The Operations Support Manager is responsible for driving operational excellence and supporting the successful onboarding, launch, and ongoing performance of customer sites within their district. They drive non-technician gross margin at a district level, including managing the cost of supplies and fleet, and supporting parts margin expansion, acting as the district level lead with the Supply Chain team. This role leads cross-functional initiatives, manages technical and operational processes, and serves as a coach for front-line leaders and technicians. They are a member of the district leadership team in partnership with the District Operations Manager and Business Development Executive.
Key Responsibilities:
Customer Onboarding & Launches
* Drive and own the end-to-end customer onboarding process, ensuring a seamless transition from pre-launch to full operational status.
* Plan and lead customer pre-launch due diligence, including site assessments, requirements gathering, and risk identification.
* Manage multiple service launches simultaneously, coordinating resources and timelines to meet customer and business objectives.
* Lead buildout planning and execution for new locations, leveraging external vendor partners as required.
Operational Excellence & Quality
* Identify root causes for technical customer service concerns and implement corrective actions to resolve issues and prevent recurrence.
* Develop, implement, and continuously improve critical processes to enhance operational quality, efficiency, and customer satisfaction.
* Troubleshoot operational issues and implement Standard Operating Procedures (SOPs) to drive consistency and best practices across sites.
* Drive leaders to optimize day-to-day operations, leveraging data and feedback to improve performance.
* Ensure we are meeting the Customer Promise cycle time consistently across the district.
Technical Training & Support
* Provide technical training and support to technicians and front-line field leaders, ensuring teams are equipped with the skills and knowledge needed for success.
* Serve as a resource for technical problem-solving and process improvement initiatives.
Supply expense management
* Minimize tech supply costs by ensuring consistent use of preferred suppliers, controlling credit cards, and driving strong ordering processes (e.g., min/max processes, etc.)
* Analyze supply usage to identify locations of overspending and root cause problem-solving to drive savings.
* Ensure parts profitability via vendor leverage and best practices
* Automate invoices to reduce front-line manager time commitment.
Supply Chain & Fleet Management
* Lead supply chain initiatives for the division, collaborating with procurement and fleet teams to ensure timely and cost-effective delivery of materials and equipment.
* Own all site and fleet-related audits, ensuring compliance with company standards and regulatory requirements.
* Manage fleet requests, including vehicle allocation, maintenance, and replacement planning.
* Lead EH&S initiatives for the division, ensuring compliance with all regulatory requirements and fostering a culture of safety and responsibility.

Position Overview:
This is a supervisory position in an Inspection Center overseeing a team carrying out daily operations within a Carvana Inspection Center.. The Reconditioning Manager oversees all aspects of the vehicle reconditioning process and directs at least five leads and up to 70 front line associates in a lean manufacturing environment. The primary duties include: Facilitate the successful completion of operations related projects; provide supervision, guidance, and training as needed to internal and external project teams and consultants; assign tasks, monitor performance, and ensure teams operate in compliance with the agency's policies and procedures. Collaborate with key stakeholders during all phases of track, station, and other infrastructure projects; and manage the communication and timely flow of information between all parties throughout project life cycle. Provide project subject matter expertise; review scope; advise on project challenges and feasibility from an operations perspective; and assist in the development of key performance indicators (KPIs) to describe and illustrate phases of multiple projects and processes. Monitor project status; maintain related documents; identify risks and develop and recommend solutions that may be complex in nature; ensure projects operate safely, within scope, and stay on schedule; and prepare reports on progress detailing issues and deliverables; and present information to senior management. Serve as department lead on the development and implementation of short-, intermediate-, and long-term interdepartmental service plans, schedule changes, and projects; conduct research to collect and analyze data needed to forecast ridership during construction season; and identify areas in need of service adjustments. Coordinate team's day-to-day activities, assign tasks/projects and monitor performance, and provide guidance and training, but is not a supervisor. Promote safe work practices and maintain and foster a safe work environment. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements
Bachelor's degree in Public or Business Administration, Engineering, Transportation, Urban Planning or related field or in lieu of a specified degree, any combination of education and experience that equals four (4) years in project management.
In addition to #1, must have a minimum of five (5) years of project management experience preferably in transportation operations, planning, or a transportation-related field.
Have at least two (2) years of supervisory experience.
Considerable knowledge of transportation or urban planning principles.
Considerable knowledge of program or project management principles and techniques.
Considerable knowledge of research methodologies.
Considerable knowledge of railroad operations and issues affecting on-time performance.
Proficient in Microsoft 365 (Word, Excel, PowerPoint, Access, OneDrive) and SharePoint.
Familiar with SQL, PowerBI, geographic information system (GIS), enterprise asset management systems (EAMs) such as Maximo or ServiceMax, and Adobe products for data management, presentation creation, and other tasks required for the job.
Strong written and verbal communication and interpersonal skills to respond tactfully, clearly, concisely, and appropriately to inquiries from internal employees and public and governmental agencies on issues in the area of responsibility.
Strong organizational and analytical skills needed to prioritize timelines, project schedules, and manage complex projects.
Ability to set priorities, develop work schedules, monitor progress towards goals, meet deadlines, and track information and activities.
Ability to provide a high level of customer service when working with the public, vendors, contractors, and agency staff.
Ability to work independently or on a team on multiple tasks with a sense of urgency.

