Basic Qualifications
- Experience developing software code in one or more programming languages (java, python, etc.)
- PhD or Masters of Science degree in Computer Science, or related technical, math, or scientific field (or equivalent experience)
- 5+ years of cloud based solution (AWS or equivalent), system, network and operating system experience
- 5+ years of experience hosting and deploying GenAI/ML solutions (e.g., for data pre-processing, training, deep learning, fine tuning, and inferences) or/and Data Science Experience
- 5+ years of coding, data querying languages (e.g. SQL), scripting languages (e.g. Python)
Preferred Qualifications
- Knowledge of AWS platform and tools or equivalent cloud experience. Ideally, the candidate has AWS Experience with a proficiency in a wide range of AWS services (e.g. SageMaker, Bedrock, EMR, S3, OpenSearch Service, Step Functions, Lambda, and EC2)
- AWS Professional level certifications (e.g., Solutions Architect Professional, DevOps Engineer Professional, Machine Learning Specialty) preferred

The base pay range for this position is listed below. Hourly pay ranges include the base pay rate plus the highest available shift differential which applies depending on the shift you select.
Colorado $131,300 - $177,600 annually / hourly
National $118,200 - $204,300 annually / hourly

SELECTION REQUIREMENTS:

DataScientist Supervisor (“The Director”) provides administrative and technical supervision to a unit responsible for development and maintenance of Information Technology (IT) systems, and data analytics and business intelligence initiatives for Community Programs (CP) within the Department of Health Services (DHS). Community Programs includes the Office of Diversion and Reentry, the Harm Reduction Division, CalAIM Housing and Reentry Initiatives and other programs that serve people who are justice-involved and/or experiencing homelessness. The position will be a hybrid role, and the office is based in downtown Los Angeles.
ESSENTIAL FUNCTIONS of the DataScientist Supervisor include, but are not limited to:
Plans, organizes, supervises, and evaluates complex data analytics, business intelligence and IT integration operations across Community Programs.
Develops, implements, and monitors large-scale data science and reporting projects from inception to deployment, ensuring objectives and outcomes are met in a timely manner
Supervises and mentors a diverse team of analysts and datascientists; supports training and development of technical skills; promotes continuous professional development; fosters a collaborative, high-performing work environment; and manages cross-department partnerships on data analytics.
Advises program leadership on analytics opportunities, emerging technologies, and strategic initiatives to improve operational efficiency and data-driven decision-making.
Directs the design, development, and maintenance of complex data systems that hold case management, healthcare and justice data, including the Comprehensive Health Accompaniment and Management Platform (CHAMP), the Diversion Database, and the LA County InfoHub. Oversees enhancements to ensure interoperability, usability, and performance. Leads the integration of the data systems with Community Programs' operations across health, housing and justice programs.
Works closely with CP leadership across programs to identify business needs and to define the overall strategy and vision for data analytics and IT integration, aligning with DHS and Countywide priorities in health, housing, and justice.

JOB QUALIFICATIONS
Minimum Education/Experience

Recommendations (Recs) is core to Tinder's experience-covering ranking, retrieval, signals, and model evaluation-to improve match quality, conversations, retention, and revenue through principled ML and experimentation.
As a Senior DataScientist on the Recommendations (Recs) team, you will partner closely with Product, Engineering, and Machine Learning (ML) to identify and size new opportunities, strengthen existing algorithms, and shape measurement and experimentation across a two-sided marketplace. You'll build the tooling and dashboards needed for crisp reads and health monitoring, communicate insights and tradeoffs with executive clarity, and serve as a trusted, respected partner to the Recs pod and a mentor for the broader Data Science team.
This role will be given wide latitude but high expectations for the development of analyses, models, and plans that will be shared directly with the executive team and help shape the trajectory of our product roadmap.
Where you'll work:This is a hybrid role and requires in-office collaboration three times per week in Los Angeles, Palo Alto or San Francisco.
In this role, you will:
Work closely with Product, Engineering, and ML to identify and evaluate new opportunities; frame hypotheses, define success metrics and guardrails, and translate findings into clear product recommendations.
Support the ML team in improving algorithms across retrieval, ranking, and personalization; strengthen offline/online evaluation and alignment.

