The Director of Quality Improvement will direct the development, implementation, and monitoring of quality systems and improvement as it relates to regulatory compliance, departmental and organizational strategic goals, internal and external audits, processes, and performance improvement. This position will ensure the collection, completion, maintenance, analysis, and integrity of organ donor medical records and data collection. This position can be located in Sacramento, CA, Nashville, TN or Albuquerque, NM.

Key responsibilities this position will perform include:
Responsible for day-to-day oversight of quality and compliance for OPO organ operations across DCIDS quality program systems supporting DCIDS, Tissue Bank and Eye Bank.
Collaborates with the Managers of Performance Improvement and Business Intelligence to identify and address opportunities for improvement throughout quality, compliance and program operations.
Ensure organizational focus on achieving and maintaining compliance with all regulatory standards and industry driven accreditations.
Stays current with the standards and regulations that relate to OPO operations including FDA, UNOS, AATB, and DCIDS policies and procedures. Assists with maintaining current licensing, registration, and accreditation with agencies.
Responsible for driving growth and success as it relates to quality compliance, systems, and improvement in coordination with DCIDS strategic initiatives.
Collaborates with the CAO, Director of Performance Excellence and DCIDS leaders to facilitate regulatory, accreditation, and processor inspections.
Supports the Performance Excellence team in analyzing organizational data and analytics, identifying trends, and recommending performance improvement initiatives based on established PI processes.
Works with the CAO and Director of Performance Excellence to direct and maintain implementation of the DCIDS QAPI program.
Ensures accurate medical records and data elements in compliance with applicable regulations and standards as well as DCIDS policies and procedures.
Assists DCIDS leadership in the development and review of policies and procedures for all aspects of the organization's operations to include data collection and regulatory compliance.
Aligns with DCIDS leaders and educators to ensure employee training documentation processes are consistent and in compliance with regulatory, accreditation, and DCIDS policies and procedures.
Works with multidisciplinary DCIDS teams to develop tracking metrics to evaluate the success and completion of goals. Evaluates trends in performance to determine process improvements.
Acts as liaison between DCIDS Quality Assurance, Tissue Bank, Tissue Recovery, Ocular Recovery, other Affiliated Tissue Processors and Medical Directors on compliance initiatives as needed.
Assists with investigation of deviations and non-conformances including adverse reaction reports. Conducts Root Cause Analysis. Completes and oversees effective corrective and preventative action plans.
Acts as a role model for the DCIDS and the DCIDS Quality Departments by supporting, reinforcing, and exhibiting behaviors consistent with the DCIDS core values; selfless, hardworking, passionate, and dependable.
Performs other related duties as assigned.
The ideal candidate will have:
Bachelor's degree or equivalent in a health-related field, or appropriate OPO experience in quality system management and medical records.
Minimum 5+ years of experience with quality management system and CMS/FDA/OPTN regulatory compliance.
Must have 5-7 years of experience managing employees
CQIA or equivalent, CPTC, CTBS preferred.
As a condition of employment, you must be able to obtain Hospital Badge and EMR access from all of the DCI Donor Services Hospital Partners.
Valid Driver's License with ability to meet MVR underwriting requirements.
Strong knowledge of Microsoft Office applications (Outlook, Word, Excel, Visio, PowerPoint, etc.) Working knowledge of computers and basic data entry skills required.

Job Description
Summary of Function: The Donor Records Manager oversees the quality assurance (QA) review of cadaveric and birth tissue donor eligibility charts, ensuring that donor records are complete, accurate, and compliant with internal and external standards. This role is responsible for managing corrections, maintaining efficient workflows, and fostering collaboration with partner agencies. The position includes supervising and evaluating staff performance, managing communications with medical directors, and supporting strategic initiatives. The Donor Records Manager also leads process improvement efforts using data-driven methods to enhance overall quality and compliance.
MAJOR DUTIES AND RESPONSIBILITIES
Manage of donor eligibility and donor record review team, identifying and addressing deficiencies, and ensuring timely completion of corrections.
Oversee the review and completion of partner agency pending lists, ensuring timely communication on aged donor records and key performance metrics.
Oversee chart disposition and ensure monthly chart metrics and goals by staff.
Collaborate effectively with external agencies, maintaining strong communication regarding pending records and compliance.
Exercise sound judgment and decision-making to provide quality solutions aligned with DCI Donor Services' mission.
Provide daily supervision of QA/QC staff, including training, accountability, scheduling, and performance evaluations.
Ensure staff understand their job responsibilities and address any performance gaps through feedback, coaching, and disciplinary action when necessary. Promote employee growth through mentoring and formalizing plans when appropriate.
Recruit, hire, and train personnel to maintain high-quality team performance.
Facilitate timely communication with medical directors, ensuring records are reviewed for eligibility determination and seeking guidance on medical issues as needed.

