LATERAL SALARY: $7,955 - $10,662 per month. You would not start at a step lower than your present pay step, except that Top Step is the highest step anyone can attain. Salary also includes an automatic 8 hrs. straight time each month due to 3/12 shift and 9.5 hrs. straight time for monthly holiday pay.
BENEFITS
RETIREMENT: The City of Scotts Valley participates in the Public Employees' Retirement System (PERS). State laws have established the following retirement requirements: Candidates currently enrolled in the PERS system (Classic): 3.0% @ 50, with a 9% employee contribution and 3-year average. Candidates new to the PERS system, or who have had more than a six-month break from PERS (PEPRA): 2.7% @ 57, with a 13.75% employee contribution (subject to change in July) and 3-year average.

VACATION: Full-time employees are eligible for 80 hours of vacation per year up to 5 years of service; 120 hours from 5 to 10 years of service; 160 hours for 10 years of service; and 168 hours for 15 or more years of service.
HOLIDAYS: Full-time employees are required to work holidays; however, officers receive 6% of base salary in lieu of holidays off. In addition, employees who work a twelve (12) hour shift on a City-recognized holiday (other than a floating holiday) will receive doubletime for the first four hours of work on the holiday, in addition to regular pay for the rest of the day worked.
LONGEVITY PAY: 2.5% @ 5 years. An additional 2.5% at the completion of 10 years. An additional 1% at 15 years.
SICK LEAVE: Unlimited sick leave accumulation at ninety-six hours per year. The City has a sick leave buy-back incentive program.
PRE-TAX DEDUCTIONS: The Flexible Spending Account allows employees to make pre-tax deductions for allowable medical expenses not covered by the medical plan. The Dependent Care Assistance Program allows employees to make pre-tax deductions for dependent care.
DEFERRED COMPENSATION: Effective January 1, 2025, the City will match up to $50.00 during the 1st and 2nd pay period of each month (up to a maximum of $100.00 per month) of an employee's contribution.
BILINGUAL PAY: The City shall provide a monthly allowance of $200 for bilingual speaking skills, upon the recommendation of the Chief of Police.
EDUCATION INCENTIVE: Upon completion of FTO, sworn personnel are eligible for the following monthly education incentive compensation: AA/AS: $150; BA/BS: $250; MA: $300.
OTHER BENEFITS INCLUDE: Access to credit union, tuition reimbursement for job-related courses approved by the Chief of Police, employee membership in PORAC Union Representation, direct payroll deposit, deferred compensation plan, and retiree medical benefit.
SCHEDULE: All police patrol personnel currently work a 12 hour / 3-4 day work schedule.
APPOINTMENT:
Any candidate selected must pass a pre-employment medical, psychological, and polygraph exam administered by City-selected personnel before hire. Candidates must be fingerprinted and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to an 18 month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period.
MINIMUM QUALIFICATIONS:
License / Certificates:
- Valid California Motor Vehicle Operator's License (Class C /Class 3).
- Possession of a current Basic POST Certificate.
- Current employment with a law enforcement agency.
- High school graduation or G.E.D. certificate/equivalent.
- Proof at time of application that candidate will be 21 years old by date of hire.
- Must be U.S. citizen or must have applied for citizenship and will obtain citizenship within 3 years.
- Record free of any felony convictions.
- Must reside or be willing to relocate within a 60 minute drive to the police department.
Physical Condition:
- Physical health, strength, and agility necessary to meet the physical demands of police work, as determined by a physical agility test and a medical exam based on current California's Commission on Peace Officers Standards and Training (POST) guidelines.
- Applicants that have not had corrective surgery, and do not wear contact lenses or glasses must have 20/40 or better vision. Applicants wearing glasses must have 20/20 vision in each eye and 20/40 or better in worst eye without glasses. Applicants wearing hard contact lenses are not allowed unless vision is 20/40 or better in worst eye. Applicants wearing soft contact lenses must be 20/20 in each eye, 20/200 or better in each eye without lenses, and applicant must have successfully worn soft lenses for one year. Applicants that have had corrective surgery must have 20/40 vision or better without contact lenses and surgery must have been performed at least one-year prior to date of application. Depth perception, peripheral vision and color discrimination must be free of significant deficiencies and within guidelines established by POST (refer to vision standards sheet for details).
THE POSITION:
Police officers perform any combination of the following duties, depending on specific assignment; patrol the city in radio dispatched vehicles and on foot; answer calls for protection of life and property; enforcement of City, State and Federal laws; traffic law enforcement; operate radar equipment; suppress crime by interrogation of suspicious persons, observe unusual situations on patrol beat, and settle disputes and arguments. Perform traffic control, accident investigation, render emergency assistance to citizens in need of immediate help; transport prisoners; serve warrants, participate in investigations of felonies and misdemeanors; interview persons involved in crimes and accidents; document incidents utilizing computers; perform security checks of public, commercial and residential buildings; observe assigned area for suspicious activities and unsafe conditions; provide assistance to other officers and law enforcement agencies. Participate in community-based policing, familiarization between law enforcement and community residents, and collaborative problem solving.
THE DEPARTMENT:
The Scotts Valley Police Department serves a community of over 11,000 citizens. During work hours, the population may swell to over 30,000. There are 22 sworn police officers assigned to such areas as patrol, traffic enforcement, investigations, juvenile, training, and Special Weapons and Tactics (SWAT). Lateral hires are eligible for a vacation credit adjustment that would include the number of years previously employed as a police officer when calculating our vacation accrual formula. Note: For the purposes of this policy, an adult is defined as someone 18 years of age or older.
A. The following types of illegal drug use or possession will be considered automatic disqualifiers in the pre-employment selection process for sworn police personnel, with no exceptions.
1. Any adult use or possession of a drug classified as a hallucinogenic within seven (7) years prior to application for employment.
2. Any adult use or possession of marijuana within two (2) years prior to application for employment.
3. Any other illegal adult use or possession of a drug not mentioned above, (including cocaine) within three (3) years prior to application for employment.

