About Our Organization

About the Position
This physician will provide clinical and administrative oversight of our Gender Health Clinic which is the an integrated, team-based primary care clinic with collaboration between primary care, specialty, psychiatry, social services, nursing, and community partners, including partners in the transgender/gender expansive community. The clinic provides primary care to our transgender/gender expansive patients, including preventative health, disease management, hormonal therapy and surgical treatment for gender transition. This physician will also provide clinical consultation and guidance to other primary care providers at the Gender Health Clinic and other SCVMC clinics, regarding transgender/gender expansive patients, with the ultimate goal of strengthening clinical care across our health and hospital system.
Candidates must be board-certified in Family Medicine or Internal Medicine and have at least one year of clinical experience providing healthcare for transgender/gender expansive patients. The ideal candidate will have completed an approved fellowship/training program in transgender healthcare, experienced in management of a gender health program within a large health system with demonstrated success with innovation, collaboration, teamwork, project management, and quality improvement.

Nursing staff work six (6), twelve (12) hour shifts, and one eight (8) hour shift per two (2) week pay period. Days off are every other weekend and rotating week days.

The Position
Under the direction of the Deputy Director of Child and Youth Services, the Clinical Services Manager (CSM) will plan, coordinate, and implement comprehensive countywide mental health programs. This includes oversight of both county-operated and contracted programs, as well as field-based outpatient services that meet the diverse needs of children, adolescents, families, Transitional Age Youth (TAY18-25).
The CSM will assist in developing, implementing and evaluating goals, objectives, policies and procedures for assigned programs; ensure the provision of behavioral health services that meet quality assurance standards and safe patient care requirements; and select, train and provide direction to subordinate professional, clinical, technical and clerical staff.
This role requires a balanced blend of clinical expertise and strong administrative capabilities, including data collection, state compliance oversight, reporting and performance monitoring.
Key Responsibilities
Reporting to the Deputy Director, the CSM-I/II will manage several program components, including the Youth Services Forensic Mental Health Team, The Child Welfare Behavioral Health Team, and Youth Contracted Providers. Responsibilities include:
* Monitoring contracts for compliance, performance and adherence to program standards
* Overseeing data collection activities to support evaluation, reporting, quality assurance and continuous quality improvement
* Coordinating the implementation of new policies and ensuring effective integration across programs
* Managing program audits, corrective action plans and other state and federal compliance requirements and.
* Provide supervision and oversight to BHRS county run programs.
The Youth Services Center Forensic Mental Health Team provides comprehensive services to youth and young adults in the custody of the San Mateo County Juvenile Probation Department, including youth residing in juvenile hall as well as those on probation under community supervision. The Child Welfare Team provides behavioral health services to children, youth, and families served by the County's Child and Family Services Department.
In this role, the Clinical Services Manager will also strengthen cross-departmental collaboration and build strong, effective partnerships to support the wellbeing of youth and families.
The ideal candidate will bring experience managing, supervising, administering behavioral health programs; a strong understanding of trauma-informed care; and skill in leading program planning efforts. They will be adept at navigating complex clinical, operational, and personnel issues, and will demonstrate cultural humility along with strong verbal and written communication skills. Candidates with at least five years of progressively responsible experience in behavioral health systems, clinical operations, and stakeholder engagement, including at least two years of experience in a supervisory or lead capacity, will be especially well-suited for this role.
In addition, the ideal candidate will:

Required Education and Experience
Master's or doctoral degree in psychology, social work, marriage & family therapy, applied behavioral health analysis, or a related field (LMFT, LCSW, LPCC, BCBA, Psy.D., or Ph.D.).
Active California licensure or certification with a minim of two years' post-licensure or post-certification experience. Five (5) or more years are strongly preferred.
Demonstrated experience creating and implementing clinical standards, training frameworks, and outcome measurement systems.
Minimum of five (5) years of leadership experience in behavioral health, including supervision of clinical staff and oversight of multiple programs.

Set and Operationalize Standards of Excellence
Lead the development of clinical guidelines, documentation protocols, and therapeutic best practices across all programs.

