The Butte County Department of Public Health is seeking a skilled and detail-oriented Geographic Information Systems (GIS) Analyst to join their team. In this role, you will work across five divisions with the opportunity to contribute meaningful insights, improve data-driven workflows, and support impactful projects.

The salary rage for level I is $2,041.60 - $2,736.00 biweekly ($25.52 -$34.20 per hour).

DEFINITION
Under general supervision (GIS Analyst I) or direction (GIS Analyst II), develops, implements, tests, documents, and maintains databases and applications to support the assigned division, program, or Department's Geographic Information System (GIS) software applications and database; develops custom database and web applications; serves as a liaison, provides training and technical support to County staff and outside agencies; stays informed of new technology; provides recommendations, support, and assistance to management staff; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision (GIS Analyst I) or direction (GIS Analyst II) from assigned supervisory or management personnel. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
Geographic Information Systems Analyst I: This is the entry-level classification in the Geographic Information Systems Analyst series. Initially under close supervision, incumbents learn and perform routine professional duties in support of GIS systems and department user needs. As experience is gained, assignments become more varied and complex; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Geographic Information Systems Analyst II but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Geographic Information Systems Analyst II: This is the journey-level classification in the Geographic Information Systems Analyst series. Positions at this level are distinguished from the Geographic Information Systems Analyst I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Geographic Information Systems Analyst class series are flexibly staffed; positions at the II-level may be filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.Typical functions may include any of the following tasks, knowledge, abilities, and other characteristics. * Analyzes, evaluates, and consults with other County departments, divisions, and/or programmatic areas regarding GIS system software needs and requirements, including identifying, designing, and developing system software and web applications to allow staff across multiple departments to work more efficiently.
* Plans, coordinates, installs, implements, tests, and maintains databases and applications of the assigned departmental, divisional, and/or programmatic area GIS software system; integrates system data and functionality with other specialized applications.
* Provides assistance and technical support on GIS software and other related systems; monitors system utilization and recommends appropriate revisions to processes and procedures.
* Serves as liaison for the assigned department, division, and/or programmatic area and represents the County in inter-agency coordination activities related to the software system; serves as a liaison with contract service organizations to identify and resolve programming and other operational problems.
* Develops documentation and quality control procedures, standards, and metadata related to the assigned GIS system.
* Provides graphic support to assigned County departments, leads projects by gathering, analyzing, and integrating spatial data to create a variety of maps, exhibits, and other graphic materials.
* Leads and participates in internal and interagency technical work groups as a technical expert.
* Performs advanced database queries and reports using Structured Query Language (SQL).
* Monitors changes in GIS software technology and applications, recommends improvements and upgrades, and implements changes after approval; learns new systems and programs as dictated by future technological advancements and County needs.
* Directs departmental, divisional, and/or programmatic research activities to identify, acquire, and integrate data from other agencies and organizations into the County's data library; maintains and updates the County's information catalogue; creates and maintains government-compliant metadata; and develops procedures to share appropriate data.
* Contributes to the overall quality of the department's service by developing, reviewing and implementing policies and procedures to meet legal requirements and County needs.
* Prepares a variety of written correspondence, reports, procedures, and other materials.
* Maintains accurate records and files related to the software function.
* Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments pertinent to software and the County or assigned department, division, or programmatic area.

Education and Experience:
Any combination of training, experience and educational degrees that would provide the required knowledge, skills, and abilities is qualifying. Substitutions will be made on a year for year basis. A typical way to obtain the required qualifications would be:
Bachelor's degree from an accredited college or university with major coursework in earth sciences, GIS, computer science, geography, or a related field; and
Geographic Information Systems Analyst I: One (1) year of experience working in the design, development, and implementation of GIS.
Geographic Information Systems Analyst II: Three (3) years of increasingly responsible experience working in the design, development, and implementation of GIS at a level equivalent to Geographic Information Systems Analyst I.
Certifications and Licenses:
* Must possess a valid US driver's license upon date of application. Must obtain California driver's license following hire date per California DMV regulations.

