Becoming a Civil Engineer of Construction at the Lake County Division of Transportation will allow you to oversee the construction of a variety of exciting road, bridge, and other transportation projects. An Assistant Civil Engineer I - Utilities may be considered for advancement to Assistant Civil Engineer II - Utilities after demonstrating proficiency to perform the full range of duties of the more experienced class. Typically, an Assistant Civil Engineer I - Utilities is expected to be capable of meeting the proficiency criteria within a two-year period, depending on an individual's education, prior experience, and progression in performing a full range of Assistant Civil Engineer II - Utilities duties. Assistant Civil Engineer II - Utilities Education: Bachelor of Science degree in Civil Engineering or related field from an accredited four-year college or university. Possession of an Engineer in Training (EIT) Certificate from the State of California is desirable. State of California Water Distribution and/or Water Treatment Operator Certification is desirable. Experience: Three (3) years of civil engineering experience related to potable water, recycled water, sanitary sewer, and storm water is required.Knowledge of: Civil engineering principles, design standards, surveying, construction principles and practices, and regulations related to water, sewer, and storm water utilities; Computer-aided drafting (CAD); Geographic Information System (GIS), Microsoft Excel spreadsheets and graphing, Microsoft Word, recordkeeping; and principles of public relations. Ability to: Analyze and solve routine engineering problems by arriving at valid conclusions; prepare reports; communicate effectively in English both orally and in writing; supervise lower level staff and volunteers as assigned; accept direction and training; perform civil engineering duties in the areas of water, sewer, and storm water utilities design. License Requirement: Due to the performance of field duties, the ability to operate a City vehicle may be required; therefore a valid California Class C Driver's License and acceptable driving record at time of appointment and throughout employment in the position is required. PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS Work is primarily performed in an office environment that requires extended sitting, mobility in the field at construction sites with potential exposure to dangerous machinery and potential physical harm, ability to lift and carry up to 25 pounds, and perform other similar actions during the course of the workday. GENERAL STATEMENT OF JOB Under limited supervision, this position designs and manages construction of municipal construction projects, by reviewing commercial sites and subdivision plans, and ensuring designs are structurally sound and well designed, and meet engineering, and city codes and specifications. Reports to the Assistant Director of Engineer. ESSENTIAL JOB FUNCTIONS Facilitates engineering designs by collecting and studying reports, maps, blueprints, and drawings; performs engineering calculations, such as evaluating materials, dimensions, layout and code compliance; monitors contractor's progress and makes determinations on work performance; communicates with on-site inspectors on construction projects; ensures inspection of project components and sequences, and the adherence to specifications and codes Serves as project manager on municipal construction projects for all infrastructure types including but not limited to neighborhood rehabilitation, building renovations, park facilities, schools, parking facilities, etc. for the department, including acting as a liaison to coordinate the activities of contractors retained by the city for project design and construction. Under supervision, works with engineering consulting firms on municipal construction projects; designs concrete and utility repairs; prepares cost estimates and specifications; and identifies needed property acquisitions. Assists with Hampton Roads Planning District Commission Regional Construction Standards and develops/updates city construction standards. Provides engineering information by answering questions and responds to requests; investigates citizen complaints; and recommends solutions; engages with citizen groups and businesses affected by city projects; and provides information regarding the basis for the project and project related decisions; assists citizens with reviewing and understanding proposed projects. Under supervision, prepares designs for bids; conducts bid openings and reference checks for projects; prepares approval of award letters; analyzes bids and prepares bid tabulation results; and reviews contractor's bonds and insurance. Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.