Maintain a clinical training calendar, curriculum, and resource library to ensure consistency and quality across teams.
Lead Quality Assurance and Compliance in Partnership with the Director of Compliance
Design and implement a robust quality assurance process to evaluate and enhance clinical practices. Partner with the Director of Compliance to align internal protocols with external regulatory and licensing requirements.
Lead or support audits, internal reviews, and fidelity assessments, and ensure corrective actions are followed through.
Develop and Manage Outcome Measurement Systems
Establish systems to collect, track, and analyze clinical outcomes, including client progress, program impact, and clinician effectiveness.
Use data to inform service delivery decisions, adjust training plans, and report on impact to internal and external stakeholders.
Drive Innovation in Clinical Practice
Monitor trends in behavioral health, trauma-informed care, and integrated service delivery.
Pilot and scale innovative models (e.g., telehealth, family-centered interventions, mobile or community-based care).
Cultivate a culture of learning, adaptability, and continuous improvement within clinical teams.
Integrate Behavioral Health with Economic Empowerment

Collaborate with program leadership to explore cross-functional models that integrate behavioral health and economic development.
Train clinicians to understand and engage with the social determinants of health, particularly poverty and economic stress.
Supervision and Staff Development
Directly supervise clinical supervisors and oversee the full clinical supervision system, including intern and trainee coordination.
Support supervisors in the development of strong, trauma-informed, and culturally responsive teams.
Facilitate regular individual and group supervision, leadership development, and consultation structures.
Recruit, hire, train, and conduct performance reviews for clinical staff and managers.
Internal Leadership and External Representation
Serve as a collaborative member of Lifeline's senior leadership team, contributing to agency-wide planning, strategy, and culture.
Represent the agency in community coalitions, professional associations, conferences, and university partnerships.
Ensure clinical work is aligned with Lifeline's mission, values, and commitment to equity, innovation, and impact.
Completes other related duties as assigned
Required Education and Experience
Master's or doctoral degree in psychology, social work, marriage & family therapy, applied behavioral health analysis, or a related field (LMFT, LCSW, LPCC, BCBA, Psy.D., or Ph.D.).
Active California licensure or certification with a minim of two years' post-licensure or post-certification experience. Five (5) or more years are strongly preferred.
Demonstrated experience creating and implementing clinical standards, training frameworks, and outcome measurement systems.
Minimum of five (5) years of leadership experience in behavioral health, including supervision of clinical staff and oversight of multiple programs.
Strong working knowledge of trauma-informed care, evidence-based practices, and the intersection of behavioral health and social determinants.
Highly organized, strategic thinker with excellent communication and project management skills.

Preferred Qualifications
Experience in a nonprofit or community-based setting.

The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health seeks an experienced psychiatrist to serve as Deputy Medical Director -Behavioral Health and Recovery Services (Supervising Adult Psychiatrist) for our clinical system of care. The Deputy Medical Director - Behavioral Health and Recovery Services provides leadership and supervision to several outpatient multidisciplinary teams (including several psychiatrists and other disciplines) and will serve as the Designated Institutional Official with responsibility for all ACGME-accredited programs for San Mateo County. Program and Role Summary:
The primary focus of the Clinical Director is to work collaboratively with the Medical Director, who provides psychiatric leadership and serves as the highest-level medical authority for the programs. Together, these two positions form the leadership dyad for the IOP/PHP programs, ensuring integration of therapeutic and psychiatric services. Primary Responsibilities:
Participates in the development and implementation of goals, strategic initiatives, objectives, policies, and priorities for assigned areas of responsibility.

Develops and executes policies and procedures and a system of accountability that tracks the quality of service, program budget, relevant documentation, and adherence to regulatory and contractual requirements.
Responsible for the development, oversight, and maintenance of the department's budget.
Effectively supervises, evaluates and directs the work of a diverse group of employees. Timely completion of performance appraisals, regular supervisory meetings, performance documentation, staff development, and supervision for success best practices. Manages personnel functions including recruitment, hiring, retention, and discipline of staff.
Oversees and manages risk management and continuous quality improvement in assigned areas of responsibility. Promotes the Continuous Quality Improvement (CQI) process by identifying quality indicators and opportunities for departmental and organizational process improvement.
Monitor all program documentation of treatment plans and clinical notes for Utilization Review, coordinating with Medical Director on psychiatric documentation standards.
Audit client documentation weekly to confirm record-keeping system complies with all governmental regulations and standards.
Supervise maintenance of electronic medical records in compliance with licensing regulations, certification standards, legal and ethical standards.
Research, plan, secure approval of, and implement new or enhanced program services in collaboration with the Medical Director.
Interview, hire, and retain non-medical clinical program staff by overseeing training and development.
Qualifications
Education and Experience:
Masters or Doctorate degree in Psychology, Counseling, Social Work, or related field;
Licensed with the California Board of Psychology or Board of Behavioral Sciences as a Clinical Psychologist (PhD/PsyD), LMFT, or LCSW
Certification (LACDMH or Behavioral Tech) in Dialectical Behavior Therapy, EMDR, TFCBT, I/DD Mental Health
Minimum 2 years of holding professional license.
Minimum 5 years' experience in the provision of clinical mental health direct services, including experience providing clinical supervision and administrative duties, preferably in an intensive outpatient or partial hospitalization setting;
Expert knowledge of adolescence, mental health and other co-occurring disorders
