POSITION SUMMARY
The QA/QC Specialist I is responsible for collecting, analyzing, and maintaining geographic data for all Summit Utilities Inc. territories. This role supports Engineering, Operations, and Construction teams by ensuring the quality, accuracy, and integrity of GIS data and related systems.
PRIMARY DUTIES AND RESPONSIBILITIES
Conduct basic statistical tests and analysis to assess data quality and integrity.
Execute data queries to identify and resolve coding issues, exceptions, or errors.
Support Engineering, Operations, and Construction teams on GIS-related tasks for construction projects.
Make basic corrections to existing GIS maps.
Assist in the creation of training materials based on data trend analysis.
Participate in delivering training sessions addressing identified data issues.
Evaluate system performance and design with respect to data quality.
Collaborate with database developers to enhance data collection and storage processes.
Submit correction documentation for GIS data cleansing efforts.
Assist in developing data quality metrics for company-wide GIS integrity initiatives.
Collect and interpret data from various sources to identify trends and support decision-making.
Communicate findings from data analysis to leadership to guide business decisions.
Organize and maintain as-built records for field installations.
Collaborate cross-functionally with GIS, Pipeline Safety, Operations, Construction, Business Development, Legal, and Plant Accounting teams.
Support the development and implementation of a multi-year data improvement program in partnership with Pipeline Integrity and GIS teams.
Identify and resolve process inefficiencies related to data management and reporting.
Recommend process improvements for data accuracy and workflow efficiency.
Assist in developing and executing an asset data QA/QC program.
Contribute to the preparation of technical specifications.
Perform other duties as assigned.
EDUCATION AND WORK EXPERIENCE
Bachelor's degree or Associate degree in Engineering, CAD, or GIS from an ABET-accredited institution.
Minimum of 2 years of project management experience.
At least 2 years of hands-on GIS experience, including the use of design tools for construction drawings, maps, and diagrams.
KNOWLEDGE, SKILLS, ABILITIES
Proficiency in drafting tools, AutoCAD, GIS software, and standard office applications (Word, Excel).
Understanding of mechanical, pipe, or architectural drawings and job documentation.
Skilled in interpreting and producing maps, plats, legal descriptions, and technical diagrams.
Experience working with material lists, ROW data, and blueprints.
Strong collaboration skills and the ability to work effectively across departments and with all organizational levels.
Excellent verbal and written communication skills, especially in technical documentation and presentations.
High attention to detail with a strong commitment to data accuracy and quality.
Ability to prioritize multiple projects and demonstrate initiative in a fast-paced environment.
Willingness to learn new systems, software, or tools as needed to fulfill job responsibilities.
Knowledge of PHMSA DOT Part 192 and applicable state regulations preferred.

Performs work of broad scope and complexity with a high degree of independence. Incumbent provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.
Incumbent is recognized as the technical expert on legacy and newly developed systems within a large facility or multiple facilities over a large geographical area. Work requires maintaining technical expertise on complex systems and/or emerging technology, systems interrelationships and management of the NAS.
Responsibilities include the integration, restoration, testing and evaluation of new advanced service or service components, hardware/software systems and processes. Performs a variety of functions directly relating to the operation of the NAS. Focus is on availability and reliability of the services and projects provided to the users of the NAS. Serves as the principal technical specialist, a project manager. on the major projects and/or program areas, resolving unique technical problems without managerial intervention, providing coordination and suggesting solutions.
Works within established policies and procedures to select the most effective and efficient approach or to develop new solutions. Carries out work in accordance with overall plans and objectives of the organization, resolving problems a they arise and making adjustments as necessary to deal with unanticipated situations and organizational needs. This work includes responsibility for evaluating diagnostic data from multiple systems and are integrated to support a network of services or service products. Can be called upon to assist with repair and/or restore service or systems, providing guidance on the availability of backup systems, and to upward report the status of critical events.
Evaluation of this data is used for correcting deficiencies on Contractor Acceptance Inspection (CAI) or Joint Acceptance Inspection (JAI), FPIP, FSEP, Redline Drawings, Peabody and DMT reports dealing with LCMs, LADs, LEMs and resolving event based certification issues necessary for the timely restoration of equipment, systems/services with the NAS. Monitors other employees as a project or team leader.