DESCRIPTION
THE DEPARTMENT: The Alameda County Probation Department is an essential element of the County's system of public protection and human services. The Department's role is to reduce the impact of crime in the community by providing accurate, comprehensive and timely information and recommendations to the Courts, providing community-based sanctions and treatment for offenders, and working cooperatively with law enforcement agencies and community organizations with similar objectives. The Department provides a wide range of mandated and discretionary investigative, advisory, and supervisory services to adult and juvenile probationers pursuant to State law and the County Charter. THE POSITION: Under general direction, to analyze department business system needs, and produce, maintain and update software systems to meet those needs. Information Systems Analysts are responsible for gathering requirements, defining problems and recommending solutions, writing program and database design specifications, modifying existing systems and providing production support for users and their systems. Information Systems Analysts may also prepare instructional material for department staff, act as project manager on projects; and performs related duties as required. DISTINGUISHING FEATURES: This is the fully functioning Systems Analyst classification in the Information Systems class series. Incumbents are competent to work independently in designing, developing, testing, implementing, and maintaining software systems and programs. Activities include analyzing information business requirements, recommending technology solutions, preparing automated system specifications, designing logic flow diagrams, screens, file structures, reports, forms and menus, performing quality assurance testing, and developing system documentation. MINIMUM QUALIFICATIONS
Education: The equivalent to graduation from an accredited four-year college or university (120 semester units or 180 quarter units) with a major in MIS, Computer Science, Computer Engineering or equivalent. AND Experience: The equivalent of two years of full-time experience in planning, developing and administering complex information technology systems and applications. OR II Experience: The equivalent of three years of full time experience in planning, developing and administering multiple, complex information technology systems and applications. Role description
The position plans, organizes, directs and controls functional and technical work of the PeopleSoft HCM system involving Benefits Administration and other key HSS enterprise systems. The Information Systems Manager reports to the Chief Operating and Experience Officer and works closely with the Operations Manager, the Chief Financial and Accountability Officer, the Contracts Manager, the Well Being Manager and the Communications Director. This position is responsible for the department's IT infrastructure and for the complex analysis, evaluation, recommendation, development and implementation of major healthcare management programs and functions of the Health Service System. This position plans, organizes, directs and controls functional and technical work of the PeopleSoft HCM system involving Benefits Administration.
Individual Tasks:
* Complete all aspects of regulatory filing such as IRS 1095-C, CMS Part D Creditable Coverage, CMS RxDC reporting.
* Function as the Department Information Security officer (DISO) responsible for completing technology risk assessments, remediating findings, responding to cyber threats, maintaining and testing the business continuity of operations plan.
* Function as Department Preparedness Coordinator (DPC) responsible for maintaining and providing training on the Facility Emergency Plan and the Workplace Violence Prevention Plan.
* Responds to public information requests; conducts eDiscovery related to legal or compliance matters.
* Prepare and verify data accuracy and completeness of highly sensitive datasets prior to release.
* Administer access and configuration of key applications.
* Provides additional support for time critical benefits administration system modifications including drafting development requests, conducting testing, configuring applications and providing post implementation support.

* Communicate with the Controller's Office, Sr. Management, Executive Steering Committee, boards, commissions and major stakeholders by providing regular reports; present business needs and system requirements and recommendations for policy action or resolution; and provide reports as requested.
* Oversee department technology and reporting strategy aimed towards streamlining work processes, implementing efficiencies, and making information transparent, understandable and accessible.
* Collaborate with technical experts to develop business goals that align with department's strategic goals and objectives; define and analyze the functional and technical requirements for ongoing system architecture/infrastructure planning and procurement, consistent with maximum efficiency and best practices.
* Collaborate with technical experts to maintain and test a current contingency plan for all technologies and systems to prepare for and mitigate systems failure or recovery from disaster.
* Develop and implement procedures, controls and policies to maintain smooth, effective, and secure systems operations that remain compliant with city cybersecurity policy and practice, administrative, legal, and regulatory requirements.

How to qualify
All applicants must verify that they meet both elements below
Education: Possession of a baccalaureate degree from an accredited college or university, preferably with major college coursework in management information systems, computer science, information technology, data processing operations, business administration or a related field; AND
Experience: Six (6) years of progressively increasing project management experience. This experience must include one (1) year of managing large integrated systems which may have included Human Resources, Benefits and Payroll functions in a complex organization of the six (6) year duration and (3) years of the six (6) years must include experience supervising professionals.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Under the general supervision of the Information Technology Manager I in the Enterprise Operations Support Branch, the Information Technology Specialist (ITS I) will provide high-quality technical support and customer service to Department of Justice (DOJ) end-users by ensuring that desktop systems, applications, and related hardware are functioning optimally. The duties of the ITS I include, but are not limited to Windows operating system image management, SCCM/Tanium deployment of desktop software, applications, updates and security patches, ITSM activities to support and ensure service levels, management of user accounts, permissions and security settings using SailPoint, Active Directory, and Microsoft 365 Admin Center.
The incumbent will possess advanced technical expertise and the knowledge to perform a wide variety of the more complex duties associated with supporting the desktop environment and ensuring security compliance for all DOJ desktop systems. The ITS I will participate in, coordinate and lead technical projects and assignments relative to the support and services offered by TSB. The incumbent will also act as a mentor by guiding less experienced staff in the performance of their duties as well as reviewing their work products for quality and compliance with Department standards.
Occasional travel may be required to provide onsite assistance to DOJ satellite offices throughout the state of California. In emergency instances, the incumbent could be placed "on call" throughout the duration of the incident.

The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. Under direction of the Information Technology Supervisor (IT Sup) II, Chief, Immunization Technical Support Unit, the Information Technology Specialist (ITS) I performs all aspects of project and business technology management for information technology (IT) projects of varying size and complexity following Project Management Institute (PMI), California Department of Technology (CDT) standards, CDPH standards, industry best practices, the State Contracting Manual, Statewide Informational Management Manual (SIMM), and State Administrative Manual (SAM). The ITS I leverages project management practices and System Development Life Cycle (SDLC) methods (including, but not limited to, waterfall and agile) through the entire maintenance and operation (M&O) life cycle.
