This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. The psychologist serves within the Primary Care Mental Health Integration (PCMHI) Program, which falls within the VA Northern California Health Care System (NCHCS) Mental Health Service. The incumbent will function as a psychologist within the Primary Care clinic, with an emphasis on integration of mental health services within Primary Care. It is expected that the incumbent will successfully coordinate service delivery with Primary Care staff and other Mental Health Providers as appropriate.
The primary job functions of psychologists at the GS-13 level include the provision of direct psychological patient care, consultation services on difficult or complex cases, education of staff and participation in Psychology Training Program(s), including training committee activities, providing didactics, and supervision of practicum students, interns, and postdoctoral fellows, with protected time established by OAA and the VANCHCS Supervision Manual. Patton State Hospital, Human Resources Department, is accepting applications for at least one (1) Permanent, Full-time Psychologist-Health Facility-Clinical-Safety positions. The Psychologist works under the administrative direction and clinical direction of the Chief Psychologist and the local Senior Psychologist Supervisor.
Apply psychological knowledge and techniques to the problems of mental and developmental disabilities in children, adolescents, and adults; conduct various forms of group and individual therapy; evaluate programs; provide training; serve as consultants.
Conduct treatment interventions including individual and group psychotherapy, specialized treatment interventions, and crisis intervention. Write and implement behavior plans. Develop and implement behavioral interventions for high-risk medical refusers.
Complete initial psychological assessments (APAs), and psychological evaluations and assessments as required, including selection, administration, scoring, and interpretation of psychological tests within an examination context. Complete forensic evaluations (risk assessments, competency assessments, malingering assessments, and court reports) as indicated. Assist with suicide and homicide risk assessment.
Document psychological services. Assist in preparation of treatment plans and write progress notes for patients on caseload as required. Monthly notes for patients who are receiving psychotherapy services and quarterly notes as clinically indicated. Complete Psychology section of the Special Incident Report (SIR) for behavioral SIRs.
Participate with the interdisciplinary team in scheduled treatment team meetings, progress reviews, and dispositional staffing's. Attend morning meetings. Consult with the team psychiatrist and interdisciplinary team members regarding patient care. Interact with outside agencies as needed.
Serve as qualified expert witness when required by the courts.

Premium Pay
In addition to the hourly salary, eligible applicants may receive premium pay for the items listed below:
* Bilingual pay:Qualified employees who meet the criteria found here (page16) shall receive an additional seventy $0.70 cents per hour for all hours paid.
* Night Shift Differential pay: Employees assigned to a night shift shall be paid a night shift differential for each hour actually worked on the assigned night shift. Pay rate is determined by assigned shift hours foundhere(page 13).
* Board Certification pay: Employees assigned on a regular, full-time basis in this classification, who are Board Certified, shall receive, in addition to his or her salary, the equivalent of three hundred fifty dollars ($350) monthly.

