HR Operations & Compliance: Ensure local compliance with federal, state, and corporate HR policies. Partner with HR COEs on payroll, benefits, HRIS (Workday), and reporting. Coordinate promotions, transfers, salary adjustments, and performance management in alignment with Hillenbrand Corporate Compensation Policies. Maintain accurate employee data in Workday and ADP to support HR processes and reporting.
Learning & Development: Administer corporate training and leadership development programs. Engage in special HR projects as assigned and share best practices.
Qualifications
Education: Bachelor's degree in Human Resources, Business Administration, or related field required; Master's degree or HR certification (e.g., SPHR or SHRM-SCP) preferred.
Experience:
5+ years as an HR Business Partner or generalist in a manufacturing environment
Proven ability to build relationships across various organizational levels
Demonstrated expertise in change management methodologies and communications
Skills & Competencies:
Exceptional interpersonal and communication skills, with the ability to influence at all levels
Familiarity with HRIS and payroll systems; experience with Workday and/or ADP preferred

Position Summary

Requirements
Division Management: Oversees the selection, training, evaluation and development of Human Resources personnel. Direct and indirect supervisory responsibilities include hiring, assessing and monitoring workload, allocating duties and responsibilities, and internal reporting relationships, conducting performance evaluations and working with employees to develop individual goals and objectives. Serves as the main trustee for the KERIT Board.
Division Goals: Responsible for the development of divisional goals and objectives for the Human Resources Division, develops action plans for implementation, and monitors progress.
Organizational Goals: The position will work collaboratively with the City Manager and Department Heads towards implementing the long -term vision for the City; and, toward cooperative problem -solving approaches to common issues.
Budgeting and Financial Management: Develops and administers the division's annual budget. Forecasts costs for staffing, equipment and other operating expenses. Implements procedures to monitor department spending. Accountable for all department expenditures and for ensuring proper purchasing procedures are followed.
Employee Relations: Serves as the employee relations point person for the Administration Office, as well as any divisions that report through that office. Provides assistance and advice to managers about progressive discipline, performance improvement plans, and other personnel concerns and complaints. Administers the appeal process for disciplinary action. Investigates harassment claims. Serves as the Civil Service Commission Coordinator. Conducts stay interviews for assigned departments.
Policies and Procedures: Updates the Personnel Manual incorporating revisions required due to changes in the law, City or departmental policy, as well as those recommended by departments and approved by the City Manager. Ensures that revisions and updates are distributed to all appropriate personnel on a timely basis.
Compensation: Oversees the City's compensation program and pay plan. Responsible for the annual review of and adjustments to the City's pay plan. Works with assigned departments as compensation requests arise. Provides recommendations on offers for new employees within assigned departments for approval by respective Department Heads. Completes compensation studies as necessary.
Benefits: Administers the City's benefits negotiations and annual renewal. Serves as City liaison with group benefit providers and coordinates distribution to employees of information regarding changes to those programs. Answers questions from employees regarding benefits.
Training: Coordinates topics, locations, trainers, and methods for annual employee training. Serves as a resource for training opportunities for City employees. Provides training on City policies and procedures. Effectively presents materials and information in both formal and informal settings to various groups including employees, visitors, and the City Council.
Communication: Responsible for communication to employees regarding employment -related topics. Assists with the preparation of City -wide correspondence from the City Manager. Provides content for City publications.
Separations: Conducts exit interviews with employees. Assists in facilitating an employee's separation including ensuring all necessary paperwork is completed.
Retirement: Serves as a Trustee for the City's Supplemental Pension Plan.
Other Duties: Performs other related duties as assigned or requested.
Minimum Qualifications / Requirements
Education and Experience:
Bachelor's Degree from an accredited college or university with major study in human resources management or closely related field. Master's degree and/or HR Certification (PHR/SPHR, SHRM -CP/SPC) preferred.
Five (5) to seven (7) years experience in Human Resources with demonstrated advancement through increasing responsibility required; at least ten (10) years experience preferred.

The incumbent in this position is required to receive communication related to City business via a smart phone. The City provides a phone allowance to compensate.
Work Schedule

This position will also be required to attend night meetings, and be available for or attend other activities and events that occur in the evenings, weekends, and holidays. This can also include overnight seminars and conferences.

Patrols agency facilities (e.g. grounds, roads, buildings, adjacent areas, parking lots, etc.) for the purpose of providing visibility, maintaining security and deterring criminal activity.
Escorts clients, assigned personnel and/or visitors (e.g. between facilities, etc.) for the purpose of ensuring personal and site security as needed.
Accompanies Cornerstones of Care drivers while completing transportation requests with clients who require higher behavioral support needs and pose safety risks when secure transport options are not available, or when Resource Officer support is more appropriate.
Responds to a variety of situations (e.g. accidents, injuries, vandalism, suspicious activities, alarms, crisis support, de-escalation, etc.) for the purpose of taking the appropriate action to resolve immediate safety and/or security concerns.
Reacts quickly and calmly in emergency situations and responds to safety and emergency needs with respect and regard for the client and team members' emotional and social well-being.
