Todd A. Shamash is President and CEO of Capital BlueCross, the leading health solutions company headquartered in Central Pennsylvania and the Lehigh Valley. Mr. Shamash assumed the top leadership role in April of 2020 having previously served as Senior Vice President, General Counsel, and Corporate Secretary leading the legal, regulatory, and governance teams. Mr. Shamash previously served as deputy chief of staff for the Pennsylvania Governor's Office, where he oversaw healthcare, insurance, and all health-related agencies. As senior counsel for Jefferson Health System, he was responsible for the oversight of reimbursement, payer relations, and malpractice coverage for the second largest health system in Pennsylvania. As department counsel for the Pennsylvania Insurance Department, he helped to establish managed care regulation mechanisms and health insurance regulations. Mr. Shamash has served on numerous banking, insurance, community, and health-related boards including the Pennsylvania Employee Benefits Trust Fund, Pennsylvania Health Insurance Exchange Authority, Pennsylvania Banking and Securities Commission, as an appointee of Pennsylvania Governor Tom Wolf on the Pennsylvania Health Care Cost Containment Council, and Harrisburg’s Whitaker Center for Science and the Arts. He is a graduate of the University of Kentucky and Dickinson Law School. A native of Central Pennsylvania, he resides in Cumberland County with his wife and two children.

Mr. Constantine was appointed President and CEO of United Concordia Dental (UCD) in August 2019 after having served as its President and COO since June 2017. UCD is Highmark Inc.'s national dental subsidiary serving approximately 9 million members with annual revenues of approximately $1.6B. Mr. Constantine previously served as Executive Vice President of Commercial Markets for Highmark Inc. from July 2015 until June 2017. Mr. Constantine also served as the President of Highmark Blue Cross Blue Shield Delaware from January 2012 through August 2018.
