Job Description
Under general administrative direction, the Airport Conveyance Systems Manager manages Airport conveyance contracts including maintenance, renovation, and modernization contracts. This manager is responsible for the safe operation and regular inspection of all Airport conveyances including elevators, escalators, and electric walks. The incumbent will develop and regularly refine Airport conveyance specifications and operating procedures. This manager also acts as a liaison with State conveyance regulatory authorities.
Continuously develops and tracks Conveyance key performance indicators (KPIs) including but not limited to in service rate, machine history, cost to operate, cost to maintain, and incident occurrences.
Creates conveyance maintenance contracts.
Creates conveyance construction and modernization contracts.
Serves as Contract Manager for created contracts and others as they are related to the management of the section.
Manages a budget of more than $29M, working with multiple vendors and on multiple contracts.
Regularly inspects all units for quality. Tracks deficiencies and ensures that they are corrected in a timely manner.
Ensures that work is scheduled to minimize passenger inconvenience.
Ensures out of service units are properly secured and safely barricaded. Also ensures that proper signage is erected at these units.
Advises senior management of equipment that has reached end-of-life and help devise replacement strategies for said equipment.
Manages a staff of stationary engineers of various seniority.
Monitors work of conveyance crews.
Communicates with a variety of individuals including supervisors, tenants, and general public regarding conveyance operations and maintenance.
Produces regular operational reports on conveyances.
Performs other related duties as required.
Nature of work: Nature of work involves some physical effort and manual dexterity in the use of the fingers, limbs and body.
Qualifications
1. Education: Possession of a baccalaureate degree from an accredited college or university;
AND
2. Experience: Six (6) years of verifiable experience managing elevator mechanic or conveyance maintenance, operations, or inspection programs using federally mandated standards in a large airport, or complex facility or campus of which three (3) years must have been in a supervisory capacity supervising staff in the field of maintenance, repair, and operation of mechanical and electrical machinery and equipment;
AND
3. License and Certification: Possession of or ability to obtain a valid California Class C driver license prior to employment. Candidates must be insurable under the City's automobile liability insurance policy. Insurability must be maintained throughout employment.
Substitution: Additional work experience as described above may fully substitute for the required degree on a year for year basis up to 4 years. One year of experience is equal to 30 semester units/45 quarter units.
One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
Current Certified Competent Conveyance (Elevator) Mechanic (CCCM) license
Current American Society of Mechanical Engineers (ASME) QEI-1 certification as an elevator inspector
Seven years of verifiable work in the Elevator Industry, some of which was as journeyperson Elevator Mechanic
Two years of verifiable work as a conveyance inspector
Documented completion of a certified apprenticeship program in the Elevator trade
Proficiency using Microsoft Office Suite i.e., Word, Excel, Outlook
Strong written and verbal communication skills

Senior Geographic InformationSystemsAnalyst is the advanced level in the GIS Analyst series, requiring extensive analytical and diagnostic skills. The incumbent performs difficult systems development, technical support, troubleshooting, and operations and programming activities, as well as providing lead direction and training to lower level analysts.
PRINCIPAL DUTIES (Illustrative Only)
* Provides support to GIS systems and users throughout the City.

THE DEPARTMENT
OC Waste & Recycling (OCWR) serves the County's solid waste disposal needs through resource recovery, operating public landfills, protecting the local environment, investing in renewable energy enterprises and promoting recycling to ensure a safe and healthy community for current and future generations. The department manages one of the nation's premier solid waste disposal systems and three composting greenery sites, all serving residents and businesses in the County's 34 cities and its unincorporated areas. OCWR's three active landfills reflect environmental engineering at its best.
THE OPPORTUNITY
OCWR's Renewable Energy, Technology and Engineering Planning (RETEP) unit is seeking a Geographic InformationSystem (GIS) Analyst. The GIS Analyst will support the development and maintenance of an ArcGIS database of infrastructure (Facility Atlas), including data collection, creation of As-Built drawings, and development of user training programs. The position will also provide limited AutoCAD support to produce landfill-related drawings such as cell development and sequencing plans, single line diagrams and P&ID's.
In addition, the GIS Analyst will assist internal and external customers with the development, management, and analysis of GIS data. Responsibilities include designing, compiling, analyzing and preparing geographic data; evaluating and integrating data from multiple sources into GIS base maps; and presenting the results of geographic analysis to users. Duties also include leading the development of Facility Atlas procedures and supporting mobile data collection initiatives.
Job duties include, but are not limited to, the following:
* Develop and maintain an ArcGIS database of infrastructure
* Create As-Built drawings
* Assist in the development of GIS related training programs
* Provide AutoCAD support services to the landfills
* Design, compile, analyze, and prepare geographic data