Qualifications:

Responsible for obtaining and reviewing all culture results & assists in reporting of culture results. Differentiates between potential infections or culture contamination. Reports results within 24 hours to appropriate transplant centers and governing bodies.
Responsible for obtaining, reviewing and reporting autopsy results for both organ donors. Ability to review the results to assess for cause of death and incidental findings necessary to report to recipient transplant centers.

Responsible for working with Exam Works to provide timely organ/donor reimbursement to hospitals. Works closely with the Clinical Review Coordinator to accurately send redacted donor records to the contact at Exam Works.
Monitors status of required UNET Data Reporting - Deceased Donor Record (DDR), Donor Disposition, PTRs, etc.
May assist Clinical Review Coordinator with elements of organ donor chart review.
If applicable, provides seven day a week coverage for reportable events such as culture results, autopsies, etc.
Ability to recognize confirmed reportable diseases required to report to applicable state agencies.
Schedules and provides monthly agenda for Quality Department meeting and completes minutes.
Responsible for maintaining logs for offsite storage of records and for communication with off-site storage facility personnel such as: requesting, returning, and adding new items (labeled boxes) to be stored off-site.
Recognizes and reports trends and opportunities for process improvement related to donor records and OPO statistics to quality management.
Maintains open verbal and written communication with DCIDS and location Quality Department teams and all other applicable DCIDS departments as it relates to job functions and tasks.

The Corporate Counsel will provide guidance to DCI Donor Services, Inc. (“DCIDS”), of which DCI is sole member; working with DCIDS and DCI company executives, as well as operations, regulatory and clinical personnel in the DCIDS corporate office and its three organ procurement organization sites, tissue bank and eye bank divisions.
DCIDS is a 501(c)(3) nonprofit organization committed to saving and improving lives through organ, eye and tissue donation.

Advise DCIDS leadership and the DCIDS Board of Directors, and report to them as needed in legal-related matters
Advise and provide oversight on compliance-related matters at the federal, state and accreditation/certification organization levels to ensure DCIDS remains aligned with various requirements and expectations
Handle contracts and other legal documents
Research and guidance on complex regulatory issues
Handle transactional projects

Below are some of the key accountabilities this position will hold:
Monitors regulatory compliance of all functional groups within the company.
Supports GMP compliance activities by participating in audits, preparing for regulatory inspections, reviewing procedures and maintaining error-reporting systems.

Key responsibilities this position will perform include:
Provides on-call administrative services to support family conversations completed by frontline staff. Ability to provide on-site response for family conversations when necessary.
Supervises the day-to-day activities of family care staff. Ensures adherence to standard operating policies and procedures. Ensures the timely provision of all potential donor evaluations, standard approach, and obtains authorization. Ensures that the call schedule is adequately covered at all times.
Collaborates with Clinical and Hospital Services Manager and staff on activities and meetings as requested.
Participates in all leadership training opportunities and will implement all leadership principles into management position. Leadership principles include recruitments, peer interviews, hiring, on boarding, monthly rounding, coaching, and mentoring all staff. Will monitor family care staff's progress, encouraging growth and setting professional goals that are in line with the organizations strategic plan.
Provide employee coaching and counseling as needed. Responsible for ensuring all family care staff are trained and efficient in their primary job responsibilities. Will participate in all clinical department staff meetings and case reviews.
Participates in external and internal committees to represent organ operations and the entire organization.
Participates with Medical Directors and Medical Advisory Committee related to policy/practice changes and review of donation opportunities as required by regulatory bodies.
Perform other duties as assigned.
The ideal candidate will have:
BA degree in related field required. Master's preferred
3+ years of OPO experience in authorization, leadership experience preferred but not required
CTPS preferred but not required
Excellent written and verbal communication skills required
Ability to pass MVR underwriting requirements
Working knowledge of computers and Microsoft Office applications to include Word, PowerPoint and Excel is required.