What you will be doing in this role:
The Concord Police Officer is typically the first line of contact with the public on behalf of the City. A large part of the Officer's role is to facilitate the resolution of problems by bringing together appropriate resources and to solve reoccurring problems. Community-Based policing is integrated into the traditional public safety activities of our Officers. Police Officers may be armed and may be assigned to work in uniform or plain clothes. Flexible shift schedules include 4-10 and 3-12 options, which may be changed periodically as job assignments may be rotated among patrol, traffic, criminal and juvenile investigation, radio dispatching and administrative services.
RECRUITMENT INCENTIVES
Signing Bonus of up to $20,000:
Incumbents are eligible for a signing bonus of up to $20,000. It is 50% payable upon satisfactory completion of required probationary period, and 50% payable upon three (3) years of continued service.
Leave Pre-Accruals:
The first year of leave accruals (80 hours vacation and 96 hours sick leave) shall be front-loaded at time of hire. No further leave will accrue until after the first year of employment.

APPLICATION PROCESS
1. Submit a completed City of Concord application.
2. All qualified applications and supplemental responses will be competitively evaluated, and only those candidates demonstrating the strongest qualifications for the position will be invited to participate in a panel interview.

Directs traffic, including regulation of vehicle flow at times of emergency or congestion; stops drivers who are operating vehicles in violation of laws; and issues citations.
Appears in court to present evidence and testimony in connection with criminal prosecution.
Searches, guards, transports and assists in the booking and custodial care of prisoners.
Serves writs, warrants, subpoenas and other legal documents.
With required State certification, may perform Paramedic duties by providing Advanced Life Support (ALS) emergency medical care.
May be assigned to assist in conducting special studies of crime prevention, traffic control or other Police Department problems.

Police Service Standards- To be a candidate for a position in this class, the applicant must fulfill all of the following:
Minimum Age: The candidate shall be at least 21 years of age at the time of Lateral Entry or Academy Graduate appointment.
Character & Background: The candidate shall possess traits including initiative, alertness, integrity, reliability, courtesy, and good judgment; and shall not have been convicted by any state or by the Federal Government for a crime, the punishment for which could have been imprisonment in a federal penitentiary or a state prison.
Hearing: The candidate shall have normal hearing acuity.

