This Supervisory CriminalInvestigator- Special Agent in Charge (SAC) position is located in Investigations (INV), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
* Provide strategic planning and coordination of criminal and administrative investigations ranging from complex fraud investigations to employee misconduct matters.
* Provide direction and oversight to TSA investigators to prevent and detect fraud, waste and abuse in TSA programs and operations which affect the integrity and efficiency of its activities and personnel.
* Oversee the planning of investigative strategies, techniques and approaches to assist prosecuting attorneys in preparing materials necessary for indictments, arraignments, trials, sentencing and appeals before U.S. courts.
* Provide technical guidance on sensitive cases and analyze the results of the investigations.
* Coordinate with stakeholders in areas of responsibility regarding investigative activities that have broad impact on TSA programs.
* Liaise and direct Federal Air Marshal Service and Federal Security Directors on efforts to detect and prevent regulatory and criminal violations.
* Address stakeholders regarding interagency agreements and cooperation, and investigative and prosecutorial collaborations.
* Direct programmatic improvements for investigative procedures, techniques and policies.
* Set priorities to determine the quantity and quality of assignments, with tasks appropriate to staff capabilities, and guides employee developmental opportunities.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
This position is a secondary Law Enforcement Officer (LEO) position covered under 5 U.S.C. 8336 (6) Civil Service Retirement System (CSRS), and General Provisions for Law Enforcement Officers 5 U.S.C. 8412(d), Federal Employees Retirement System (FERS). The conditions for coverage of a secondary position are contained in 5 C.F.R. 831.902 (CSRS) and 5 C.F.R. 842.803 (FERS).

Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
* Experience managing and supervising criminal and administrative investigations. AND
* Experience applying criminal statues, rules of evidence, and court decision for conducting investigations. AND
* Experience in conflict resolution and applying appropriate investigative protocols with industry officials at, federal, state and local levels.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. * Required to carry a firearm and conduct full law enforcement activities. Required to maintain firearm proficiency. Failure to maintain firearm proficiency may result in either assignment to another position, demotion, or separation by appropriate procedures. Must be proficient in the use of hand weapons and be knowledgeable in unarmed combat.
* Must meet and maintain medical requirements as stated in the TSA Medical Guidelines for CriminalInvestigators.
* Physical Demands: Must be able to perform the essential job functions described in the TSA Medical Guidelines for CriminalInvestigators.
* Physical Demands: Incumbent must maintain a high standard of physical condition enabling him/her to work long hours under adverse conditions with unscheduled travel.
* LAUTENBERG AMENDMENT: This position may require the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (9)). A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use of attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statue are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001).
* Selectee is entitled to Law Enforcement Availability Pay (LEAP) of up to 25% of base pay for availability to work substantial amounts of "unscheduled duty."
* Required to maintain the ability to be called as a law enforcement witness in administrative and judicial proceedings without the existence of potential impeachment information that casts a substantial doubt upon the accuracy of the testimony.

Qualifications
Education and Experience: Education equivalent to graduation from a college or university with a bachelor's degree and experience equivalent to one year of full-time professional experience or one year of a relevant internship investigating fraudulent or criminal activity or child abuse and neglect.
Substitution of Experience for Education: Military, Law Enforcement, or other professional investigative experience may be substituted on a year-for-year basis.

Overview
This classification performs professional investigative work of considerable difficulty and performs related work as required. An employee in this class performs investigations at DCS field offices, homes, secure institutions and contracted agencies from an assigned area of the state. This class differs from the DCS Investigator 1* position in that the latter is an entry level/training class.
Responsibilities
Receives verbal and/or written complaints to determine if an inquiry/investigation will be authorized and if DCS policies and procedures have been violated. Identifies and gathers complete, accurate, and pertinent information to assess validity of allegations received and provides supervisor with status updates as requested or required by policy.
Conducts interviews with multiple individuals to obtain information relevant to the allegation. Documents accurate information from an interview in a timely manner per policy.
Identifies and collects evidence/data of relevance. Analyzes evidence to interpret sequence of events, to determine the focus of the investigation, or to develop investigative leads to determine if it supports the allegation.
Prepares reports for court. Appears in court/administrative hearings to testify to findings in cases/investigative summaries.
Uses policy, training, and experience/knowledge in the review of relevant information to determine plan of action or resolution.
Develops and maintains relationships with outside groups, law enforcement agencies, court officials and other governmental agencies. Communicates with coordinating agencies, victims, and court system regarding investigative activity and provides interpretation of reports/investigative leads to concerned/involved parties.
Determines if a policy violation or abuse/neglect has occurred. Identifies the perpetrator, the level of risk or harm, and determines the need for additional steps.
Coordinates work assignments and activities of law enforcement/investigative peers in joint investigations.