You'll Need:
Bachelor's, Master's, and/or Ph.D. degree in a quantitative field (e.g., Statistics, Mathematics, Computer Science, Economics, or related fields).
5+ years of professional experience in data science/analytics, with meaningful time in recommender systems, ranking, search, or personalization at consumer scale (or equivalent impact/complexity).
Fluency in SQL and Python (required).
Deep understanding of statistics and causal inference; hands-on experience designing and analyzing online experiments (A/B, variance reduction, sequential testing) and applying quasi-experimental methods when appropriate.
Strong product sense and analytical rigor; ability to frame the right questions, choose fit-for-purpose methods, and land actionable recommendations with cross-functional partners.

Marketing science - a sub-team within marketing analytics at Disney's Direct to Consumer team (Hulu, Disney+, ESPN+ and Star) - is in search of an econometrician to run marketing mix models (MMM) and associated ancillary analysis. This position will work as part of a team focused primarily on econometric modeling, which also provides support for downstream practices used to inform marketing investment. The analyst plays a hands-on role in modeling efforts. Responsibilities
* Build, sustain and scale econometric models (MMM) for Disney Streaming Services with support from data engineering and data product teams
* Quantify ROI on marketing investment, determine optimal spend range across the portfolio, identify proposed efficiency caps by channel, set budget amounts and inform subscriber acquisition forecasts
* Support ad hoc strategic analysis to provide recommendations that drive increased return on spend through shifts in mix, flighting, messaging and tactics, and that help cross-validate model results
* Provide insights to marketing and finance teams, helping to design and execute experiments to move recommendations forward based on company goals (e.g., subscriber growth, LTV, etc)

DEFINITION:

CLASSIFICATION STANDARDS:
This is the second working level in the professional data science/analysis series. Positions allocable to this class work under the general direction of a Data Science Supervisor or supervisor or manager responsible for the data analytics, research, or statistical function of a department, independently performing duties of considerable difficulty to complete moderately complex projects or major aspects of large/complex projects that may be divisional, departmental, or Countywide in scope. Incumbents deploy techniques such as data extraction, transformation, and loading; classical statistical analysis and machine learning, including predictive and prescriptive modeling and optimization; and data visualization, to generate critical information and knowledge and effectively communicate findings to technical and nontechnical stakeholders to support data-driven program design, management, and decision-making. Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
You may qualify if you meet one of the following:
1. GS-7: You must have completed or will complete a 4-year course of study leading to a bachelor's from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in the following:
a) Grade Point Average 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum.
2. GS-9: You must have completed 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree:
a) Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. If more than 10 percent of total undergraduate credit hours are non-graded, i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc. you cannot qualify based on GPA.

1. Professional knowledge of basic principles, concepts, and practices of data science to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures.

3. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform routine to difficult but well precedented assignments in data science analysis.
4. Ability to analyze, interpret, and apply data science rules and procedures in a variety of situations and recommend solutions to senior analysts.
5. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
6. Ability to plan and organize work and confer with co-workers effectively.