Under the direction of the IT Manager I, the Information Technology Specialist II serves as the Department of Conservation's Information Security and Privacy Officer (ISPO). In this role, the ISPO provides strategic leadership for DOC's Enterprise information security and privacy programs, ensuring the protection of mission-critical systems such as WellSTAR, GIS/ArcGIS, permitting and compliance platforms, records/PRA workflows, and M365/Azure services. The position safeguards sensitive geospatial, regulatory, personnel, and public information by driving governance, risk, and compliance (GRC) initiatives; leading incident and breach response; and overseeing privacy operations under the Information Practices Act and state law. The ISPO embeds "security and privacy by design" into all technology solutions-both on-premises and cloud-and is responsible for DOC's Enterprise Technology Recovery Plan, ensuring resilience, rapid recovery, and continuous improvement of critical systems in alignment with statewide business continuity and disaster recovery objectives.

Working Conditions

About this Role:
The California Medicaid Management InformationSystem (CA-MMIS) Operations Division, Information Technology Management Branch (ITMB), is responsible for the overall administration, oversight, monitoring, and change management of the Medi-Cal Fiscal Intermediary (FI) contract, which maintains the California Medicaid Management InformationSystems (CA-MMIS) for the Medi-Cal program. ITMB manages the FI's claims processing operations and reports, oversees the development and implementation of system changes and modifications, and develops policies and procedures governing claims adjudication.
The role of the IT Analyst is to be responsible for providing oversight of the medical FI contractor's claim processing operations and ongoing development and maintenance of CA-MMIS changes for any and all of the following areas depending on staff resource availability and workload in the unit: Rebate Accounting and InformationSystem (RAIS), activities related to Drug Rebates, Physician Administered Drugs, Medical Supplies, Hospice, Federally Qualified Health Clinics, Rural Health Clinics, and Pharmacy including Formulary File Updates and Drug Utilization Reviews.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.
The incumbent is a Work Week Group E employee and is expected to work an average of 40 hours per week each year and may be required to work specified hours based on the business needs of the office.

Duties Performed:

* Physical Security Systems Administration - As part of physical security administration, responsibilities include managing and supporting systems like CCure for electronic badging and access control, alarm and intrusion detection, and video surveillance platforms like ExacqVision or similar solutions, as well as ISTAR or equivalent access control panels. Working Conditions
This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance of the State Capitol, parks, restaurants, farmers' markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.
This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. CLASS CHARACTERISTICS
This is the highly advanced journey level class in the InformationSystemsAnalyst series. Sick Leave: 12 working days of sick leave annually with unlimited accumulation. The employee must also be on payroll during the entire calendar year.
Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.

Selection Procedures
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.

Veteran's Points: Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran's points in initial appointment to County service. Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods.
* Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. The minimum number of names to be referred will be equal to the number of positions plus nine, or 10% of the eligible list, whichever is higher. When filling nine or more positions in a department at the same time, the top rank or ranks will be referred and the minimum number of names shall be two times the number of positions to be filled or 10% of the eligible list, whichever is higher. This applies only to open competitive recruitments.
* Rule of Five: The top five names will be referred for hiring interviews. This applies only to department or countywide promotional examination.
* Rule of the List: For classifications designated by the Director of Human Resources, the entire eligible list will be referred to the department.
Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.
Pre-Employment Drug Screening Exam: Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.

