**The Role**

This Project Manager position will spearhead the development, implementation, and maintenance of an electronic monitoring program for the West Pacific commercial pelagic longline fishery. The position will be based in Honolulu, Hawaii and integrated within the operational structure of the Fishery Research and Monitoring Division of the Pacific Islands Fishery Science Center of NOAA Fisheries. The incumbent will work closely with NOAA Fisheries and PSMFC personnel to create and oversee a comprehensive electronic monitoring program encompassing equipment installation, data collection, video review, and data management systems. This position includes supervisory duties. The incumbent will supervise PSMFC staff working for the West Pacific electronic monitoring program.
Essential Functions:
Conduct and supervise video review, including the development and implementation of video review protocols, data tracking procedures, and quality control measures.
Serve as leader for a field research or commercial project. Develop annual work plan, annual statement of work, and annual budget. Establish schedule and assure personnel and funding resources are in place for each phase.
Develop and implement procedures and techniques to insure data integrity, timely data flow, scientific accuracy, adherence to policies and specifications, and production of deliverables.
Write, edit, and assemble electronic monitoring project progress reports, technical reports, and annual reports. Assure compliance with fiscal and reporting guidelines.
Represent project status in meetings with agencies, fishing industry representatives, universities, and consultants. Coordinate activities with affected parties and gain support and acceptance of proposals and recommendations.
Serve as supervisor of project team members. Communicate objectives of the project to assigned staff. As supervisor, perform all, or mostly all, of the following activities:

Senior Project Manager #24-3618 Position Description Construction Project Manager at Tripler Army Medical Center - Honolulu, HI: Onsite Construction Project Manager, will be responsible for managing and performing the daily responsibilities related to the physical construction of new and repair/renovation projects ranging from $100,000 to $50,000,000, and to ensure the project is constructed in accordance with the project Quality Control Plan and Safety Plan. Project Manager shall also have duties of project planning, scheduling, project accounting/cost control while providing technical direction. Project Management experience from conceptual thru close-out phases required.
Onsite Project Manager responsibilities will include but are not limited to:
* Generating all project site deliverables, site planning and logistics, contract administration, cost management, time management, quality control management and safety management.
* Coordinate between contractors, subcontractors; design consultants and staff to provide a completed project on time and under budget and will have complete oversight and authority for all onsite construction activity from start to finish.
Detailed work activities:
* Oversee and document all project site operations and activity to ensure contract compliance.
* Attend design kick off and review meetings.
* Assisting the corporate support office in the development of project staff.
* Coordinating onsite activity with the corporate office activities.
* Organizing and overseeing jobsite administration.
* Organizing and coordinating field supervision.
* Assisting in the procurement of subcontractors and suppliers.
* Developing, monitoring, updating and communicating the progress schedule and its periodic revisions.
* Managing the direct labor force and maintaining labor relations.
* Managing subcontractor schedules, quality of work, coordination with the trades and payments.
* Coordinating cost-progress targets and production.
* Identifying and resolving all changes.
* Establishing and maintaining relations with owner(Government), design professionals, building officials, local businesses, security and emergency personnel.
* Perform all onsite project review and preparatory meetings with owners and subcontractors.
* Adhere and maintain project site Safety and Health Plan to contract documents, regulations and procedures.
* Adhere and maintain project site Quality Controls Plan (QCP) to contract documents and specifications.
* Interpret plans and specifications for architecture, construction, or engineering projects.
Additional Tasks/duties Include:
* Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
* Determine labor requirements.
* Prepare and submit budget estimate and progress and cost tracking reports.
* Inspect and review projects to monitor compliance with building and safety codes, and other regulations.
* Prepare contracts and negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.
* Obtain all necessary permits and licenses.
* Take actions to mitigate the result of delays, bad weather, or emergencies at project site.
* Schedule the project in logical steps and budget time required to meet deadlines.
* Interpret and explain plans and contract terms to administrative staff, workers and clients representing to owner.
* Investigate damage, accidents, or delays at construction sites and ensure that proper procedures are being carried out.
* Perform the onsite documentation for project close-out and as-built drawings.
* Perform all other duties as assigned.

Position Requirements
* Minimum (5) years' Construction Project Management experience required.
* The successful candidate should have sufficient work-related experience.
* A BS or MS [Engineering/Construction Management] graduate is not required but would be favorable.
* Knowledge of relevant Construction Management policies, procedures, and practices.
* Current Project Management Professional (PMP) certification issued by the Project Management Institute (Preferred but not Required).
* Excellent communication skills.
* Thorough understanding of reading construction drawings.
* Thorough understanding of MEP building systems.

Demonstrated skills in photography and videography (camera operation, lighting, audio recording, post-production editing)

We are seeking a highly qualified Project Manager (PM) to join our Project Management Team. The Project Manager will report to the Vice President of Programs and is responsible for the management and execution of commercial and military ship repair contracts ranging from $1M and up to $100M in value. The ideal candidate will thrive in a dynamic and fast-paced environment with full responsibility for the successful outcome of his/her project.
Position Summary
The PM must be an excellent communicator and leader to establish and maintain working relationships with different stakeholders, including owners, managers, estimators, engineers, subcontractors, supervisors, and production workers. The PM must have experience and knowledge of government contracts, estimating methods, project scheduling, and be comfortable negotiating contract changes with the customer. Additionally, the PM should have experience onboard ships as well as experience with traditional marine engineering and shipboard equipment. The PM will need to read and understand complex work specifications, diagrams, blueprints, technical manuals, test procedures, and NAVSEA Standard Items.
The Project Manager must be knowledgeable of Project Management principles such as scheduling and work sequencing, risk management, performance management, and change management. The PM must be effective in scheduling and coordinating multiple resources such as labor, equipment, material, and subcontract support.
The PM must be capable of conducting daily and weekly meetings with all stakeholders ranging from executive management to customers. These meetings may include production meetings, weekly progress meetings, conferences, and formal reviews.
Essential Duties & Responsibilities
* The focal point for customer interaction to manage ship repair contracts
* Supervises project management staff
* Coordinates changes to contract to ensure timely implementation and completion
* Interfaces with vessel's stakeholders on day-to-day matters
Education/Training/Skills:
* Bachelor of Science in engineering or related field or equivalent work experience
* Minimum requirement of 10 years of ship repair or marine industry experience
* Minimum requirement of 5 years of project management experience
* Knowledge of managing federal contracts
* Knowledge of shipboard tag-out procedures and Navy Work Authorization (WAF) controls
* Previous experience or training in work sequencing and scheduling
* Excellent written and verbal communication skills
* Proficient with Microsoft Word, Excel, and Project or similar scheduling software
Qualification/Requirements:
* Must show proof of legal right to work in the United States and US Citizenship due to security clearance required for base access
* Must be able to obtain a Transportation Worker Identification Credential (TWIC) and a Defense Biometric Identification System (DBIDS) Credential to gain access to Navy base.
* All candidates must submit to and pass a post-offer drug screening and background check.
* Valid State of Hawaii drivers' license in good standing, class 3 or higher
