This vacancy will be filled through DHS/TSA's Direct-Hire Authority pursuant to TSA MD 1100.30-26. Under the Direct-Hire Authority, category grouping and Veterans' Preference does not apply.
This Supervisory Criminal Investigator- Special Agent in Charge (SAC) position is located in Investigations (INV), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
* Provide strategic planning and coordination of criminal and administrative investigations ranging from complex fraud investigations to employee misconduct matters.
* Provide direction and oversight to TSA investigators to prevent and detect fraud, waste and abuse in TSA programs and operations which affect the integrity and efficiency of its activities and personnel.
* Oversee the planning of investigative strategies, techniques and approaches to assist prosecuting attorneys in preparing materials necessary for indictments, arraignments, trials, sentencing and appeals before U.S. courts.
* Provide technical guidance on sensitive cases and analyze the results of the investigations.
* Coordinate with stakeholders in areas of responsibility regarding investigative activities that have broad impact on TSA programs.
* Liaise and direct Federal Air Marshal Service and Federal Security Directors on efforts to detect and prevent regulatory and criminal violations.
* Address stakeholders regarding interagency agreements and cooperation, and investigative and prosecutorial collaborations.
* Direct programmatic improvements for investigative procedures, techniques and policies.
* Set priorities to determine the quantity and quality of assignments, with tasks appropriate to staff capabilities, and guides employee developmental opportunities.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
This position is a secondary Law Enforcement Officer (LEO) position covered under 5 U.S.C. 8336 (6) Civil Service Retirement System (CSRS), and General Provisions for Law Enforcement Officers 5 U.S.C. 8412(d), Federal Employees Retirement System (FERS). The conditions for coverage of a secondary position are contained in 5 C.F.R. 831.902 (CSRS) and 5 C.F.R. 842.803 (FERS).

Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
* Experience managing and supervising criminal and administrative investigations. AND
* Experience applying criminal statues, rules of evidence, and court decision for conducting investigations. AND
* Experience in conflict resolution and applying appropriate investigative protocols with industry officials at, federal, state and local levels.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Must be proficient in the use of hand weapons and be knowledgeable in unarmed combat.
* Must meet and maintain medical requirements as stated in the TSA Medical Guidelines for Criminal Investigators.

* LAUTENBERG AMENDMENT: This position may require the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (9)). A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use of attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Overview

