Essential Duties and Responsibilities
Leads internal and external reporting including data visualization, predictive and prescriptive models of Operations data, both ad hoc and recurring.
Leads the design, development, and maintenance of Power BI dashboards and reports built on top of LWVI's SQL databases, ensuring accuracy, usability, and performance.

Working knowledge of Structured Query Language and experience working with relational databases.

Access Management Manager
This position will supervise staff and provide technical guidance for the District Traffic Operations Office Access Management area.

Your Specific Responsibilities:
Directs and supervises staff and provide technical guidance for the District Traffic Operations Office Access Management area. Meets regularly with employees to assign work, establish work objectives and timelines to ensure working objectives are met. Evaluates employee's performance, during established time frames, throughout the year and at formal review periods. Motivates and trains and/or ensures required training is available for staff. Communicates regularly with direct reports, both individually and in staff meetings. Ensures that all the paperwork required for processing pay documents and personnel matters, including performance appraisals, disciplinary actions, filing vacant positions and separations, are completed accurately and processed in a timely manner.
Plan, direct, organize, track and manage activities associated with Access Management needs for the District. Ensure activities for the Access Management Department are consistent with the Access Management Guidebook, as well as Florida Statutes 14-96 and 14-97, and other relevant FDOT manuals and statutes. Serve as the leader for the District regarding Access Management requirements. Manage the schedule and preparation for all Access Management Review Committee (AMRC) meetings. Continuously look for opportunities to improve safety with all permit reviews, reviews of FDOT projects, as well as incidental review of the roadway network.
Manage the review of plans, permit applications, FDOT projects, and other documents for access related issues. Attend meetings such as pre-application meetings, TRC/DRC (Transportation Review Committee/Development Review Committee) meetings with local agencies, scope development meetings, and others to represent the District for access management related issues. Assist the District Traffic Services Program Engineer on various access management related items.
Work with Central Office and legal department regarding access management challenges and provide useful reviews, comments, and suggested changes to planned revisions for access management guidelines and Florida Statutes. Work with FDOT Legal regarding access management disputes and testify at Division of Administrative Hearings (DOAH) as required.
Serve as the liaison to local municipalities and counties. Actively works with agencies and developers to improve relations and pursue win-win solutions. Participate in meetings and presentations with internal and external customers to represent Traffic Operations interests. Provide useful commentary and review of work products, development of correspondence and follow-up contact as needed. Represent Access Management at public meetings to assist design Project Management regarding access related questions.
Perform engineering review and analysis, develop engineering reports and associated documents (work orders, traffic regulations, signal operating plans, benefit/cost analysis, etc.) This includes field assessments, applying engineering principles and judgment to identify operational and safety deficiencies and appropriate remedial action. Coordinate with Department staff, affected external agencies and customers as required. Ensure coordination of resources necessary to implement remedial action.
Assist in development and management of professional and contractual services contracts and other types of agreements that support Traffic Operations functions. Includes developing documentation for contract funding, request for proposal (RFP) and related documents, participation on technical review committees (TRC), evaluation of contract work products, consultant evaluation and invoice processing / approval.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
Knowledge of traffic engineering concepts, terminology, principles, and analytical techniques;
Knowledge of the Manual of Uniform Traffic Control Devices;
Knowledge of Florida Department of Transportation standards, manuals, guidelines and practices;
Knowledgeable of traffic data collection techniques;
Knowledge of Access Management Principles;
Knowledge of FDOT Rules 14-96 and 14-97 and their application.
Skills in:

Other Job-Related Requirements:
Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT). Essential Functions
Key Responsibilities:
Lead and supervise field technicians, ensuring projects are completed safely, on time, and within scope.
Perform and oversee high-voltage and control voltage field operations, including transformer testing, grounding, and troubleshooting of 600V systems.
Coordinate with utility and telecommunications providers to ensure compliance with network and electrical specifications.
Conduct field quality control inspections, ensuring adherence to engineering and safety standards.
Manage the tracker for field activities, schedules, and project status.
Plan and schedule technician site visits, arrange travel, and assign project tasks.
