DUTIES:
* Provide a full range of dental hygiene care and patient education for a variety of dental conditions.
* Plan and administer a preventive dentistry program, providing comprehensive oral health education and hygiene treatment.
* Perform prophylactic procedures, conduct oral health assessments, take and interprets radiographs, and provide tailored oral health education.
* Apply caries-preventive agents, desensitization, root planing, temporary restorations, impressions, suture removal, and home-care instruction.
* Administers local anesthesia under close supervision of the dentist.
* Assists the dentist by smoothing and polishing restorations, reducing sharp edges, inserting temporary fillings, and making minor repairs

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). BASIC REQUIREMENTS:
License: Applicants for all grade levels must be currently licensed to practice as dentalhygienists in a State or territory of the United States or the District of Columbia.
Radiological Certification: Public Law 97-35 requires that persons who administer radiological procedures meet the credentialing standards in 42 CFR Part 75. Essentially, they must (1) have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the Department of Education, and (2) be certified as radiographers in their field. The following meet these requirements:
* Persons employed by the Federal Government as radiological personnel prior to the effective date of the regulation (January 13, 1986) who show evidence of current or fully satisfactory performance or certification of such from a licensed practitioner such as a doctor of medicine, osteopathy, dentistry, podiatry, or chiropractic who prescribes radiological procedures to others.
* Persons first employed by the Federal Government as radiological personnel after the effective date of the regulation who (a) received training from institutions in a State or foreign jurisdiction that did not accredit training in that particular field at the time of graduation, or (b) practiced in a State of foreign jurisdiction that did not license that particular field or did not allow special eligibility to take a licensure examination for those who did not graduate from an accredited educational program, provided that such persons show evidence of training, experience, and competence as determined by OPM or the employing agency.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service (obtained in either the private or public sector) performing the following type of work and/or tasks: conduct oral health assessments on patients; respond to patient reactions during procedures, making minor adjustments in approach as needed; perform oral prophylaxis including scaling, root planing, polishing, sealant application, and fluoride treatment; provide oral health education services to individuals; and take, develop, and interpret intraoral and extraoral X-Rays.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information
Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
This position may be covered by a Bargaining Unit depending upon location.

Radiological Certification Requirements for GS-3 and GS-4
Public Law 97-35 requires that persons who administer radiological procedures meet the credentialing standards, which are set forth in 42 CFR Part 75. Essentially, they must (1) have successfully completed an educational program which meets or exceeds the standards described in that regulation, and is credited by an organization recognized by the Department of Education, and (2) be certified as radiographers in their field. The following meet these requirements:
* Persons employed by the Federal Government as radiological personnel prior to the effective date of the regulation (January 13, 1986) who show evidence of current or fully satisfactory performance or certification of such from a licensed practitioner such as a doctor of medicine, osteopathy, dentistry, podiatry, or chiropractic, who prescribes radiological procedures to others.
* Persons first employed by the Federal Government as radiological personnel after the effective date of the regulation who (a) received training from institutions in a State or foreign jurisdiction which did not accredit training in that particular field at the time of graduation, or (b) practiced in a State of foreign jurisdiction which did not license that particular field or which did not allow special eligibility to take a licensure examination for those who did not graduate from an accredited educational program, provided that such persons show evidence of training, experience, and competence, as determined by OPM or the employing agency.

Time In Grade

The Expanded Practice Registered DentalHygienist works collaboratively with an integrated care team to provide direct dental hygiene clinical treatment and education in oral health maintenance and prevention to mobile medical clinic patients. The position develops and implements an individual preventive oral health program for clinic patients, other interested individuals and organizations. The position provides much-needed education and prevention services to a culturally diverse population that often has limited prior exposure to modern dental procedures. As the DentalHygienist, you will provide:
Direct Patient Care
* Provide clinical dental hygiene services, including prophylaxes, administering local anesthesia, scaling and root planing, fluoride application, complete periodontal charting and periodontal treatment; expose and mount dental radiographs; place dental sealants; take blood pressure, review and sign paper medical history forms of patient information, treatment plan, and proper chart documentation.