Physical & Mental Condition: The candidate shall be of sound physical condition; be of adequate physical stature, and possess strength, endurance and agility demonstrable in tests of physical performance and medical examination. As a Police Officer your duties will typically include patrolling assigned areas; interacting with the public; conducting criminal investigations; enforcing laws; investigating collisions; preserving the peace and writing reports. You will be assigned to one of three shifts spanning the 24-hour day and these shifts will periodically change. The Police Officer Lateral consists of seven salary steps and will be commensurate with experience.
To be considered as a candidate for Police Officer Lateral, you must meet the following minimum requirements:
Have satisfactorily completed a Field Training Program as a Peace Officer in the State of California.
Prior experience must have been with a full-service agency similar to Union City, including patrol experience within one year of the date of application is desired.
Be at least 21 years of age at the time of appointment.
Be able to prove United States Citizenship.
Have no felony convictions.
15 semester units at any accredited college in the United States is desired.
Possess a valid California driver's license.
Successfully pass a background investigation.

Benefits
Medical/Dental/Vision: The City provides up to $2,125/month to purchase medical, dental and vision benefits. A retiree medical benefit is provided after 15 years of service (see POA MOU for details on benefits).
Retirement: CalPERS enrollment in either 3% @ 55(Classic Employees) or the new 2.7% @ 57(New Employees) formula is dependent on the individual's eligibility, as per AB 340. The City does not participate in Social Security therefore there are no Social Security tax deductions (except 1.45% Medicare).
Deferred Compensation Plan: A 457b Deferred Comp Plan and a ROTH IRA plan are available on a voluntary basis.
Leaves: Employees shall accrue 3.08 hours of vacation leave per pay period (80 hours per year). Initial accrual of 80 vacation hours per year increases progressively to 200 hours per year after 16 years of service. Employees shall accrue 3.69 hours of sick leave per pay period with no limit on accumulation.
Holidays: 79 Paid Holiday hours and 47 Holiday hours placed in a Holiday Time Bank.
Uniform Allowance: $1,250/annual uniform allowance paid over 26 pay periods.
Life Insurance: Premium is paid by the City. Life insurance and AD&D is equal to $100,000 coverage each. Additional voluntary supplemental life insurance is available.
Disability Insurance: Long-term disability insurance premium is paid by the City.
Bilingual Pay: Bilingual Pay with passing score on City's bilingual exam.
Other: 3/12 work schedule; Overtime paid at time and one half with option of pay or future time off; All necessary equipment is provided.

Vacation accrual rate based on prior years of Lateral Police Officer experience and in accordance with the current Memorandum of Understanding between the Downey Police Officers' Association and the City of Downey.
Bilingual Pay in the amount of $1,820 per year.
In addition to pay, the City offers competitive benefits including City paid medical insurance coverage up to the Kaiser (HMO Plan) family rate currently at $1,962.06 per month, a tuition reimbursement program that covers up to the Cal State rates, and a "3/12" work schedule.
Education Incentive Pay: An additional 7% of base pay for an Associate's degree or equivalent units (60) OR Intermediate California (CA) P.O.S.T. Certificate. An additional 10.5% for a Bachelor's degree or equivalent units (124) OR Advanced California P.O.S.T. Certificate.
Merit Longevity: Employees become eligible for additional merit longevity pay increases after 5 years at 2.75%, 10 year at 5.5%, at 20 years of service, 8.25%, and at 25 years of service, 13%. Effective 12/23/02, full-time years of service as a certified Peace Officer with another CA P.O.S.T. law enforcement agency shall apply to longevity as though earned with the City of Downey after the initial probationary period has been completed.
Retirement: In accordance with Public Employees' Pension Reform Act (PEPRA), new hires enrolled after January 1, 2013 will be under the 2.7% @ age 57 formula as a new member to the California Public Employees' Retirement System (CalPERS). This enrollment will require a member contribution of 12.25% of reportable earnings. Laterals with active classic CALPERS membership or classic membership in another California retirement plan that provides eligible reciprocity with CalPERS, will qualify for the 3% @ age 55 retirement formula. This formula will require a member contribution of 9% of reportable earnings.
Description: To perform law enforcement and crime prevention work; enforce State and local traffic regulations; perform investigative work; and participate in and provide support and assistance to special department crime prevention and enforcement programs.
The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification.
Patrols assigned area in patrol car to preserve law and order, to prevent and discover the commission of crimes, and to enforce traffic regulations; responds to calls and complaints involving traffic accidents, robberies, disturbances, and other misdemeanors and felonies, and take necessary police action; make arrests; take charge of, and guide and direct the work of other law enforcement personnel in various situations until relieved by a supervisor officer.
Conducts motor vehicle accident investigations; provides first aid for injured persons, and take safeguards to prevent further accidents; interviews principals and witnesses; takes written statements and examines conditions of accident scene; and clears or directs clearing of obstructions and wreckage.
Investigates crimes against persons and property; interviews victims and witnesses; searches for, evaluates and secures/collects evidence; and arrests suspected perpetrator(s).
Investigates complaints involving juveniles, including reports of child neglect and persons reported to be contributing to the delinquency of minors; checks business establishments and public places known to be frequented by juveniles; and arrests juvenile and adult offenders.
Processes warrants and apprehends or assists in the apprehension of wanted persons by court orders or actions in criminal cases.
Maintains knowledge of local ordinances and state laws, rules of evidence for criminal cases, crime prevention techniques, current investigation techniques, traffic control techniques, care and custody of persons and property.
Prepares and submits required reports and provides assistance, information, and directions to the public.
Education: High school graduate or equivalent AND completion of a California (CA) Commission on Peace Officer Standards and Training (P.O.S.T.) Academy.
Experience: Current employment as a full-time, paid peace officer in a CA P.O.S.T. approved agency in good standing.
Age: 21 years of age at time of appointment.
Height in proportion to weight;
Vision correctable to 20/20 in both eyes and free from color blindness;
Hearing within normal limit; and
Legally authorized to work in the United States.

