JOB SUMMARY The Data Analyst plays a key role in the Innovation Division, responsible for collecting, analyzing, and interpreting large data sets to support strategic business decisions. This position works closely with cross-functional teams to identify critical metrics, develop comprehensive reports, and produce clear, actionable visualizations. The Data Analyst contributes to the evaluation and enhancement of the agency's products, processes, and overall performance, with a focus on maintaining high standards, streamlining operations, and improving customer experience. Estimated Appointment End Date (Continuous if Blank) Full/Part-Time Part time Job Type Temporary Compensation $35.33 per hour Job Description Basic Purpose Position in this job family are assigned responsibilities involving data bases and system administration. This includes database design, implementation and maintenance. security administration, capacity planning, performance tuning and performance monitoring, job scheduling, data backup and recovery, business continuity planning and testing, installing vendor software products, coordination of and responsibility for system availability, ensuring the integrity, confidentiality and security of information. Typical Functions The functions performed in this job family will vary by level, unit and organization, but may include the following. Key Responsibilities Acquire, clean, and analyze predictive business activity data from various private and public data sources. Develop and implement statistical models to identify and predict at-risk companies, sectors, and regions. Design and build data visualizations that provide real-time, actionable insights for policymakers, employers, and the public. Ensure data is presented in a transparent, accessible, and easily understandable format. Conduct evaluation and feasibility studies to identify statewide workforce gaps, emerging industry needs, and strategies for supporting at-risk populations. Communicate complex data findings clearly to non-technical stakeholders, including agency leadership, legislators, and the public. Facilitate and coordinate meetings with multiple stakeholders to discuss findings, gather insights, and push forward agency initiatives. Document discussions and action items effectively, ensuring clear follow-up and communication. Education and Experience Required Qualifications - Bachelor's degree in Data Science, Statistics, Economics, Computer Science, Public Policy, or a related quantitative field. 2+ years of professional experience in data analysis, statistical modeling, and data visualization. Strong proficiency in SQL for data extraction and manipulation. Advanced skills in a programming language (e.g., Python, JavaScript), including proficiency with core data science libraries (e.g., Pandas, NumPy, Scikit-learn). Demonstrated experience building and maintaining dashboards using BI tools (e.g., Tableau, Power BI, or similar). Excellent analytical, problem-solving, and critical-thinking skills. Strong written and verbal communication skills, with the ability to facilitate meetings and communicate effectively with a diverse range of stakeholders, driving collaborative efforts and ensuring alignment on agency initiatives. Ability to work independently and collaboratively in a dynamic, mission-driven environment. Experience in project management or program administration related to workforce initiatives or similar fields. Preferred Qualifications - Master's degree in a relevant quantitative field. Experience working with economic, labor market (LMI), or workforce data. Experience with predictive analytics, machine learning, and time-series forecasting. Knowledge, Skills, Abilities and Competencies Knowledge, Skills and Abilities required at this level include knowledge of information technology. databases and their operational characteristics, and of data security system. Ability is required to apply data processing analysis techniques and resolve and prevent database integrity problems; to establish and maintain effective working relationships with others; and to communicate effectively.