The Supervising CriminalInvestigator (SCI) II position is in the Investigation Division (ID) under the direction of the ID Chief, also known as Division Chief. The SCI II, also known as Manager, is accountable for effectively and efficiently managing the assigned investigative operations. The SCI II is administratively responsible for the pursuance of investigations resulting in prosecution of fraud activity committed against the Employment Development Department (EDD) programs (except internal cases). This involves specialized criminalinvestigations derived from any source that include, but are not limited to, the following: doctor, disability, employer, underground economy, forgery, and impostor fraud. The SCI II supervises designated SCI Is and is accountable for assessing their positive and effective supervision of investigators and other assigned subordinate staff.
Assists the Division Chief in planning and directing work as required, and may act in the Division Chief's absence when assigned. Acts as the Area Manager and has responsibility for developing and maintaining positive and effective relationships with the managers of all EDD offices, and with the administrators of all districts in the area. Provides supervision and guidance to all staff and directly manages/supervises all area administration and support activities. This primarily involves personnel, budget, training, planning, research, equipment, supplies, clerical operations and line supervision.
Works in coordination with the Southern California SCI II on coordinated activities of investigator staff and assumes responsibilities of Northern California District operations in the absence of the incumbent.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. The Office of the Inspector General (OIG) enforces criminal law to detect and deter crime within the Colorado Department of Corrections (CDOC). Through the use of systematic investigative techniques, position plans and conducts criminal and administrative investigations as well as preparation of legal documents, reports, warrants and affidavits.
Specific duties and responsibilities of this position include, but are not limited to:
* Conduct investigations of offender and employee misconduct to include violations of state statutes, federal laws and/or violations of administrative regulations.
* Investigations may include Title VII discrimination and sexual harassment complaints, use of force allegations, staff and offender relationships and other allegations of significant employee misconduct;
* Coordinate facility drug interdictions and provide matrix supervision of assigned facility staff;
* Interview suspects, victims, witnesses, and confidential sources;
* Independently investigate crimes in a prison facility;
* As lead investigator/ team leader, direct field investigations on a continuing basis, inclusive of determining and using the resources needed to complete an investigation, and assigning tasks to other investigative personnel and law enforcement officers;

* Inventory and secure items seized during search warrants and during the routine collection of crime scene evidence and create exhibits for court proceedings;
* Testify in court (e.g. administrative and personnel hearings, depositions, etc.);
* Assigned other investigative tasks as required to include: assistance to other divisions on criminalinvestigations; fugitive operations; background investigations; interdiction operations; and other duties normally assigned to the Special Operations Divisions;

Important information about this position:
* As an OIG investigator you will work as a lead investigator, a support investigator and as an independent investigator at various times depending on the situation being investigated.
* Position is subject to and must successfully pass a law enforcement background investigation, integrity interview and psychological evaluation.
* Position will be on-call 24 hours a day, seven days a week on a year-round basis to any correctional facility in the State of Colorado.

A combination of related education, formalized apprenticeship program, certification, and/or relevant professional investigative experience as defined above equal to eight (8) years.

Under general supervision, the CriminalInvestigator trains to investigate alleged or suspected violations of Federal, State, or local laws, rules, and regulations to determine if evidence is sufficient to recommend prosecution or to report findings to the appropriate jurisdictional authority for their action. West Georgia Judicial Circuit - CriminalInvestigator II The West Georgia Judicial Circuit Public Defender's Office is seeking to fill one (1) CriminalInvestigator II position. This position plans and conducts investigations in defense of clients charged with criminal offenses, including client interviews, evidence analysis, scene investigation, witness location and interviews, records collection, and background checks. The CriminalInvestigator will work cooperatively with attorneys to develop strong client relationships, defense theories, and evidence supporting thereof, prepare reports of interviews and developments in case investigation. One year of experience and P.O.S.T certification is preferred.

Bachelor's degree in a related field from an accredited college or university, Georgia P.O.S.T. certification, and one (1) year of related experience; or Georgia P.O.S.T. certification and three (3) years of experience in law enforcement or related field; or Georgia P.O.S.T. certification and one (1) year of experience required at the lower level CriminalInvestigator 1 (PSP090) or position equivalent. Note: Some positions may require the incumbent to have a valid Class C driver's license.