California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
Physical Tasks and Environmental Conditions: Work is performed both inside and outside in seasonal climate and weather conditions. Slippery surfaces, oily conditions, dust, dirt, and odors are conditions frequently encountered. Must constantly work with noise from traffic and police radio. Position requires availability to work weekends, evenings, holidays, on-call and overtime. Physical demands include constant arm and leg movements, driving, standing, and sitting for long periods of time. Bending, stooping, lifting, running, squatting and climbing is also required.

EITHER I Experience: The equivalent of eighteen (18) months of experience as a Deputy Sheriff I in the Alameda County classified Service and possession of a California Peace Officer Standards and Training (POST) Basic certificate. OR II Experience: A minimum of 36 months full-time experience as a Peace Officer in a California law enforcement agency (municipal or state police department, Sheriff's department, or California Highway Patrol) with a separation date within 36 months of application date and possession of a California POST Basic certificate. OR III Experience: A minimum of 36 months full-time experience as a peace officer in a law enforcement agency outside of California and possession of a valid Basic Course Waiver (BCW) issued by California POST. AND License: Valid California State Motor Vehicle Operator's license by date of appointment. Age: Must be at least 21 years of age at time of appointment. Citizenship: Candidates are not required to be a US citizen but must be legally authorized to work in the United States under federal law. (SB 960). ABOUT THE ALAMEDA COUNTY SHERIFF'S OFFICE The Alameda County Sheriff's Office is a full-service law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) for its law enforcement services, its Regional Training Center, and its Dispatch Unit; the American Society of Crime Laboratory Directors Laboratory Accreditation Board for its Crime Lab; the Bomb Squad Commanders Advisory Board for its Explosive Ordinance Unit. THE POSITION This classification specification describes the lower journey level of the Deputy Sheriff flexibly staffed series. Incumbents of this classification, under close supervision, supervise the work and conduct of inmates in a county correctional institution; patrol an area and enforce law and order; receive and serve civil process; maintain order in courts; assist with special investigations; investigates circumstances surrounding death in cases referred to Coroner; under direction, coordinate emergency services programs and volunteer activities; and do related work as required. MINIMUM QUALIFICATIONS
EITHER I Current enrollment in a California Peace Officer Standards and Training (POST) certified Basic Academy, with successful completion of the academy by the time of appointment.\t\t\t\t\t\t OR II Successful completion of a California POST certified Basic academy within three (3) years of application date and possession of a POST Basic Law Enforcement certificate or proof of attendance of a California POST Requalification Course. AND License: Valid California State Motor Vehicle Operator's license. Age: Must be at least 21 years of age at time of appointment. Citizenship: Candidates are not required to be a US citizen but must be legally authorized to work in the United States under federal law. (SB 960).