THE DEPARTMENT

THE PROGRAMS
Children and Youth Services(CYS) provides outpatient behavioral health services to Medi-Cal eligible or uninsured children and youth who need medically necessary treatment to ameliorate their mental and behavioral health conditions. CYS provides case management, assessment, individual, group and family therapy, psychological testing, psychiatric evaluation and medication support, and therapeutic behavioral services to children and youth in Orange County.
Forensics and Justice Involved Divisionprovides oversight, evaluation, and treatment for all of the mental health justice involved for Orange County. This includes Collaborative Courts, AOT, Mental Health Diversion, AB109 & Re-entry, Assisted Intervention Court, Whatever It Takes collaborative court, and Recovery Court/Opportunity Court, CONREP, Lanterman-Petris-Short (LPS) Psychology Unit, SB317 Incompetent to Stand Trial Diversion unit, CARE Court, and Early Access and Stabilization Services.
THE OPPORTUNITIES
The immediate vacancies are within CYS and the Forensics and Justice Involved divisions.
CYS offers a range of vital services to children and adolescents in Orange County, including case management, assessment, individual and family therapy, group therapy, psychological testing, psychiatric evaluations, medication support, and peer support. This role will be based in either the Clinical Evaluation and Guidance Unit (CEGU) Orangewood or CEGU Probation, focusing on justice involved youth or youth involved in the child welfare system. In this position, you'll work directly with children, teens, and their families, providing support through these diverse services. Your goal will be to help these young individuals develop essential skills for thriving in their communities while addressing the challenges they face.
The Clinical Psychologist position withing the SB317 program in the Forensics and Justice Involved division conducts placement evaluation for Misdemeanor Incompetent to Stand Trial (IST). The county provides placement evaluations to determine appropriateness for Diversion, Assisted Outpatient Treatment (AOT), CARE, Conservatorship, or a Modified Treatment plan. This role includes interfacing with C58, attending court meetings, and following up with Misdemeanor IST individuals when applicable. The position requires court testimony as well as participation in treatment team meeting with the court.
The Clinical Psychologist position in Care Court program in the Forensics and Justice Involveddivision provides Expert Witness testimony to Superior Courts on mental health and grave disability issues brought to the court on behalf of the County of Orange. This LPS Psychologist role specifically involves evaluating individuals for Murphy Conservatorships, with evaluations typically conducted at correctional or state hospital facilities. The Psychologist must be knowledgeable in court protocols, case development and strategy, and must be able to explain psychotropic medications in layman's terms. They will need to testify in both bench and jury trials and collaborate closely with the Public Guardian's Office of the County of Orange. An understanding of risk and dangerousness assessments, mental health law, and expert court testimony experience is preferred. Additionally, the Psychologist will need to produce reports that integrate developmental and clinical factors, using evidence-based assessment tools for evaluating competence to stand trial and assess dangerousness.

Children's Services encompass the services that help ensure children's mental and physical well-being are protected and safe. The Child Welfare division of the branch investigates alleged abuse and neglect of children, and it licenses foster and adoptive homes for children who are experiencing traumatic events in their lives such as the removal from their caregiver due to alleged abuse and neglect. This division also works within the confines of the Dependency Court to reunify families when and where they can demonstrate appropriate change to meet the safety needs of their children. The branch also encompasses children's mental health teams which work in conjunction with the Child Welfare division along with community providers to ensure that the youth that are being served are having their mental health and substance use challenges addressed. This branch also works with juvenile justice and education to coordinate services for clients.
Adult Services focuses on services to support people eighteen and older. Adult mental health services include outpatient mental health care, 24-hour crisis stabilization services for people at risk of hospitalization, 24-hour crisis line, social rehabilitation residential services, long-term placement services and referrals to local non-profit organizations that provide additional services. This branch also provides Adult Protective Services to follow-up on elder abuse reports. In-Home Supportive Services help those who need assistance with daily activities in order to remain safely in their own homes, and the Public Authority keeps a registry that helps In-Home Supportive Services recipients find a screened caregiver to provide those services. The Public Guardian helps citizens who are unable to manage their personal and financial affairs and may require guardianship or conservatorship. Mental Health Services Act administration is also housed in the Adult Services Branch.

Working Conditions
The employee is required to work any shift and schedule in a variety of settings throughout the hospital and may be required to work overtime and float to other work locations as determined by the operational needs of the hospital. CAREER DESCRIPTION CLINICAL PSYCHOLOGIST II Correctional Health Services Salary may be negotiablewithin the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. Premium Pay In addition to the hourly salary, eligible applicants may receive premium pay for the items listed below:
* Bilingual pay:Qualified employees who meet the criteria found (page 16)shall receive an additional seventy $0.70 cents per hour for all hours paid.
* Night Shift Differential pay: Employees assigned to a night shift shall be paid a night shift differential for each hour actually worked on the assigned night shift. Pay rate is determined by assigned shift hours foundhere(page 13).
* Jail Supplement pay:An employee in this classification who is permanently assigned to the Central Jail/Intake/Release Center (including Correctional Medical Services), Theo Lacy Branch Jail or James Musick Facility shall receive an additional $1.50 per hour for all paid hours.
* Board Certification pay: Employees assigned on a regular, full-time basis in this classification, who are Board Certified, shall receive, in addition to his or her salary, the equivalent of $350 monthly.

