This Opportunity
Provides subject matter technical planning support and leadership for capturing, modeling, and analyzing work site information, geographical resources, and spatial and tabular data to inform and create plans for the safe movement of people and products by all modes of transport, to optimize logistics / scheduling / systems, and to account for the economic, social, and environmental impact of projects and initiatives. Provides guidance for multi-site/phase planning projects, site and impact assessment, the preparation of general plans, specific/master plans, public involvement, and regulatory compliance for a variety of client projects relating to equitable transportation development and construction, transportation demand management, mobility planning, multimodal access, surface transportation, and funding. Responsible for providing situational guidance to PMs and managers ensuring that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards.
Your Impact
Provide oversight with data collection efforts for identifying and compiling observational, spatial, and environmental data concerning a variety of matrices for projects, research, and surveys.
Ensure the appropriate use of topographic maps, aerial photographs, GPS data, and other visualization tools to determine exact locations of project areas, associated physical / urban / population / economic / political sensitivities, and to uncover primary, secondary, and tertiary impacts.
Prepare, complete, and/or review general plans, specific/master plans, community plans, zoning codes, comprehensive plans, permitting policies and/or development standards for assigned projects, with a particular emphasis on transportation and multimodal accommodation. Ensure technical reports and presentations explain research, findings, and recommendations to plan, address, prevent, control, or restore larger-scale planning challenges and complex problems.
Perform professional transportation planning work and conduct investigations, inspections, studies, and surveys to gain further information on a particular problem or issue, verify site characteristics, and/or to plan for future needs affecting equitable development, construction, transportation demand management, mobility planning, and multimodal access.
Prepare data and visualizations such as tables, charts, reports, models, infographics, cross-sections, and 3D illustrations for the interpretation or presentation of more complex and larger scale data, findings, or analyses.
Prepare applications and represent clients in the approval process with local and regional jurisdictions.
Prepare, coordinate, and facilitate public involvement and consensus‑building meetings in support of client project work, answering public questions on behalf of the client, and assisting with long‑range planning efforts on larger‑size or more complex projects.
Read, interpret, compose, and review Planning Reports, Categorical Exclusions, EA's, EIRs, and other technical documents.
Oversee and monitor cross‑functional teams in executing project work, approval or permitting strategy, impact assessments, and regulatory strategy, including project budgets, tracking hours and expenses, and task completion.
Provide high level oversite for desk‑based research and site work, including measurements, data interpretation, demographics, patterns and trends, and computer modeling.
Provide analysis, evaluation, and interpretation of facts and data obtained during field and site investigations, offering input with developing action plans for more significant to high‑level challenges and development activities to minimize impacts to the community, population, local economy, and environment.
Coordinate with clients, resource agencies, and planning and technical staff, providing a high level of strategic advice, consultancy, and subject matter expertise.
Develop a client base for providing high level transportation planning services including identifying additional business development opportunities and engaging in proposal writing and submission.
Mentor staff to support their growth and professional development.
Collaborate with professionals from a variety of disciplines to provide future ready solutions for clients.
Remain current in latest transportation planning subject matter, practices, regulations, and techniques.
Exercise responsible and ethical decision‑making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.

Who You Are
Required Qualifications
Bachelor's Degree in Transportation Planning, Urban Planning, Environmental Planning, or a related field (or equivalent experience.)
10+ years of experience working in the transportation planning field, actively engaging in general plans, specific/master plans, zoning code updates, public involvement, and regulatory compliance for a variety of client projects relating to equitable transportation development and construction, transportation demand management, mobility planning, multimodal access, surface transportation, and funding.
Advanced proficiency with the transportation project development cycle; including from planning to implementation.
Highly proficient with reviewing surface transportation projects and program cost estimates and assessing project readiness for inclusion in the strategic local/regional Transportation Plan.
Highly proficient expertise with planning skills for a specific ecosystem(s), geography, transportation networks, systems, and modalities.
Extensive knowledge and expertise with relevant approval processes, zoning laws, permitting requirements, notification and compliance practices, and applicable Regional/State/Federal regulatory framework.
Demonstrated technical competence leading permitting and approval of assigned planning projects within business sector (e.g. transportation, infrastructure, construction, etc.)
Advanced expertise with consulting practices, and established experience coordinating with clients, regulatory agencies, subcontractors, and technical staff required.
Ability to work independently and provide guidance and leadership to mid-level to senior level team or project members, with strict adherence to QA/QC.
Experienced with providing critical review for documents and preparing technical deliverables and plans with a high degree of complexity.
Strong self‑leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization.
Experience with discipline‑specific software (i.e., CAD, ArcGIS, Adobe Illustrator, Adobe Creative Suite, Sketch‑Up).
Proficiency with technical business writing, office automation and communication software, technology, and tools.
Extensive critical thinking and problem‑solving skills required to reach conclusions from testing results, data collation, and identify the most effective solutions to accomplish objectives of assigned projects.
Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to change in a pressure work environment.
Occasional travel may be required depending on project‑specific requirements.