* Maintains and follows all safety standards and protocols. In order to have ample equipment available for patient care.
* EPDH will manage sterilization of all dental equipment needed for mobile dental services, including processing and sterilizing instruments, according to the dental protocol for instrument sterilization.
* Completes charting in a timely manner. Maintain a safe clinic and workplace.
* Position will receive safety and health training so that they can safely and properly do their work.

PRIMARY RESPONSIBILITIES:
Provides quality dental hygiene care in all venues through which agency personnel provide dental care.
Assist with policy/procedure development in the dental department.
Implement and adhere to the policies of the organization, as well as those of funding sources and third party payers.
Attend all regular dental team meetings.
Implementation of the dental department's Quality Improvement Plan.
Maintain cleanliness and infection control measures in the dental clinic.
Maintain supply inventory for hygiene treatment.
Work with front desk personnel to efficiently schedule hygiene patients.
Seat and dismiss patients and set up operatories for procedures.
Chart all patients, including date, service rendered, instruction given, treatment planning, medical history updates, etc.
Perform clinical procedures within the scope of hygiene practice, including thorough and gentle prophylaxis, scaling, root planning and selective polishing when medically necessary, expose radiographs as prescribed by dentist, apply topical fluoride as appropriate.
Provide patient instruction and demonstrate when necessary, as delegated by dentist.
Maintain current CPR licensure.
Other related duties as assigned.

The DentalHygienist provides preventive and therapeutic dental services to patients within the scope of practice of Registered DentalHygienists according to Massachusetts standards. The DentalHygienist also maintains proper dental records and timely completion of billing information.

PRIMARY RESPONSIBILITIES:
Provides quality dental hygiene care in all venues through which agency personnel provide dental care.
Assist with policy/procedure development in the dental department.
Implement and adhere to the policies of the organization, as well as those of funding sources and third party payers.
Attend all regular dental team meetings.
Implementation of the dental department's Quality Improvement Plan.
Maintain cleanliness and infection control measures in the dental clinic.
Maintain supply inventory for hygiene treatment.
Work with front desk personnel to efficiently schedule hygiene patients.
Seat and dismiss patients and set up operatories for procedures.
Chart all patients, including date, service rendered, instruction given, treatment planning, medical history updates, etc.
Perform clinical procedures within the scope of hygiene practice, including thorough and gentle prophylaxis, scaling, root planning and selective polishing when medically necessary, expose radiographs as prescribed by dentist, apply topical fluoride as appropriate.
Provide patient instruction and demonstrate when necessary, as delegated by dentist.
Maintain current CPR licensure.
Other related duties as assigned.

REQUIRED SKILLS, EDUCATION & EXPERIENCE:

Education: At least two years of post-secondary education from an accredited dental hygiene program required. Must be certified to practice dental hygiene in Massachusetts.
Experience: At least one year dental hygiene experience strongly preferred.
Skills: Ability to work with a diverse population and sensitivity to low-income populations. Legible handwriting for notation in patient charts. Highly organized. Computer proficient in office management software.
Other: Bilingual/bicultural preferred; strong interpersonal skills.