THE OPPORTUNITY
The County of Orange, Health Care Agency is seeking a licensed Clinical Psychologist to provide comprehensive diagnostic clinical mental health evaluations and participate in a psychotherapeutic program for the severely and persistently mentally ill clients within the Orange County Jail system.

Responsibilities of the Clinical Psychologist II position will include but are not limited to:
* Assess clients for current level of functioning and psychiatric history
* Provide psychotherapeutic interventions for individuals and groups with a wide range of psychological and substance use disorders
* Select, administer, score and interpret a wide variety of objective and projective tests (i.e. intelligence, personality, cognitive, aptitude and behavioral)
* Conduct psychological research and analyze statistical data in relation to Adult CHS (ACHS) program outcomes
* Participate in mental health quality management team to assist ACHS in program evaluation, streamlining processes and outcomes for increased effectiveness and efficiency
* Participate and provide mental health training seminars/presentations and in services didactic learning and training
* Assist in complex case analysis and provide guidance to other clinical staff regarding appropriate psychological evidence-based practices
* Provide clinical supervision to Clinical Psychologist I, Doctorate Practicum Students and Interns from contracted agencies with HCA Volunteer Services
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess a doctoral degree in clinical psychology with at least two (2) years of post-licensure clinical experience. In addition, the ideal candidate will demonstrate knowledge and experience in the following competencies below:

* Title 15 Minimum Standards for Local Adult Facilities (California Code of Regulations - CCR), Immigration and Customs Enforcement (ICE), Board of State and Community Corrections, and other local, State and Federal standards as it relates to correctional settings

SPECIAL QUALIFICATIONS/REQUIREMENTS
* Incumbents are required to pass a comprehensive background investigation prior to a formal offer and acceptance of employment
* Applicants must not have felony convictions or be on any form of probation
* Must be able to pass and maintain background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes; completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. ENVIRONMENTAL CONDITIONS
Will be required to work in a locked facility with adult inmates who have multiple and complex health, social and psycho-social needs; may work with inmates who have communicable diseases and/or behavioral health issues; may be assigned to work one weekend day per week, and to work holidays as needed as the institutions are a 24 hour, 7 day a week facilities and coverage is essential. The environment can also be noisy and at times chaotic, will be exposed to profanity and/or anti-social behavior. There is a no hostage policy for the Orange County Jail.

