In performing these duties, your goals will be to ensure compliance with the Federal Title IV-E program requirements and to maximize Maine's reimbursement for child welfare services. Your duties will include: • Ensuring Title IV-E eligibility information is collected and entered into the Katahdin (Comprehensive Child Welfare Information System) in an accurate and timely manner. • Communicating directly with Office of Child and Family Services Caseworkers, providers and other state and federal agencies in order to obtain information and ensure compliance with applicable rules, regulations and policies. • Obtaining MaineCare and other state and federal benefits for children in the State's care based on eligibility. • Performing quality assurance audits of eligibility records to ensure accuracy of Title IV-E reimbursement and assisting in various state and federal audits to ensure compliance of federal Title IV-E law. • Preparing cases for and assisting in state and federal audits to ensure compliance with Title IV-E & IV-B laws. Minimum Qualifications: A four (4) year combination of education, training, and/or progressively responsible experience performing administrative and/or complex clerical tasks including experience which demonstrates interviewing and data gathering skills as needed to form basis for judgments in eligibility determinations. Conduct meetings via telephone, video conference and in person as deemed necessary and follow the approved documentation protocol. • Provide information, technical assistance and facilitate the resolution of issues with the Regional Behavioral Health Agreements (RBHA) and care providers to meet the needs of the clients. • Promote client rights and protection through outreach, the distribution of educational materials and facilitation of group education in the community. • Immediate representation to all newly assigned special assistance members, including but not limited to, initial outreach welcoming clients to OHR, explaining the role and preparing the advocacy chart. • Provide advocacy and guidance to the community about SMI grievances and appeals and service & discharge planning. • Completes weekly/monthly activity reports and database (case list) entries in a timely manner.