Qualifications
Minimum Qualifications:
Possession of a baccalaureate degree from an accredited college or university, and five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Note(s):
One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
WORK SCHEDULE:
The normal work week is Monday through Friday 8:00 am-6:00 pm with every other Friday off. This position may required to be on an on-call (stand-by) rotation and you may be required to be available to work additional hours as needed to respond to workload needs. DEFINITION

CLASS CHARACTERISTICS
This is the advanced journey level class in the InformationSystemsAnalyst series. As assigned, some positions may exercise technical supervision over lower level staff; however, these supervisory duties are ancillary in nature and are not considered to be the primary purpose of the class. This class is distinguished from the InformationSystemsAnalyst II level by it's requirement for specialized, functional or technical expertise beyond the journey level. This class is distinguished from the InformationSystemsAnalyst IV in that the latter provides highly advanced systems analysis, design and development support to one or more departments with highly complex systems and programs. * Performs technical writing duties in the development and production of system documentation, instructional and procedural manuals.
* Identifies training issues and coordinates training sessions for client users on assigned systems or applications; develops training schedule; designs training manuals; conducts training sessions.
* Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology.
* May exercise technical supervision over lower level staff; assists in selecting, training, motivating and evaluating assigned staff; provides or coordinates staff training; works with employees to correct deficiencies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four-year college or university with a major in computer science, informationsystems, mathematics, business administration or a related field.
Experience: Two years of increasingly responsible professional, analytical computer programming and application development and related systems work in an informationsystems environment.
Substitution #1: Possession of an approved informationsystems technology certificate, or completion of an approved informationsystems training course may substitute for all or part of the above required education. A list of approved certificates and/or courses shall be maintained within the Human Resources Department.
Substitution #2: Additional qualifying experience may substitute for the above required education on a year-for-year basis to a maximum of two years.
Special Requirement: The above required experience and any certification used to qualify under substitution pattern #1, may need to be within the assigned specialist or functional area.

Health Insurance: San Joaquin County provides employees with a choice of three health plans: a Kaiser Plan, a Select Plan, and a Premier Plan. Employees pay a portion of the cost of the premium. Dependent coverage is also available.

125 Flexible Benefits Plan: This is a voluntary program that allows employees to use pre-tax dollars to pay for health-related expenses that are not paid by a medical, dental or vision plan (Health Flexible Spending Account $2550 annual limit with a $500 carry over); and dependent care costs (Dependent Care Assistance Plan $5000 annual limit).
Retirement Plan: Employees of the County are covered by the County Retirement Law of 1937. Deferred Compensation: The County maintains a deferred compensation plan under Section 457 of the IRS code. You may annually contribute $22,500 or 100% of your includible compensation, whichever is less. Individuals age 50 or older may contribute to their plan, up to $30,000. The Roth IRA (after tax) is also now available.
Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.
Holidays: Effective July 1, 2017, all civil service status employees earn 14 paid holidays each year. Please see the appopriate MOU for details regarding holidays, accruals, use, and cashability of accrued time.
Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.
Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
Selection Procedures
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.
Testing Accommodation: Candidates who require testing accommodation under the Americans with Disabilities Act (ADA) must call Human Resources Division at ************** prior to the examination date.
Veteran's Points: Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran's points in initial appointment to County service. Eligible veterans receive 5 points and eligible disabled veterans receive 10 points. Disabled veterans must submit a recent award letter stating a 10% service connected disability issued by the United States Veterans Administration. Note: A copy of your DD214 showing the discharge type must be received in the Human Resources by the date of the examination.
Acceptable wartime service dates:
* September 16, 1940 to December 31, 1946
* June 27, 1950 to January 31, 1955
* August 5, 1964 to May 7, 1975
* Persian Gulf War, August 2, 1990, through a date to be set by law or Presidential Proclamation.
Eligible Lists: Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for nine months, but may be extended by the Human Resources Director for a period which shall not exceed a total of three years from the date established.
Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods.
* Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. The minimum number of names to be referred will be equal to the number of positions plus nine, or 10% of the eligible list, whichever is higher. When filling nine or more positions in a department at the same time, the top rank or ranks will be referred and the minimum number of names shall be two times the number of positions to be filled or 10% of the eligible list, whichever is higher. This applies only to open competitive recruitments.
* Rule of Five: The top five names will be referred for hiring interviews. This applies only to department or countywide promotional examination.
* Rule of the List: For classifications designated by the Director of Human Resources, the entire eligible list will be referred to the department.
Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.
Pre-Employment Drug Screening Exam: Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.
Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grand parent, grand child or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when;
* They are related to the Appointing Authority or
* The employment would result in one of them supervising the work of the other.
Department Head may establish additional limitations on the hiring of relatives by departmental rule.
