
In conjunction with the workforce development team, advocate for partnerships with public and private entities to advance the hiring of individuals with DD and connect businesses with said workforce development team.
Facilitate greater connectivity among area social service organizations to improve competencies, capacities, and collaborative practices that increase community opportunities and measurable outcomes for individuals with DD.
As warranted to community inclusion outcomes of individuals with DD, maintain active presence on community-based consortiums/collaboratives that serve to enhance opportunities for community inclusion.
Make presentations to local organizations on Shared Virtual Community, All Means All and any other topic as related to Cuyahoga DD initiatives related to the expansion of opportunities for individuals with DD.
Gather and coordinate data collection with CD strategic analysis manager for DDSupport Stat and ongoing departmental goals.
Work in partnership with the communications department to disseminate up-to-date resources on website/social media/publications/etc. related to community-based opportunities for individuals with developmental disabilities.
Effectively collaborate and network with Cuyahoga DD support staff, including but not limited to, assistive technology, behavioral health, support administration and the MUI departments.
UNUSUAL WORKING CONDITIONS: Extensive county-wide driving required at times. May need to provide training to agencies on evenings/weekends.

Monitor adherence to DS certification process as directed by the Ohio Department of Children and Youth.
Hire, train and further professionally develop EI DS staff. Provide or coordinate in-service opportunities to advance professional growth of staff.
Train and monitor EI DS staff related to fidelity components of evidence based early intervention including but not limited to: teaming, coaching, evaluation and assessment, recordkeeping/data entry and technical competency.
Schedule and oversee departmental meetings. Participate in department work efforts related to agency committees, task forces, and other initiatives as assigned. As necessary, make presentations or coordinate staff to present on applicable topics.
Coordinate shadowing and internships for EI DS students in collaboration with department leadership between local colleges and universities with Cuyahoga DD as outlined in contractual agreements.
Maintain and monitor time keeping system Kronos data for EI DS staff including professional leave requests, absences, and timecards. Manage staff mileage and work from home requests.
Implement best practice efforts for EI DSs with the management team, including the Department Director.
As necessary, represent Cuyahoga DD in dealings with other State, regional and local agencies and organizations. As necessary, attend and participate in meetings, committees, conferences and make presentations on applicable topics.
Participate in EI DS budget process.

Provide Occupational Therapy assessments using record review, interview, observation and selected assessment instruments as appropriate according to departmental procedures and in a variety of settings; including Cuyahoga DD sites and community.
Engage in collaborative consultation with team members, caregivers, families, and community agencies to assist in the development of recommendations for services and supports.
Provide Occupational Therapy services, including intervention, consultation, instruction, assistive technology, and support services as needed.
If assigned to work in the Early Childhood department, provide Occupational Therapy services in a teaming approach for children birth to three years old based on adult coaching in which one member is a primary service provider and receives supports from other team members.
Develop or assist in individualized programs, which may include functional mobility, positioning, handling, sensory motor, oral motor, fine motor, gross motor, modifications and fabrication of equipment, ADL, and instrumental activities of daily living.
Monitor and update individual client programs and maintain appropriate documentation.
Provide direction to the occupational therapy assistant as required by the occupational therapy licensure law.
Provide direction to the Equipment Assistant.
Participate in inter/intra-agency committees, in-service training, projects or teams as requested or approved by supervisor.
Provide in-services at Cuyahoga DD sites and/or other community settings.

Perform interior and exterior building repairs and maintenance.
Repair and install windows and doors.

Upon request, assist center's Maintenance Technician I staff in all maintenance and housekeeping activities during normal operating hours or evening hours.