The San Mateo Medical Center operates five dental clinics located in San Mateo, Redwood City, Daly City, and Half Moon Bay, along with a Mobile Dental Clinic. These clinics provide dental care for children and adults, including homeless and transitional populations. Pregnant women on Medi-Cal and patients with an HIV diagnosis also receive dental services at these clinics, with coverage available through the Ryan White grant.
All Clinics are open Monday through Friday, 8 AM to 5 PM and some Saturdays and evenings. The Fair Oaks Health Center hosts UCSF dental students, while both the Fair Oaks Health Center and the Mobile Dental Clinic host UOP dental students to aid in patient care.
The Dental Assistant Series levels include:
Dental Assistant ($28.14 - $35.16 Hourly) is the experienced level class in the Dental Assistant series, competent to independently perform the full range of journey-level dental assisting work under the supervision of a dentist. This class is flexibly staffed with the Registered Dental Assistant and incumbents may advance to the higher level after obtaining required certification and demonstrating the required proficiency for the higher level.
Registered Dental Assistant ($33.26 - $41.58 Hourly) is the advanced journey-level classification in the series. Under the supervision of a dentist, incumbents at this level perform dental assisting duties which are limited to a person certified as a Registered Dental Assistant in addition to performing Dental Assistant duties of the lower level.
We are seeking Dental Assistants and Registered Dental Assistants who are motivated and demonstrate the willingness to learn and adapt to new situations. All Dental Assistants and Registered Dental Assistants rotate and should be available to work at any of our dental clinics. Transportation to each work site is the employee's responsibility. The current vacancies are two Part-Time, Extra-Help positions. Spanish speaking is preferred, but not required.
The ideal candidate will be a skilled and compassionate professional with a strong commitment to providing high-quality dental care to underserved communities. This includes children, adults, individuals experiencing homelessness, and patients with complex medical needs. Ideal candidates will also have:
* Proficiency in chairside assisting, digital X-rays, mixing dental materials, and maintaining a sterile environment. Registered Dental Assistants should also have additional skills such as coronal polishing and sealant application.
* Experience using Electronic Medical Records (EMR) systems, with a strong preference for EPIC.
* Ability to work effectively in a fast-paced environment while remaining composed when handling patient emergencies or high patient volumes.
* A valid California Registered Dental Assistant (RDA) license.
* Capability to conduct oral inspections and provide preventive services, including coronal polishing and topical fluoride application.
* Ability to provide chairside assistance in all phases of clinical dentistry, including oral surgery, pediatric dentistry, and other specialized procedures.
* Experience in testing pulp health, fabricating temporary fillings and crowns, and re-cementing dislodged temporary restorations.
* Competency in assisting with the administration of Nitrous sedation.
* Fluency in Spanish (reading, writing, and speaking) is highly desirable.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees are not guaranteed permanent status at the end of the assignment.Duties may include, but are not limited to, the following:
* Prepare patients for examination, treatment or surgery; arrange dental instruments, equipment and accessories on trays; set up medical and dental charts and X-rays.
* Take, develop and mount dental X-rays; maintain cleanliness of the X-ray room.
* Maintain dental/medical records of patient examinations and treatments, dental charts and medical histories; complete insurance forms; schedule return appointments for patients; schedule patients per provider request.
* Maintain office, operatories and equipment in sanitary and orderly condition; clean, oil, and prepare dental equipment for sterilization.
* Mix dental medicaments.
* Follow prescribed procedures in response to patient emergencies during treatment such as gagging, vomiting, convulsions, etc.; clean patients' air passages, remove obstacles from mouth and support head.
* Perform related duties as assigned.
Additional duties for Registered Dental Assistant, include, but not limited to:
* Conduct mouth inspections and provide preventative services, including, pit and fissure sealant application, coronal polishing, and topical fluoride application.
* Provide chairside assistance to dental providers in all procedures of clinical dentistry, including. oral surgery, pediatrics, and other procedures as permitted by the California Dental Board for Registered Dental Assistant.
* Under direct supervision, perform pulp vitality testing, and record findings. - Fabricate and cement temporary crowns and place temporary fillings-Under direct supervision, assist in the administration of nitrous oxide sedation (i.e. adjust the flow of gas as directed).
Knowledge of:
* Preparation of patients for examination.
* Methods of use, care and sterilization of instruments and equipment.
* Dental hygiene instruction, prophylaxis or coronal polish (for RDA level), and sealants (for RDA level)
* Dental X-ray techniques and safety procedures.
* Dental terminology.
* Office procedures and record keeping.
Skill/Ability to:
* Take, develop and evaluate dental X-rays.
* Work tactfully with patients and other personnel under stressful conditions.
* Respond appropriately to patient emergencies during treatment or surgery.
Education and Experience:
* Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is completion of a course of instruction for dental assistants.
Licensure/Certification:
* Possession of a Certificate of examination for radiation safety from the California Board of Dental Examiners.
* Possession of a Certificate of completion for a course in Basic Life Support as approved by the American Red Cross or American Heart Association.
Additional licensure/certification for Registered Dental Assistant:
* Possession of a valid California License as Registered Dental Assistant issued by the California Board of Dental Examiners.
