This position requires a TS/SCI with poly clearance and will be located at our Reston, VA or Elkridge, MD location. GDIT has partnered with Microsoft in support of Microsoft's Government Cloud Collaboration Center (GC3) that provides end-to-end operational support for the Azure core and Office365 platform. Operational support is comprised of workstreams: Live Site Engineering (to include incident management), TechOps, Network Management, Identity Management, Customer Experience (CXP) and Azure Engineering Learning. These teams span across various product groups, including Azure, Active Directory (AAD), and Office365. The services are operated from three locations,Redmond, WA, Reston, VA and Elkridge, MD.

* Senior resource on-site who is accountable for day-to-day operations and program oversight
* Building partnerships and liaising with customer team leads to determine solutions for issues that may arise
* Understanding operations at the tactical level
* Build scalable and sustainable internal processes to ensure operational efficiencies
* Facilitate program communications and provide regular status reports as required to include briefings to the customer
* Foresee and analyze project risks, develop risk management plan and mitigate subsequent issues
* Shape established metrics from collection to dynamic dashboards to include KPI/SLA tracking
* Drive operations and special projects to expand our capabilities
* Seek growth opportunities for our employees and the business

REQUIRED QUALIFICATIONS:

* Bachelor's Degree (or equivalent experience) plus 5+ years of experience
* 8+ years of project management experience
* TS/SCI with Poly clearance
* Strong cross team/group/org collaboration skills
* Excellent communication skills to include effectively tailoring messages to the specific needs of the audience
* Demonstrates strong project management skills
* Exhibits excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the customer space
* Shift work may be required

PREFERRED QUALIFICATIONS:

* Master's degree preferred
* Experience working in/with a data center, managed services project and/or in a secure operations center preferred
* Involvement supporting air gapped or any cloud environments a plus
* Experience with technical writing, SOP creation or knowledge articles

The Client Delivery Manager Lead will have full accountability for delivery of client initiatives and launches as assigned. A vacancy has arisen for an Evidence Delivery Managers (EDM) working in our group delivering our oncology medical evidence generating AZ sponsored studies.

ROLE OVERVIEW

The role is leading (individually or as part of a team) the operational delivery of global clinical trials designed to generate medical evidence to support the use of our medicines.

The EDM role either leads a cross-functional study team overseeing delivery via one of our EMPOWER partner CRO's or supports the study leader in project managing significant components of the work of the study team. They may also help coordinate the efforts of extended team members, notably the scientific study leader (epidemiologist for observational studies, Medical Affairs Leader for interventional studies). In addition, the EDM will support OBU Medical Evidence's continuous improvement by developing expertise in a specific area of study delivery, serving as a point of contact for best practice, and contributing to the development and

maintenance of guidance documents and training materials.

In the company sponsored study setting the main activities an EDM will progress are

Project Management

* Support delivery of projects to agreed timelines (scorecard), within the approved budget and according to AstraZeneca quality standards.
* Support global oversight over the operational study start up, implementation and closure and ensure inspection-readiness
* Support implementation of study-related change management within business strategy, e.g. assessment of scope changes.
* Ensure Compliance with AZ Procedural Documents, Standards and Policies, international guidelines and local regulations at any time, and report compliance breaches
* Undertake feasibility assessments with internal and external stakeholders
* Manage study systems reporting

External Service Provider Management

* Provide input into the selection of External Service Providers (ESPs), including Clinical Research Organisations (CROs)
* Support strategic handover meetings and kick off meetings
* Perform CRO oversight to help ensure project delivery within time, cost and quality
* Collaborate with CRO/ESP to ensure the study operational aspects are effectively undertaken and that they have clear remits for delivery

Document Development

* Support/coordinate protocol development and finalization

Stakeholder Management

* Support Project team set-up and study sourcing activities
* Support effective collaboration with the scientific/medical counterpart, the Epidemiologist/Medical Affairs Leader (MAL) respectively, as well as other internal cross functional global roles
* Report study updates for areas of responsibility from a time, cost and quality perspective to internal stakeholders (e.g. Evidence Delivery Associate Director, EDAD).
* Support implementation and upkeep of an effective communication approach, as well as roles and responsibilities between the Medical stakeholders, local AZ and External Service Providers.
* Coordinate efforts/input of the external scientific community (e.g. (International Coordinating Investigators, Steering/Executive Committee) during project design and delivery

Financial Management

* If leading a study: develop and maintain the overall study budget (internal and external study costs)
* Ensure transparency over areas of budget responsibility by updating through relevant systems (s.a. ACCORD) and platforms (PPC meetings) and obtaining approval for budget changes
* Work with procurement on project agreement and manage subsequent out of scope changes for ESP/CRO
* Manage and reconcile Contracts, POs and invoices
* Support financial audit readiness and Sox attestation as needed

Requirements

ESSENTIAL

* Bachelor's degree (preferably in medical or biological science) or equivalent by experience.
* At least 7 years of relevant clinical/medical experience in the pharmaceutical industry, with a good understanding of the drug development process

The primary role of the Delivery Manager is to administer company policy and manage an independent contractor carrier workforce. The Delivery Manager is also responsible for growing circulation volumes and revenue within the assigned district, while ensuring subscriber service and satisfaction levels are met or exceeded. This position works part of the time in an office or distribution center and majority of the time within the assigned newspaper district or distribution area. The Delivery Manager may receive work assignments within many areas of the distribution function, which may include home delivery, single copy delivery, transportation, customer service, and re-delivery operations.


ESSENTIAL JOB FUNCTIONS:


  • Ensure the efficient distribution of products through specific assignments involving route restructuring, consolidation, splits, divisions, or other means, designed to maximize volumes while limiting expense exposure.


  • Ensure goodwill between company and independent carrier force and ensure carrier compliance with contract terms, taking appropriate action, under the guidance of the Operations Manager, when contract terms are violated.


  • Responsible for recruiting for carrier route vacancies, including whether and when to place advertisements in the newspaper or to use other methods for independent contractor recruitment.


  • Responsible for upholding independent contractor performance standards for customer service, and to assure that all products are delivered by the proper time and in the proper condition as called for in the carrier contract.


  • Responsible for ensuring that the TMC Verification Program is in place and quarterly audit goals for the assigned district are met or exceeded.


  • Responsible for ensuring subscriber satisfaction with delivery of all products. Provide recommendations to supervisor for service improvements.


  • Responsible for investigating and responding to concerns of independent contractor carriers regarding compensation or billing issues.


  • Responsible for ensuring that a current contract with all required documentation is on file for all independent contractors in the assigned district.


  • Responsible for promoting circulation growth in assigned territory by implementing subscription and retention programs as implemented periodically across circulation departments.