The role
We are seeking a strategic and dynamic Sr. Program Manager, Production & Engineering Change to lead our efforts in driving engineering change management and program execution across multiple platforms. This role is responsible for overseeing cross-functional teams, ensuring alignment with customers and internal requirements, and delivering programs on time, within budget, and to the highest quality standards.

What You'll Do
Engineering Change Management: Drive and support engineering change processes for both customer-driven and internal changes. Coordinate quoting, costing, planning, implementation, and closure of engineering changes for new and existing programs. Chair Change Authorization & Implementation meetings and ensure timely execution of approved changes.
Program Leadership & Oversight: Lead cross-functional program teams in executing Business System, Product Delivery Process (PDP) guidelines, and Engineering Change processes. Establish and communicate program-specific deliverables related to timing, quality, and completeness. Monitor progress, track milestones, and lead monthly program reviews with executive management. Elevate issues and remove barriers to ensure successful program execution.
Program Leadership & Oversight: Lead cross-functional program teams in executing Business System, Product Delivery Process (PDP) guidelines, and Engineering Change processes. Establish and communicate program-specific deliverables related to timing, quality, and completeness. Hold the cross-functional team accountable to meet agreed-upon deliverables and milestones. Monitor progress, track milestones, and lead monthly program reviews with executive management. Elevate issues and remove barriers to ensure successful program execution.
Strategic Program Planning: Ensure program planning aligns with established objectives and company targets for: Safety, Quality, Cost, Timing. Lead program review activities for assigned programs.
Technical & Operational Leadership: Oversee content development, manufacturing requirements, cost analysis, design compliance, tooling and equipment, material sourcing, program contracts, timing, resource allocation, and facilities planning. Ensure overall quality of design PDP deliverables to operating divisions. Promote coordination between manufacturing and product engineering in design control activities.
Customer & Executive Engagement: Facilitate program and phase reviews. Lead resolution of key customer concerns. Support executive-level interactions with customers, plants, and internal stakeholders. Be actively engaged and, as required, serve as the single point of contact or liaison for the customer on Engineering Changes, ensuring clear communication and alignment throughout the process.
Team Leadership & Development: Provide direction, coaching, and mentorship to team members. Promote cross-functional collaboration and resolve escalated program issues.
Safety, Compliance & Administrative: Initiate and approve purchase requisitions for contracted work. Document all activities as required and adhere to company safety and emergency guidelines. Ensure safety remains the number one priority by fostering a culture of safety and leading by example in all actions and decisions. Perform additional responsibilities as assigned by management.
Who you are
Bachelor's degree in business or technical engineering discipline, with a preference for Mechanical or Industrial Engineering.
Minimum of 5 years of program management experience in an automotive manufacturing or engineering environment.
Experience working with GM and Ford, including familiarity with their internal change management systems and processes.
Proficient in PC applications for cost tracking, budgeting, and spreadsheet analysis.
Strong financial acumen with the ability to manage budgets, analyze cost impacts, and support data-driven decisions.
Strong written, verbal, and interpersonal communication skills.
Proven track record of leading project teams and managing cross-functional initiatives.
Demonstrated ability in problem-solving, business decision-making, and delivering effective presentations.
Ability to handle and maintain confidential information with discretion.
