Summary: The Outreach/Data Specialist is responsible for using sound professional judgment and best practices to ensure quality services are provided the service population via local partnerships, while maintaining compliance with established program standards and reporting. Critical Action Items: 1. Help the team understand family dynamics relating to the client and help in planning client services. 2. Provide direct supervision over community event organization, which may at times be independent of grant leadership. 3. Maintain the continuity and integrity of the records and reporting as required for compliance. 4. Maintain records as required by contractor, including confidential documents which require sound judgement. 5. Act as a liaison between the INK/Thriving Texas Families Program and outside agencies, including contractors and community organizations. 6. Keeps Grant Director & Assistant Grant Director updated on status of program relationships. 7. Provides case notes and monthly billing information in a timely manner. 8. Will follow all procedures of the INK personnel manual. 9. Work with team to develop and ensure delivery of service plan to include outcomes and outputs. 10. Provide training and technical support to Lead Navigators, troubleshooting on behalf of grant leadership. 11. Make recommendations for community action to the Grant Director & Assistant Grant Director, executing plans independently. 12. Using stated policies and procedures report child abuse/neglect. 13. Maintains familiarity and knowledge of community resources and uses these appropriately to meet the needs of families. 14. Conducts community outreach in educating parents, professionals, and others about program and agency services, and child abuse prevention awareness. 15. Act as first line of communication between clients and Navigators for urgent feedback or program-related concerns. Must be able to independently problem-solve on behalf of grant leadership. 16. Other job duties as assigned. Measurable Deliverables: 1. Meets or exceeds all outputs and incomes as required by Thriving Texas Families grant and INK. 2. Obtains and maintains certification in grant required curriculum and administration duties. 3. Document all participant attendance on a weekly basis, and no less than monthly. 4. Develop and participate in regular recruiting events for families and staff to meet program requirements. 6. Submit monthly, quarterly and annual reports, or more as is required by supervisor/INK. 7. Review and validate proposed class location changes. * Encroachment Analysis and Remediation -Lead role in addressing proposed encroachment activities by outside parties including landowner actions, road and highway projects, municipal and utility projects, developer and residential projects, etc. Responsibilities will include direct interface beyond the initial contact to present clear and consistent company requirements; to enforce company requirements as needed; to ensure proper documentation and proposed plans are forwarded to appropriate departments within O&E; and to act as a liaison between the third party and O&E when company facility modifications are required. * Shallow Cover and Exposed Pipe - Lead role in addressing shallow cover and exposed pipe across the division. Responsibilities include reviewing shallow cover and exposed pipe locations, working with landowners and contractors to address shallow cover, mitigating creek crossing issues, and managing AFEs related to project work. * Pipeline Shut-out Procedure review and approval -Responsible for review and approval of pipeline shut-out procedures related to any pipeline outage. * Line Cleaning and ILI assistance across the division. * Employee Qualifications -Resource to area management in performing training and qualification evaluations for SPP and OQ. * Pipeline engineering and maintenance technical support - Responsible for providing directly or indirectly, technical support to field operating personnel in the areas of: * Road and surface load calculations * Blasting calculations and precautions * Emergency response coordination (leaks/ruptures) * Welding technical support Requirements: Education and/or Experience, Knowledge, Skills & Abilities: To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily.
