Deputy Program Manager for Mesh Reflector Design and Manufacturing program. Overall responsibilities include:
Essential Functions:

• Leading and providing oversight to a highly specialized program team that supports Special Programs Product line Activities include design, procurement, manufacturing product integration and test, deployment, and technical baseline maintenance for Space qualified hardware • Senior professional with strong knowledge of job area and broad knowledge of project management Manages complex projects or processes with general oversight Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures Makes moderate to substantial improvements to systems and processes Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results • Lead internal program team and monitors all program activities to ensure compliance with product specifications, performance requirements, schedules and cost commitments, Overseeing the generation, quality and timeliness of all written customer deliverables and reports • Manage programs through the integration of Earned Value Managements (EVMS) processes and procedures, Cost and Schedule forecasting and other key elements that the support the overall Profit and Loss (P&L) of the Program Effort includes managing/measuring weekly and monthly metrics for reporting to senior management and customers using MS Excel and other tools • Support Special Programs Product Line leadership in driving project portfolio execution in order to achieve key business and financial objectives for orders, revenue, operating income and cash flow • Support New Business initiatives; leading proposal efforts for follow-on production ECPs to include kickoff, PCR, Pricing reviews and cost proposal submittal Participates in negotiations of contract changes • Lead Program Risk Management effort - Identifies existing or potential program risks and obtains solutions, such as allocation of resources or changing contractual specifications Assess impacts of changes, provide mitigation plans, proactively manage escalation of issues to appropriate stakeholders, and manage scope creep • Ensure that all required staffing resources are available for the program

Qualifications:

• Active Top Secret/SCI Clearance • Bachelor's Degree and minimum 6 years of prior relevant experience; Or, Graduate Degree and a minimum of 4 years of prior related experience • 2+ years' experience with Earned Value Management (EVM) • 2+ years' experience with Space Hardware Design, Qualification and Manufacturing • 2+ years' experience with Change Management and Risk Management • 2+ years' leading Cross Functional Teams

Preferred Additional Skills:

• PMP certification • Demonstrated skills in program management principles with the ability to excel in a cost and schedule constrained environment

Duties/Responsibilities:

Assists TOPM to provide Government customer and AT&T leadership information and task completion for successful cost, schedule, and performance of the contract
Secondary POC for the CO, COR, Government PM, and Contractor's senior MGT.
Contribute to program efforts in several areas, including cost management/ avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities
Supports performance of tasks necessary to deliver efficient and effective execution of the contract
Applies senior communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents

Required Clearance:
TS/SCI with poly (#ts/sci) (#polygraph)
Required Qualifications:

Candidate must have a total of 12 years of applicable experience. The experience can be a combination of degree and work history. This can be a High School degree and 12 years of work history OR an Associate's and 10 years, a Bachelors' and 8 years, a master's and 6 years or a PhD and 2 years of relevant work history.
Must have at least 1 year demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as EVM and at least 3 years direct experience managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment.
Must have a PMP, DAWIA PM II or FAC-P/PM Mid-Level in Program Management.

Xator Corporation is seeking a Deputy Program Manager to support a large multi-million dollar Army program in Fort Belvior, VA.
Responsibilities:

* Under general direction from the Senior Program Manager, responsible for all aspects of the development and implementation of assigned programs.
* Provide a single point of contact.
* Manage original concept through final implementation. Interface with all areas affected by the program including end users, computer services and client services.
* Define program scope and objectives.
* Develop detailed work plans, schedules, program estimates, resource plans and status reports.
* Conduct program meetings, program tracking and analysis.
* Ensure adherence to quality standards and review program deliverables.
* Manage the integration of vendor tasks and track and review vendor deliverables.
* Provide technical and analytical guidance to program team.
* Recommend and direct the analysis and solutions of problems.

Required Experience, Skills, and Education:

* Master's Degree in Project Management, I/T Management, Engineering, Computer Science, Biometrics or other related technical fields with 15 or more years of prior relevant experience.
* Four (4) to (8) years of management or leadership experience in programs and contracts of greater than $200M with multiple task orders and large-scale commercial IT procurement. Shall have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
* Possesses an active Project Management Institute Project Management Professional (PmP) certification

Clearance Required:

* Possess a current Secret clearance or above.
* Must be a US Citizen, without Dual Citizenship