Responsible for all aspects of SSC projects from initial planning, drawing and specifications review, implementation, Joint Acceptance Inspection, and disposition of assets. Acts as SSC point of contact for all projects completed locally or by outside contractors.
Identifies requirements (staffing funs, materials, and equipment) to accomplish projects and tracks the use of project resources. Provides training, mentoring, guidance and advice to FAA employees, contractors, and other organizations as needed. Uses technical expertise and understanding of user and stakeholder needs to prioritize SSC workload. Integrates Operational Risk Management (ORM) into all planned activities ensuring that all customers and users of services are included and involved in implementation and planning.
Fully understands and utilizes proper Personal Protective Equipment (PPE) and personal safety practices when engaged in all restoration and maintenance activities helping to set the example of safe work practices for others in the organization.
Provides training, mentoring, guidance and advice to other employees, technicians, and trainees regarding difficult technical or operational issues. Can be called upon to assist with repair and/or restore service or systems, providing guidance on the availability of backup systems, and up to upward report the status of critical events.

Qualifications
There is no timeframe requirement at the Level IV/FV-I to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. The Data Analyst is an entry-level position responsible for supporting the analysis and reporting of data to assist state agencies in making informed decisions. Overview
The Data Analyst II is responsible for helping various departments gather, document, and analyze business requirements, processes, and workflows. They will work closely with project managers, developers, and process owners to ensure business data and reporting needs are met and projects are delivered successfully. Overview
The Technical Services Building Systems Specialist II (BSS II) is skilled member of the Technical Services (TS) team, with a strong technical background in building automation, HVAC, commissioning, or test and balance. The BSS II is responsible for evaluating, programming, optimizing, and testing the operation of new and existing building systems both on-site or remotely. The role requires the ability to plan, document, and conduct work requiring judgement as well as working independently with minimal direction. The primary expectation for the role is to produce optimized energy and project outcomes for retro-commissioning (RCx) and relevant new construction commissioning (Cx) scopes with a solutions based approach and mind set. . Additionally, the BSS II will collaborate with project delivery team including: construction management, facilities management, engineers, and trade partners to fulfill the essential duties and responsibilities of the position.
Responsibilities
• Perform assigned duties in accordance with ENFRA policies, procedures, safety guidelines.
• Documentation, collaboration, and communication regarding activities, technical issues, and solutions development to project delivery team and Team Manager on a regular basis.
• Execute and complete assigned tasks and deliverables in a timely manner.
• Participate in site surveys, documentation review, and due diligence activities to determine facility conditions and develop energy conservation measures.
• Participate in design and submittal reviews of new construction scope as part of the commissioning process.
• Actively utilize the CxAlloy software to document assigned new construction commissioning scopes.
• Develop pre-functional checklists and functional performance tests in CxAlloy
• Development of technical reports and project observations to the project delivery team to support solutions development and understanding of progress, system operation, on-site conditions, and other required building information.
• Implement energy conservation measures independently and/or in collaboration with project delivery team partners, such as facilities staff or trade partners, whenever required.
• Review pre-functional checklists and compare to actual site conditions when required.
• Troubleshoot, optimize, and modify building system programming when necessary to implement energy conservation measures.
• Troubleshoot, address and recommend solutions related to building system integration and networking.
• Utilize test instrumentation to troubleshoot, verify, and optimize building system operation.
• Oversee and execute functional performance tests as part of the acceptance of construction scope.
• Provide on-site supervision of trade partners and sub consultants when required.
• Work with project delivery team partners to ensure implemented energy conservation measures and building system programming are well documented, understood, and archived on-site and in ENFRA storage systems designated for the project.
• Maintain awareness of energy performance for assigned scopes through the duration of the project . Collaborate with the project team to ensure performance targets are met and maintained.
• Ensure issues are properly identified, communicated, tracked, assigned to, and addressed by the appropriate delivery team members and partners
• Assist with the resolution of issues, including proposing solutions to the project.
• Proactively address and escalate as required, impediments to achieving project outcomes and scope completion with the team manager and director.
• Adhere to and exemplify IS Delivery and Technical Services process guidelines and SOPs.
