As a Sr. Technical Program Manager you will be responsible for:
Program Management & Delivery
Drive the end-to-end delivery of integrated programs spanning software, hardware, and production operations, from initial concept through successful deployment and post-launch optimization.
Develop, track, and rigorously manage comprehensive project plans, timelines, and dependencies across diverse, often global, and cross-functional teams.
Partner closely with leaders across the organization to align strategic goals, key milestones, and critical resource allocation.

Technical Leadership & Communication

Serve as the first line of defense, rigorously identifying, escalating, and resolving dependencies, risks, and technical challenges before they impact program delivery.
Act as the connective tissue across the organization, ensuring smooth and transparent information flow, clear prioritization, and strategic visibility.
Establish and track key program performance metrics (KPIs), delivering accurate and transparent health reports to leadership and stakeholders.
Process Optimization & Enablement
Define and implement efficient, scalable project management frameworks (e.g., Agile, Waterfall, hybrid models) to improve delivery speed, quality, and predictability.
Centralize and standardize best practices for communication, documentation, and technical decision-making across all global teams.
Drive continuous improvement in technical workflows and tools with the core mandate to make engineering and operations teams faster, not slower.
Cross-Functional Collaboration
Strong, collaborative partnerships with teams across engineering, creative, production, and business operations to ensure holistic alignment and shared ownership.
Champion collaboration across different time zones and cultural backgrounds while consistently promoting Nova Sky Stories' core values of safety, creativity, and innovation.
You'll need to have:
7+ years of direct experience managing complex technical programs or projects that involve cross-functional teams.
A proven track record of successfully driving alignment across diverse teams and consistently delivering major programs on time and within defined scope.
Strong, foundational understanding of various technical development lifecycles (e.g., software development, hardware production, or systems integration).
Exceptional communication and facilitation skills, including demonstrated experience crafting and delivering clear, impactful presentations to executive stakeholders.
The ability to proactively anticipate challenges, rigorously mitigate risks, and adapt quickly and effectively to fast-paced, changing organizational priorities.
Nice to have:

About the Role
We are seeking a seasoned Senior Technical Delivery Manager to lead and drive complex, cross-functional technology initiatives across the enterprise. Responsibilities

Description of Job
This position will manage the State's Enterprise Zone Program but will also contribute to other programs within the Business Funding & Incentives Division as needed. The Program Manager serves as a primary point person for program stakeholders, including regional Enterprise Zone administrators, businesses and business representatives, and the general public. The Program Manager ensures that program reporting occurs on a timely basis, maintains program information on our website and through other channels, and provides in-depth customer support for the program application system in Salesforce. This position will work with leadership to improve program policies and processes and to evaluate program performance and suggested modifications.
This position will also be responsible for interpreting statutes to design applications, program guidelines, Salesforce systems, and establishing and managing other foundational needs for the program, including drafting agreements with Enterprise Zone administrators. This will involve close collaboration with other members of the Business Funding & Incentives team, other OEDIT Divisions, the OEDIT procurement team, Commissioners on the Colorado Economic Development Commission, other State agencies, including the Department of Revenue and the Office of Information Technology (OIT), and external business partners and stakeholders.

Communicate with applicants and the public to provide program information and support.
Develop, maintain, and improve program guides and webpages.
Work with the Salesforce and OIT teams and other relevant staff to maintain and update a functioning application system, database, and mapping tools.
Support local Enterprise Zone administrators in implementing the program through tools, information, regular meetings, and the Salesforce application system.
Establish and prioritize program-wide best practices and timelines for processing applications and responding to business requests.

Supplemental Information
Salary Range: $65,000 - $80,000 Annually
This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. This artwork will focus on what makes Colorado special and unique, including representations of the diversity of land, people and places within the state and will include recent history and contemporary historical Colorado figures. The piece may complement existing publicly displayed works of art celebrating Colorado's history, such as the Colorado Women's Gold tapestry that was developed for the 100th anniversary of Colorado statehood and displayed in the Colorado State Capitol.
The piece may culminate in a permanent display in a public location. The project may include community participation events throughout its production, interpretation, narration and storytelling produced alongside the art to accompany the piece in both written and other forms for exhibition throughout the state. This ambitious initiative requires strong leadership to target successful delivery by December 2026.
Budget:
The total project budget is up to $250,000 inclusive of: project manager; artist contract and materials; community participation events; interpretation and installation.

The Project Manager (PM) will play a key role in the planning, coordination and execution of the CO 150 Tapestry project. Ï Work with customer and RemoteLock team members to gather, clarify and document project scope, critical success factors, desired outcomes and requirements
Ï Create and manage project plans including named resources, dependencies and milestones for RemoteLock direct delivery of services
Ï Provide project management direction and oversight for dealer and customer self-service projects based upon RemoteLock best practices for project delivery
Ï Coordinate internal and external schedules with RemoteLock team members, client participation, industry partners including equipment manufacturers, elevator service companies, access control system integrators and lock installers
Ï Manage day-to-day execution of project implementations, including planning, facilitating, risk mitigation, documenting, status communications, and adherence to schedules
Ï Create a wide variety of project management documents for enhancing project communications, stakeholder accountability, decision facilitation and understanding of project critical success factors
Ï Ensure the use of best practices and apply lessons learned from previous projects; share findings with other project management team members.
Ï Actively engage in driving work completion, including customer, partner and self-contributions on system configuration and training when required.
Ï Learn new product offerings for initial release, develop repeatable implementation strategies, and provide clear feedback to product team members when necessary.
Ï Experience training and onboarding project stakeholders and project delivery partners
Ï Work with access control dealers, installers and internal customer success, support, and product teams to optimize the RemoteLock solution for each client

Requirements
Ï Self-Starter, strong ability to learn new concepts, leader with the ability to lead a project from discovery through completion
Ï 3 + years of project management and delivery experience
Ï Able to manage 3 to 5 concurrent projects of medium to elaborate complexity
Ï Able to manage projects both remote and onsite; up to 60% travel may be required
Ï Strong customer facing communications, conflict resolution and interpersonal skills
Ï Able to identify, project dependencies, constraints and risks and pro-actively facilitate appropriate mitigation strategies to assure the completion of work
Ï Experience coaching and motivating project team members, contractors and influencers to represent appropriate urgency, accountability, clear communications and action to assure positive outcomes and adherence to schedules
Ï Able to constructively work under pressure and navigate difficult client conversations to build trust
Ï Confident in their ability to drive results and bring projects back to center when chaos occurs
Ï Knowledge of Microsoft Project, Smartsheets, Asana, Google and Microsoft suite of office products
Ï Strong decision making, collaboration, facilitation and problem-solving skill set

Ï Bachelor's degree in a relevant field
Ï PMP Certification preferred

The role