Early Childhood Services Program
The Early Childhood Services Program provides an array of services to children that have been prenatally exposed to alcohol and other substances or are at high risk for developmental problems due to trauma. Services include, developmental screenings and assessments, mental health consultation, attachment and dynamic therapy, and case management. The Clinical Psychologist utilizes a wide range of neuro-cognitive and psychological tests within the evaluation process. Detailed psychological reports that include clinical impressions and treatment recommendations are provided to the families and clinical care team to assist with diagnostic clarification and treatment planning.
Services to Education Program
The Services to Education Program provides mental health services within public schools located in Monterey County. Services are provided to children and youth that present with mental health needs in General Education as well as those who have Individualized Education Plans (IEP) with an identified impairment in social emotional functioning. Behavioral Health staff work collaboratively with the Education staff in an Interconnected Systems Framework and are active members of the multi-disciplinary teams within the PBIS model and approach implemented in the schools. Mental health services are delivered using both group and individual modalities, and parents are included in the treatment approach as clinically indicated. The Education program is currently seeking a Clinical Psychologist to assist Behavioral Health staff with diagnostic clarification, treatment planning, crisis evaluations, consultation, inter-agency coordination, and clinical support. Additionally, the psychologist may provide group treatment within the schools, provide training to the education staff, and support the Unit Supervisors in various clinical capacities. Strong psychological assessment skills are a must for this position; A wide range of psychological tests are utilized within the evaluation process. A solid understanding of FERPA and HIPAA is required.
FAST Program
The F.A.S.T. (Family Assessment Support and Treatment) Team provides comprehensive family mental health assessments and treatment to children and families involved in dependency proceedings where the court has deemed it necessary to remove the child(ren) from the home due to abuse and/or neglect issues. The team typically uses attachment theory and systems perspectives in helping understand and conceptualize the family's challenges, strengths, and services needed as well as address any trauma that has impacted the children and family. A wide range of psychological tests are also utilized within the evaluation process. Detailed psychological reports that include clinical impressions and treatment recommendations are provided to the Department of Social Services (DSS) and the Juvenile Dependency Court. This process is rapid and requires solid clinical assessment and treatment skills, good writing skills, quality time management skills, the ability to multitask, and excellent collaboration skills.
TAY Program
The Transition Age Youth (TAY) Avanza Program is a voluntary, youth guided full-service partnership program. Youth aged 16-25 are provided mental health services, psychotropic medication support, case management, and family support. The clinical presentations of youth served include severe mood disorders, severe trauma and anxiety disorders, substance use disorders, first episode psychosis, and chronic and severe mental illness. The Clinical Psychologist provides individual, family, and group therapy, along with intensive case management. The clinical psychologist will also conduct intake assessments and full psychological evaluations for diagnostic clarification and treatment planning.
Adult System of Care Placement Team & Adult Forensic Services Programs
The Monterey County Adult System of Care (ASOC) and the Adult Forensic Services programs provide Specialty Mental Health Services to adults with severe mental illness who may also have a co-occurring substance use disorder, significant trauma history and/or physical health condition. ASOC is also responsible for the coordination of care and works closely with the Public Guardians Office regarding placement of LPS conserved individuals. This licensed clinical psychologist will conduct evaluations and risk assessments of adults in the collaborative court programs, misdemeanor incompetent to stand trial (PC1370.01), mental health diversion (PC1001.36), and medically necessary assessments to diagnosis and develop recommended treatment plans for this population to also include referrals from parole and the county jail. This psychologist will work as part of a multi-disciplinary team with the ASOC Placement Team and the Forensic Services Programs and may provide consultation support to other teams as needed in clarifying complex diagnostic presentations as well as be required to appear in criminal and civil court.

Under the direction of the Psychology Services Director, the Psychologists, Health Facility provides necessary and quality psychological treatments/interventions and forensic/psychological assessments. is for DSH-Metropolitan in the city of Norwalk in Los Angeles County The class of Clinical Psychology Intern is a training class established to provide limited term employment offering supervised professional experience in clinical psychology.
The Clinical Psychology Intern is an individual who is currently enrolled in a doctoral program in clinical psychology at a recognized university or professional school. The clinical psychology internship provides the final required year of applied clinical service in psychology training.
As an Affiliate Member of DSH-Metropolitan Psychology Services, the Clinical Psychology Intern adheres to the following: Psychology Service Rules and Regulations, Medical Staff Bylaws, Administrative Directives, and all DSH-Metropolitan policies and procedures. The Clinical Psychology Intern aspires to the highest standards of the profession through efforts to practice in accordance with the American Psychological Association's Ethical Guidelines, Specialty Guidelines, and Standards for Providers of Psychological Services. The Clinical Psychology Intern familiarizes herself/himself with, and conforms psychology practices, to the laws and regulations governing the practice of psychology in the state of California.
During the course of training, the Clinical Psychology Intern is expected to develop the skills and expertise required of the journeyman level clinical psychologist, with some specialized skills in the area of forensic psychology and treatment of the severely mentally ill. The internship is a training program; as such, the Clinical Psychology Intern is not privileged to practice independently within DSH-Metropolitan. All direct psychological services are provided under the supervision, hospital privileges, and professional license of a Staff Psychologist (Health Facility - Clinical), Senior Psychologist Specialist, or Senior Psychologist Supervisor. All written work products, including reports, consultation, and progress notes, are counter signed by the licensed psychologist who provided clinical supervision for that work.

Working Conditions
The employee is required to work any shift and schedule in a variety of settings throughout the hospital and may be required to work overtime and float to other work locations as determined by the operational needs of the hospital.
