The New York State Office of the State Comptroller (“OSC”) intends to procure Extract/Transform/Load (ETL) developer staff augmentation services to assist with data analytics initiatives pursuant to its discretionary purchasing authority under State Finance Law § 163(6). Background
OSC has commenced a Data Analytics Initiative to support the Agency's audit planning and analysis activities; increase fraud, waste and abuse recoveries using new protocols established under the Enterprise Fraud Prevention Act (Chapter 566); expand Open Book New York web portal and related transparency efforts; and increase operational efficiencies through the use of performance analysis.
The initial step in this project is the development of an Analytics Data Warehouse based on a formally architected framework to build an environment for OSC examiners, auditors and analytics staff to fully realize the benefits of business intelligence and data analytics tools. The ETL developer (the “Consultant”) will assist OSC with these efforts.
Scope of Work
The Consultant shall:
· Working with the Data Analytics Bureau and the Division of the Chief Information Officer (“CIO”) staff, assist with the build-out of the current OSC environment for both infrastructure and tools as they relate to Data Analytics and the necessary supporting technologies, such as data warehousing, business intelligence, statistical analysis, and data exchanges with external agencies/entities. Salary is just one component of Pave's total compensation package for employees. The Role
We are seeking a seasoned Software Engineer III to join our Data Integration and Platforms team. This role will help us tackle challenges of scale, quality and insight as the company grows its market share and product scope. You will be responsible for building systems and technologies used by client-facing engineers performing data integrations with electronic health record systems; those used by product engineers integrating with partners and making their own data available for analysis; those used by data scientists creating business insights that help build better products and create better patient experiences. This new team brings together engineers from multiple parts of the organization, and you will be responsible for building toward a common data, AI and ML platform vision - then relentlessly executing while staying atop evolving business priorities.
In this role you will:
Contribute to the evolution of our integration data pipelines from homegrown ETL scripts to a modern, scalable data stack (e.g., dbt, Airflow, Snowflake).
Engineer for scale, improve the performance of our data pipelines to handle the daily processing of tens of millions of records while ensuring high quality and robust observability
Develop our data platform to serve our most popular products while laying the foundation to enable ease of data onboarding and use for new experiments and use cases
Collaborate closely with delivery engineering teams on mechanisms to improve the quality, speed and scalability of data integration with healthcare providers.
Apply rigorous software engineering practices to the data domain, including version control, automated testing (unit/integration), CI/CD, and structured logging/observability.
About You
3+ years of experience in software design and systems engineering, with some time in teams integrating or using large and complex datasets.
Fluency reading and writing Python code, with particular familiarity in common data processing libraries
Comfortable with SQL and working with Postgres databases
Technical familiarity across the data ecosystem: storage, query and ETL orchestration technology; governance and quality; analytics, visualization, and AI/ML pipelines.
