Assistant Engineers - Civil (Level II) have no supervisory responsibility, but may provide technical direction to subordinate engineering and paraprofessional engineering personnel engaged in design and construction of such work.

General Qualifications

ESSENTIAL JOB FUNCTIONS

Serves as project manager on municipal construction projects for all infrastructure types including but not limited to neighborhood rehabilitation, building renovations, park facilities, schools, parking facilities, etc. for the department, including acting as a liaison to coordinate the activities of contractors retained by the city for project design and construction.
Under supervision, works with engineering consulting firms on municipal construction projects; designs concrete and utility repairs; prepares cost estimates and specifications; and identifies needed property acquisitions.
Assists with Hampton Roads Planning District Commission Regional Construction Standards and develops/updates city construction standards.
Provides engineering information by answering questions and responds to requests; investigates citizen complaints; and recommends solutions; engages with citizen groups and businesses affected by city projects; and provides information regarding the basis for the project and project related decisions; assists citizens with reviewing and understanding proposed projects.