About the Role
The Technical Delivery Manager (Infrastructure) will be responsible for supporting the Technology Infrastructure program, which will drive efficiencies across the BetMGM business landscape to support overall business objectives. Responsibilities

Overview
The Senior Service Project Manager is responsible for overseeing Service Project Managers and all aspects of the project and be responsible for managing the project costs, field labor, subcontractors/vendors and delivering a quality, safe and on time project, under budget, exceeding customer's expectations. First Line ownership/accountability/responsibility of the project(s) with no excuses.
Responsibilities
Manage Service Project Managers.
Champion of project safety.
Maintains a safe and secure work environment through maintaining safety meetings, incident investigations and employee involvement.
Total responsibility of executing a project through the project life cycle.
Provides key leadership and responsibility for planning and all trades to ensure work meets or exceeds code & project requirements, under budget and on time installation.
Ensures compliance with state, local, and federal legal requirements and operates the project office with the highest business ethics.
Ensures the quality of work to corporate standards and project requirements.
Conducts and documents operational project meetings (Hand-Off Meeting, Kick-Off Meeting, etc.) with appropriate parties and in timely manner.
Negotiates and prepares vendor and subcontractor purchase orders and evaluates submittals to reflect contract drawings, specifications and estimate.
Performs project set up, job costing system with labor, material, other and subcontracts cost codes.
Submits to business unit operations manager for approval.
Conducts monthly reports and cost reviews, capturing deviations from plan or schedule early and keep all project team members, business unit operations manager and business unit manager informed in order to bring the job in on time and under budget.
Meets or exceeds all financial budgets and labor productivity goals.
Drives cash flow by establishing front-loaded schedule of values, timely & accurate billing, and collection of payment and cash management of subs.
Responsible for obtaining and coordinating appropriate lien waivers, state notifications and tax documentation as required.
Responsible for coordinating and quality assurance of project detail drawings.
Estimates change orders and submits to Vice President for approval prior to submitting to customer.
Daily project requirement includes but not limited to: attends jobsites meetings, schedules deliveries, performs project site documentation, reviews jobsite labor reports with supervision, tool/equipment rental requisition, coordinates job progress, material and consumables requisitions, preparation and tracking of request for information, assists supervision with permitting and inspections, approves vendor/sub invoices, status reports, monthly billings and collections.
Builds and maintains strong customer relations with general contractor, subcontractors, vendors and owner, assuring customer satisfaction with a "can-do attitude".
Monitors status of Risk Management, including ensuring proper Notice to Proceed, C.O.'s, contracts, Certificate of Insurance and Bonds.
Accountable for productivity, safety, and theft.
Identify and develop field personnel including workers, foreman, and superintendent.
Verification of quality, accuracy, delivery, and installation of fabrication and equipment, assuring product meets project plans, specifications, and local code requirements.
Finalizes O&M and start-up manuals.
Coordinates Start-up and commissioning process.
Calls for a final inspection certificate.
Works with supervision to complete punch list and prepares As-Builts drawings.
Prepares and sends Customer Warranty Letter.
Conducts Owner Orientation as required.
Collects payments and retainage, closes project financials and files & stores documentation.
Qualifications Required Education, Experience, and Qualifications
4 Year Degree in Construction Management or applicable fieldwork experience in Plumbing.
Minimum 10+ year's verifiable Project Management experience working for a mechanical subcontractor in the areas of commercial HVAC and Plumbing.
Must have verifiable experience in working on various projects at a time (University buildings, etc).
Effective verbal and written communication skills.
Detail-oriented and willing to tackle various ongoing projects in a fast-paced environment.
Versed in the industry and the Company's competitors.
Ability to multitask and perform duties outside of the scope of work when necessary.

Education/Licensure Preferred: BS Engineering, MBA, Project Management Professional (PMP),
Professional Engineer (PE) License.
Experience Required: Minimum of 7 years of industry related experience as a Project Engineer or Project Manager.
Experience Preferred: 10 years of experience as the Lead Engineer on large multi-discipline projects, Project Engineer and/or Project Manager.
Working knowledge of scheduling techniques and software.
Knowledgeable in cost estimating and control.
Able to speak comfortably in a group setting.