We are seeking a skilled DataScientist to join our innovative team, working closely with Senior DataScientists and Machine Learning Engineers to maintain, enhance, and innovate our suite of machine learning and AI-driven models and services. Housing for Health (HFH) is a program office within Community Programs, a division under the Los Angeles County Department of Health Services (DHS). HFH was created and put into implementation in support of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County's effort to address and combat homelessness in the communities residing within Los Angeles County. Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.
On November 5, 2024, LA County voters approved Measure A, a ballot initiative to implement a half-cent sales tax to fund homelessness solutions. Measure A is expected to generate over $1 Billion annually in perpetuity, 1.25% of which is distributed to Accountability, Data, and Research. Among the required research activities is the establishment and management of an Annual Evaluation Agenda (AEA), which will produce internal and external evaluations to test the causal impact of Measure A investments on desired outcomes. Those evaluations will include third-party evaluators selected through requests for proposals and must include voices with relevant lived experience. They are intended to shape decision-making around Measure A investments and drive continuous improvement and innovation.
The Evaluation Agenda Manager reports to the Director of Data Analytics and Evaluation at Community Programs and is responsible for managing the AEA and the evaluations connected to it. For an evaluation professional, this is an opportunity for large, measurable impact to improve the lives of Los Angeles County's most vulnerable people. The Measure A AEA represents a once-in-a-generation opportunity to improve how the County uses millions of dollars dedicated to housing people and preventing homelessness. With equity, accountability, and innovation at its core, the agenda will shape how Los Angeles County learns from its investments, adapts its strategies, and delivers on its promise to address homelessness systemically and transparently.
This role requires an experienced, strategic project manager with a strong understanding of quantitative and qualitative evaluation design, causal inference methodology, contracting processes, and public sector stakeholder engagement and communication. The ideal candidate will have a strong background in evaluation methodology and be detail-oriented, communicative, and able to manage multiple streams of work simultaneously. A commitment to establishing strong community partnerships is equally important, and knowledge of homelessness services systems and programs is desirable.
ESSENTIAL FUNCTIONS
Lead the coordination and management of the Measure A Evaluation Agenda, supporting the Director of Data Analytics and Evaluation in developing, maintaining, and updating the agenda in alignment with Measure A requirements.
Review and assess causal impact evaluations, ensuring research designs are capable of answering the questions they pose in terms of statistical precision and causal identification.
Manage the planning, scheduling, and facilitation of community and stakeholder engagement processes, including executive governance bodies, County departments and agencies, community-based organizations, and people with lived experience of homelessness.
Drive forward the publication of the AEA, helping bring together diverse recommendations for its direction, develop actionable research questions and research strategies in response to community and leadership input, and prioritize questions around a timeline and roadmap for implementation.
Support the procurement and management of evaluation contracts: draft requests for proposals, scopes of work, monitor deliverables, provide technical feedback on interim deliverables (such as analysis plans and draft reports) to contractors, escalate issues when needed.
Track and report on progress across multiple ongoing evaluations, synthesizing findings and presenting updates to leadership and the community. These summaries of findings should identify pathways for action and impact to improve system performance.
Coordinate the development and execution of Data Sharing Agreements (DSAs), Memoranda of Understanding (MOUs), Institutional Review Board (IRB) reliance agreements, and other legal and institutional agreements required for evaluation work.
Draft, revise, and publish version-controlled evaluation agenda documents annually, in collaboration with evaluation staff, contractors, and external stakeholders.
Contribute to the design and oversight of internal evaluation initiatives.
Ensure that all evaluation work reflects Measure A principles of equity, transparency, accountability, and innovation.
JOB QUALIFICATIONS
Option I: Two (2) years of experience carrying out complex data science projects that included independently developing and applying methods to identify, collect, process, structure, and analyze data using statistical prediction, inference, and optimization to support data-driven program design and management, at a level equivalent to the Los Angeles County class of DataScientist.
Option II: A Bachelor's degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, Public Health, or Public Administration that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis -AND- Six (6) years of experience, including two (2) years in a lead capacity, applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making. A Master's or Doctoral degree from an accredited college or university in a field of applied research such Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, Public Health, or Public Administration may substitute for up to two (2) years of experience.
Education/Experience
Masters degree or Ph.D. covering quantitative causal inference and evaluation methods strongly preferred (political science, public policy, public administration, sociology, public health, economics, etc.)
Familiarity with homeless services systems and programs
Demonstrated experience with contract management and project coordination, including writing scopes of work, overseeing vendors, and tracking deliverables
Strong understanding of causal inference and evaluation design, including power analysis, quasi-experimental methods, randomized trial design, and meta-analysis