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking several full-time Support Administrators to facilitate the development of person-centered plans for individuals that promote self-determination. Develop, authorize and revise a personal budget based upon needs and outcomes identified in the plan. Assist individuals and their families to explore and obtain services and supports. Implement an ongoing system of review. The nature of work will include, but is not limited to, the following:
Act as the primary point of coordination for the person-centered planning team. Utilize an assess/plan/review/revise process to help teams plan for each individual assigned.
Assist individuals and teams to identify issues, areas of potential risk, and outcomes that are important to and for the individual. Complete and/or coordinate thorough assessments to determine the need for services and supports. Revise assessments as needs change and annually.
Facilitate the development of a person-centered plan, including the determination and direction of needed supports. Revise plan as needed based on individual or team concerns, progress toward meeting outcomes, plan review, MUI prevention plans, or other issues that impact the need for services as described in the plan.
Identify funding sources for supports identified in the Individualized Service Plan (ISP) by utilizing a hierarchy of funding options applicable to each person. Plan with teams to access services that are cost efficient and effective to meet the needs described in the ISP.
Establish and approve budgets for services based upon the individual's assessed needs and preferred ways of meeting those needs. Manage the fiscal processes related to service authorizations, including use of local and statewide projection tools. Manage processes related to prior authorization as necessary and respond to requests for revisions of authorizations as needed.
Establish and maintain contact with service providers and natural supports as necessary to ensure that services are effectively coordinated by appropriate providers.
Promote community presence and participation. Provide referral and linkage to community resources to help individuals meet their needs and to engage with their communities.
Implement an ongoing system of monitoring continuous plan review to ensure that supports are delivered according to each individual plan, that progress is being made toward desired outcomes and that individuals are satisfied with services. Take action to remedy any immediate concerns regarding health and welfare.
Assist individuals in choosing providers as needed.
Assist with enrollment onto Medicaid waivers as appropriate. Complete all related paperwork accurately and in a timely manner to ensure maintenance of funding for supports, including development and recommendation of plans for approval to DODD when services included in plans are funded through the DODD Medicaid Waivers.
Establish an individual's eligibility for services of County Board of DD.
VARIOUS ASSIGNMENT TYPES: In addition to having Support Administrators working with on-going cases, we may also have openings in one or more of our specialty assignments areas such as Bilingual, Eligibility, Housing & Assessment, Floater, Information & Referral, Employment & Planning, and Youth & Transition. UNUSUAL WORKING CONDITIONS: Employee will be required to drive extensively both within and beyond Cuyahoga County in order to perform the duties of a Support Administrator. Planning meetings will be held in individual/family homes, throughout the community and during the evenings and weekends.

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking two Early Intervention Speech Language Pathologists to assess communication skills of children birth to three years old with developmental disabilities in order to determine the need for and provision of services and supports. One of the available assignments is to work as a Floater, which is to help cover increases in referrals and cases needing coverage from temporary leaves of absence, etc. The nature of work for all SLPs will include, but is not limited to the following:
Completion of screening and/or assessment of speech, language, and communication, feeding and oral motor skills, and augmentative/alternative communication; refer for and/or coordinate hearing screenings and assessments.
Provide Speech Language Therapy services in a teaming approach for children birth to three years old based on adult coaching in which one member is a primary service provider and receives supports from other team members.
Coordinate, develop, or assist in developing, communication programs and provide SLP services including consultation, instruction, support services and direct intervention.
Provide speech-language services per written programs, monitor and document speech-language services according to established procedures and submit information as requested by supervisor.
Participate in inter/intra-agency committees, projects, or teams and deliver in-service training as requested or approved by supervisor.
Attend Individual Plan meetings and/or make recommendations for programming to team, write objectives/outcomes, discuss methods of implementation, and identify materials to be used and implement treatment or train others.
Maintain compliance with appropriate federal and state regulations, professional standards and Board policy including DODD regulations and standards set by the Ohio Board of Speech Pathology and Audiology.
Educate and counsel individuals, families, caregivers, co-workers, managers and advocates for individuals to promote effective communication.
Provide in-services at Cuyahoga DD sites and/or other community settings.
Assignment Location: These two positions will be based at our east side location in Highland Hills, Ohio.

** SALARY : It is the Cuyahoga DD's intent to pay a salary that is reasonable and competitive based on the market rate for the position as well as the language of the Collective Bargaining Agreement. Because we are also committed to our current employees, we must consider internal equity when making salary offers. The Collective Bargaining Agreement indicates that an SLP will start anywhere between $65,000.00 to $68,250.00, which is the max for a new hire. However, the total comp package that includes all of the above benefits is hard to beat!

Qualifications
Masters Degree in Speech‑Language Pathology.
License in Speech‑Language Pathology from the State of Ohio.
Must possess the Certificate of Clinical Competence.
Specific training and experience with individuals who have DD.
Hold a valid driver's license and maintain an insurable driving record under the Cuyahoga DD's auto insurance policy and Board policies.
