Job Purpose

The Director, Compliance, Distribution works with the Deputy Chief Compliance Officer, Distribution to develop and coordinate the strategic direction and continuous improvement of the Jackson Distribution compliance program. The Director, Compliance, Distribution ensures regulatory compliance related to Jackson Distribution activities, including the design of processes and controls to ensure compliance with the respective state and federal mandates, as well as corporate policies and procedures. This role is responsible for ensuring proper execution of day-to-day compliance tasks assigned to the team and leads/participates in special projects at the direction of the Deputy Chief Compliance Officer or VP, Chief Compliance Officer.

Essential Responsibilities

Supports management in the implementation of the Compliance Program; independently recommends and implements continuous improvement of the program in response to industry and regulatory developments.Assists Jackson Compliance leadership in the overall supervision and training of the firm's Compliance Department and its personnel (both registered and non-registered associates).Works with multiple areas of the organization to provide compliance guidance on strategic initiatives.Oversees compliance-related activities performed within the licensing and registration, employee activities, surveillance, and suitability review areas of the department.Manages a team of Compliance associates responsible for performance management and development of direct reports, including upskilling to address technological improvements.Identifies and compiles compliance best practices and trends and disseminates findings for implementation and action.Develops and executes policies, procedures and controls to oversee the firm's product sales across all business channels.Prepares and submits regulatory filings as needed.Conducts on-going reviews and risk assessments.Conducts periodic branch inspections of OSJ (Office of Supervisory Jurisdiction) and non-branch locations.Monitors regulatory environment and recommends appropriate changes when a new rule or guidance is issued.Oversees creation and dissemination of compliance presentations.Directs staff in drafting compliance alerts and bulletins.Participates with counterparts at affiliate firms in setting consistent supervisory procedures across the network.Performs cross-functional monitoring/training as required.Assists with reporting, as required, to department, senior management, and board/committees.

Other Duties

Directs and performs ad hoc compliance research and reporting as needed.Attends stakeholder meetings and other regular touchpoints with Jackson departments as a representative of Compliance. May act as decision maker for delegated areas and/or serve on committees, Agile project teams, and other working groups.Performs other duties and/or projects as assigned.

Knowledge, Skills and Abilities

Comprehensive knowledge of FINRA rules, SEC regulations, and state insurance regulations.Demonstrated broker-dealer compliance knowledge, including specific experience in conducting inspections, outside business activity review, licensing and registration, suitability/best interest and sales supervision.Demonstrated ability to manage multiple priorities and meet deadlines.Solid customer service and relationship building skills. Qualifications
Bachelor's Degree required.8+ years of relevant professional experience, preferably in compliance, risk management, audit, or similar functions required.Management experienced preferred.FINRA Series 7 & 24 Registrations required.FINRA Series 63 Registration, State insurance license(s) preferred.

The Director of Warehousing and Distribution is responsible developing and implementing a centralized Warehouse/Distribution system to, 1) store inbound raw material and finished goods, 2). Implement a fulfillment process to multiple domestic hubs, and 3). Develop and implement an international fulfillment strategy as our business grows. This position will be responsible for developing headcount models and recruiting for the correct level of talent based on multiple locations and taking into consideration all aspects of a logistics/warehouse team. Will work with Manufacturing, Procurement and Clinical Operations to develop and improve fulfillment strategies. Proven knowledge of international shipping and customs regulations.
Specific responsibilities include, but are not limited to:

Management of all standard warehousing operational functions including inbound, put away, order fulfillment, outbound, Cycle Counts and inventory maintenance to ensure standardized operating procedures are being followed.

Develop and execution of a hub and spoke model for fulfillment of various manufacturing and Clinical Operations sites.

Develop headcount models based on current state and growth needs

Develop refinements to processes to provide efficiencies

Develop plan for supervision/ management at each location

Develop process that are scalable as our business needs change.

Maintain the right level of inventory on hand at the various lab locations within the building. Manage transfer of materials from offsite storage (hub) to various sites (spoke) as needed

Responsible for inbound & outbound logistics, follow up with carriers to ensure no bottle necks and speedy delivery of patient samples.

Maintain inventory related reporting to Finance & Supply Chain management team.

Enforce company policy to be SOX compliant.

Active role in training, goal setting, performance assessment, and disciplinary responsibilities.

Develop/update pertinent SOPs; ensure direct reports follow established guidelines to produce high quality of services in a safe and efficient manner.

Identify and develop solutions for operational opportunities and process improvement.

Understanding and meet internal and external customers and service level expectations

In this highly visible and impactful role, you will lead the development of short and long-term procurement plans and policies for business-critical Supply Chain/Distribution Center/transportation procurement to support Petco's growth. You will partner and consult with our Executive team to be an advisor on all new and innovative ways we can transform Supply Chain at Petco through the lens of Procurement. You will work with multi-million-dollar agreements with enterprise vendors for all Supply Chain procurement initiatives. You will also develop category strategies for key subject areas, including shipping and freight (ocean and small parcel). Additionally, you will get to build a cross functional, long-term strategy for Supply Chain procurement in conjunction with our Supply Chain and Distribution organization. You will get to share your expertise about new, transformative, and innovative ways to handle initiatives like automation and evaluate new and innovative vendors that will lead to impactful business.
Duties and Responsibilities

+ Leads the development of short- and long-term procurement strategies, plans and policies for assigned areas to support company goals. Activities include: (a) participating with the senior management team to establish strategic plans and objectives based on company goals; (b) leading the research, evaluation, development and implementation of procurement policies, guidelines, procedures, methods and techniques; and (c) developing emergency and/or contingency procurement plans. (40%)

+ Engages in contract negotiations with vendors. Activities include: (a) researching and anticipating shifts in negotiating power of vendors; (b) analyzing and calculating costs of procurement; (c) suggesting methods to decrease expenditures; (d) performing cost and scenario analyses and benchmarking studies; (e) estimating risks and applying risk minimizing techniques; and (f) securing profitable deals. (30%)

+ Leads the monitoring of market dynamics that impact materials or services availability and/or pricing. Leads the partnering with internal clients to identify procure and/or sourcing needs, developing buyer or market profiles, identifying marketplace trends, and defining acceptable service levels. (10%)

+ Travels to domestic and foreign locations to attend meetings and establish and/or maintain relationships with vendors, employees, customers, investors and others. (10%)

+ Provides supervision to assigned staff: includes activities such as hiring, counseling, guiding, training and delivery of disciplinary processes as required. (10%

Minimum Qualifications

+ Bachelor's degree in business administration or related field

+ 8 years of experience in the field of purchasing or procurement

+ 5 years of management experience in the field of purchasing, procurement and/or strategic alliance development, or an equivalent combination of education, experience and/or training.

+ Ability to conduct competitive cost and/or price analyses.

+ Ability to lead a team and to influence and persuade internal and external contacts.

+ Excellent leadership skills in sourcing and skill in the procurement of indirect goods and services.

+ Expertise in contract negotiation or management.
