DOMICILE REQUIREMENT:
District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment. The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment. Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
The Department of Buildings (DOB) is charged with promoting the health, safety, and quality of life of residents and visitors in the District of Columbia by reviewing proposed plans for technical sufficiency, issuing permits to ensure competent construction, inspecting the built environment, regulating land use and development, and enforcing the regulations and codes governing building construction, rental housing conditions, building maintenance, building safety, and zoning. DOB is a new agency within District of Columbia government and will become operational on October 1, 2022.
The functions of the Department shall be to:
- Ensure that the physical environment and structure of all buildings in the District of Columbia meet all applicable regulations and codes for preservation or for the use to which the space or structure is to be put;
- Ensure that the habitability and sanitary condition of all rental housing units in the District of Columbia meet all applicable regulations and codes, except those that are under the exclusive jurisdiction of the United States; and
- Ensure that public and private land and structures meet adequate health, safety, and environmental standards.
The Director will manage and administer the Department and all functions and personnel assigned thereto, including the power to redelegate to other employees and officials of the Department such powers and authority as in the judgment of the Director is warranted in the interests of efficiency and sound administration, excluding the ability to alter the duties and functions of the Chief Building Official or the duties and functions of the Strategic Enforcement Administrator.
DUTIES AND RESPONSIBILITIES
- Reviews recommendations from offices and administrations within the Department on policies and legislation and makes final recommendations.
- Provides alternative approaches in resolving and developing strategies for obtaining needed support fromprofessional, business, and public groups outside the Department.
- Attends meetings with officials of other D.C. agencies, board and commission members and members of the business community on the full range of licensing matters Speaks before business or civic groups expressing the Department views regarding functions of the Administration.
- Plans, develops, and administers a program of operations and operating policies and procedures to implement the Department’s assigned functions.

- Develops the agency’s annual budget submission and ensures expenditures are in line with budget.
- Implements personnel actions such as hirings, promotions, reassignments, reclassification and disciplinary matters for theemployees in the Department.
- Performs other related duties as assigned.
REQUIRED BACKGROUND AND EXPERIENCE
- Bachelors or Masters degree in public administration, public policy, government operations or a closely related field is preferred.
- Must have 2-7 years of documented experience in senior leadership.
- Must have knowledge of federal, state, and local rules and regulations pertaining to activities and functions of the department.
- Applicants must provide evidence of progressively responsible leadership experience that is indicative of senior level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization.