The work of the agency is further guided by an annual Equity Impact Plan, in conjunction with the county's One Fairfax Policy and commitment to consider equity when making policies or delivering programs and services.
As certified by the Virginia Department of Housing and Community Development (VDHCH) and/or appointed by the relevant code official to do so on their behalf, this position conducts research and field investigations. Interviews with residents/community and gathers evidence. Applies a variety of investigative techniques regarding alleged code violations - to include preparation of material for testimony in court and/or other adjudicative bodies (e.g. Board of Zoning Appeals; Local Board of building Code Appeals). You must meet the following requirements by the closing date of this announcement.
Age Requirements: Incumbents selected for Criminal Investigator positions are covered under special law enforcement provisions. This requires that applicants not exceed the maximum age for entry. The date immediately preceding an applicant's 37th birthday is the final date for selection. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special civil service retirement provisions, including early or mandatory retirement.
Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. The Supervising Criminal Investigator (SCI) II position is in the Investigation Division (ID) under the direction of the ID Chief, also known as Division Chief. The SCI II, also known as Manager, is accountable for effectively and efficiently managing the assigned investigative operations. The SCI II is administratively responsible for the pursuance of investigations resulting in prosecution of fraud activity committed against the Employment Development Department (EDD) programs (except internal cases). This involves specialized criminal investigations derived from any source that include, but are not limited to, the following: doctor, disability, employer, underground economy, forgery, and impostor fraud. The SCI II supervises designated SCI Is and is accountable for assessing their positive and effective supervision of investigators and other assigned subordinate staff.
Assists the Division Chief in planning and directing work as required, and may act in the Division Chief's absence when assigned. Acts as the Area Manager and has responsibility for developing and maintaining positive and effective relationships with the managers of all EDD offices, and with the administrators of all districts in the area. Provides supervision and guidance to all staff and directly manages/supervises all area administration and support activities. This primarily involves personnel, budget, training, planning, research, equipment, supplies, clerical operations and line supervision.
Works in coordination with the Southern California SCI II on coordinated activities of investigator staff and assumes responsibilities of Northern California District operations in the absence of the incumbent.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Background Investigation Requirement
The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.
The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department. Experience Conducting Comprehensive Health Care Fraud, Waste, and Abuse (FWA) Investigations
The Special Investigations Unit Investigator is responsible for the investigation of potential fraud, waste, and abuse cases involving health plan providers and members. The Special Investigations Unit Investigator responsibilities include but are not limited to case management, research, investigation, documentation, and overpayment recovery. ---
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Accountable for managing a caseload of referrals and investigations involving potential member and/or provider fraud, waste, and abuse.
Documents all appropriate case activity in case tracking system.
Ensures compliance with all state and federal requirements related to FWA and FWA investigations.
Performs data-mining activities to identify potential cases for investigation.
Analyzes data as part of the investigative process.
Performs research to analyze aberrant claims billing and practice patterns.
Investigates and documents all fraud, waste, and abuse referrals and cases with a focus on thoroughness and attention to detail, quality, timeliness, and cost control. Testifies on investigations documented, as needed.
Conducts comprehensive interviews with providers, members, and witnesses to obtain information which would be considered admissible under generally accepted criminal and civil rules of evidence.
Conducts investigative steps out in the field throughout the service area as needed.
Prepares and submits investigative reports covering all phases of the investigation.
Works collaboratively with all SIU team members on aspects of the case.

QUALIFICATIONS:
Bachelor level education
Minimum 2-4 years experience conducting comprehensive health care FWA investigations.
Ability to work independently with minimal supervision and manage a high volume of assignments.
High degree of integrity and confidentiality required handling information that is considered personal and confidential.
Analytical skills and ability to make deductions, logical and sequential thinker.
Strong verbal and written communication skills.
Health care industry and/or Florida Medicaid knowledge required.
Advanced knowledge and experience working on various approaches to health care fraud, waste, and abuse.
Working knowledge of Microsoft applications, especially Excel, required.
Knowledge of available resources (internal and external) to assist in investigations.
Medical terminology knowledge and/or experience with CPT and ICD-10 coding preferred.
Knowledge of suspected FWA trends, potential schemes, and matters of interest to law enforcement and regulators.
Accredited Health Care Fraud Investigator (AHFI) and/or Certified Fraud Examiner (CFE) preferred.
SKILLS AND ABILITIES:

Performs routine investigative work. Work involves conducting investigations. Works under moderate supervision with limited latitude for the use of initiative and independent judgment. ESSENTIAL FUNCTIONS A. Conducts investigations of inmate grievances concerning reported and suspected violations of laws, rules, and regulations; assists in collecting evidence and data; obtains, verifies, and records evidence and documents for use in investigations; and contacts and interviews potential witnesses and complainants.
B. Prepares records, correspondence, and reports; and evaluates and summarizes investigative findings.
C. Prepares cases for presentation at hearings and in court; and presents testimony and evidence at hearings and court proceedings.
D. Trains clerical staff.

MINIMUM QUALIFICATIONS
A. Education, Experience, and Training
1. Graduation from an accredited senior high school or equivalent or GED.
2. Three years full-time, wage-earning criminal justice, clerical, administrative support, or technical program support experience. Thirty semester hours from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) may be substituted for each year of experience.
3. Investigative experience preferred.
B. Knowledge and Skills
1. Knowledge of investigative techniques, rules of evidence, and laws governing the activities regulated by the agency and court procedure.
2. Knowledge of applicable state and federal laws, rules, regulations, and statutes.
3. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
4. Skill to communicate ideas and instructions clearly and concisely.
5. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
