Comprehensive knowledge of applicable U.S. and Canadian labor laws and regulations.
Excellent communication, facilitation, conflict management, and people skills, including the ability to persuade others toward mutually beneficial goals and settlements.
Analytical and risk management skills related to the costing of proposals and packages, and mitigating risks related to work stoppages.

Position Summary
This is a professional position with a high degree of responsibility for the strategic direction, as well as the oversight of the operational aspects, of the humanresources functions for the City. These aspects include recruitment, compensation and benefits, employee relations, legal compliance, workers compensation, policy implementation, training and the employee communications program. This position serves on the City's management team and is a key player in critical decisions that impact City employees. The City Manager provides general supervision and guidance. Requirements
Division Management: Oversees the selection, training, evaluation and development of HumanResources personnel. Direct and indirect supervisory responsibilities include hiring, assessing and monitoring workload, allocating duties and responsibilities, and internal reporting relationships, conducting performance evaluations and working with employees to develop individual goals and objectives. Serves as the main trustee for the KERIT Board.
Division Goals: Responsible for the development of divisional goals and objectives for the HumanResources Division, develops action plans for implementation, and monitors progress.
Organizational Goals: The position will work collaboratively with the City Manager and Department Heads towards implementing the long -term vision for the City; and, toward cooperative problem -solving approaches to common issues.
Budgeting and Financial Management: Develops and administers the division's annual budget. Forecasts costs for staffing, equipment and other operating expenses. Implements procedures to monitor department spending. Accountable for all department expenditures and for ensuring proper purchasing procedures are followed.
Employee Relations: Serves as the employee relations point person for the Administration Office, as well as any divisions that report through that office. Provides assistance and advice to managers about progressive discipline, performance improvement plans, and other personnel concerns and complaints. Administers the appeal process for disciplinary action. Investigates harassment claims. Serves as the Civil Service Commission Coordinator. Conducts stay interviews for assigned departments.
Policies and Procedures: Updates the Personnel Manual incorporating revisions required due to changes in the law, City or departmental policy, as well as those recommended by departments and approved by the City Manager. Ensures that revisions and updates are distributed to all appropriate personnel on a timely basis.
Compensation: Oversees the City's compensation program and pay plan. Responsible for the annual review of and adjustments to the City's pay plan. Works with assigned departments as compensation requests arise. Provides recommendations on offers for new employees within assigned departments for approval by respective Department Heads. Completes compensation studies as necessary.
Benefits: Administers the City's benefits negotiations and annual renewal. Serves as City liaison with group benefit providers and coordinates distribution to employees of information regarding changes to those programs. Answers questions from employees regarding benefits.
Training: Coordinates topics, locations, trainers, and methods for annual employee training. Serves as a resource for training opportunities for City employees. Provides training on City policies and procedures. Effectively presents materials and information in both formal and informal settings to various groups including employees, visitors, and the City Council.
Communication: Responsible for communication to employees regarding employment -related topics. Assists with the preparation of City -wide correspondence from the City Manager. Provides content for City publications.
Separations: Conducts exit interviews with employees. Assists in facilitating an employee's separation including ensuring all necessary paperwork is completed.
Retirement: Serves as a Trustee for the City's Supplemental Pension Plan.
Other Duties: Performs other related duties as assigned or requested.
Minimum Qualifications / Requirements
Education and Experience:
Bachelor's Degree from an accredited college or university with major study in humanresources management or closely related field. Master's degree and/or HR Certification (PHR/SPHR, SHRM -CP/SPC) preferred.

Patrols agency facilities (e.g. grounds, roads, buildings, adjacent areas, parking lots, etc.) for the purpose of providing visibility, maintaining security and deterring criminal activity.
Escorts clients, assigned personnel and/or visitors (e.g. between facilities, etc.) for the purpose of ensuring personal and site security as needed.
Accompanies Cornerstones of Care drivers while completing transportation requests with clients who require higher behavioral support needs and pose safety risks when secure transport options are not available, or when Resource Officer support is more appropriate.
Responds to a variety of situations (e.g. accidents, injuries, vandalism, suspicious activities, alarms, crisis support, de-escalation, etc.) for the purpose of taking the appropriate action to resolve immediate safety and/or security concerns.
Reacts quickly and calmly in emergency situations and responds to safety and emergency needs with respect and regard for the client and team members' emotional and social well-being. Responses will be in alignment with Safety Crisis Management, Sanctuary and other organizational processes as required.
Is ready to respond to situations that may be life-threatening or harmful, including exposure to dangerous chemicals or other toxic substances, infectious diseases, fire, gunshots, physical confrontations, etc.
Be ready to dispatch to various sites as needed. Some requests may occur in advance as teams are alerted of upcoming safety or crisis support needs and some requests may be based on emergencies.
Assist with de-escalation in a non-confrontational manner and respond to incidents with clients, team members or visitors.
Coordinate with police or other security personnel as needed to respond to incidents.
Administers first aid to clients, staff and/or visitors (e.g. medical incidents, fight injuries, etc.) for the purpose of providing immediate emergency care.
Demonstrates knowledge and operation of security system cameras for the purpose of ensuring the safety of clients, parents, and staff.
Conduct monitoring inside and outside of facilities as assigned to ensure safe spaces.
Rotate through Cornerstones of Care facilities to conduct safety inspection checklists.
Remain abreast of federal and state laws, city ordinances and relevant contract requirements as they apply to Cornerstones of Care facilities and programs.
Initiate contact with and maintain a good working relationship with other law enforcement agencies and security organizations.
Act in accordance with and support others to adhere to the procedures within the Emergency Preparedness Plan.
Prepares a variety of documents (e.g. incident reports, activity logs, procedures, etc.) for the purpose of record keeping, providing written reference, and/or conveying information and is willing to provide information to the Risk Management committee and leadership as requested.
Communicate with program and site leadership regarding safety and crisis intervention support needs.
Participate in agency Risk Management Committee and incident debriefing as necessary.
Send pertinent safety and incident notifications to executive leadership and program directors as indicated in agency procedures.
Utilize the organization's emergency communication platform to send notifications requiring urgent safety consideration or direction to teams or groups within Cornerstones of Care.
QUALIFICATIONS: Education Level: High school diploma; Bachelors Degree preferred. Years of Experience: 3 to 5 years, preferable with school and human services experience. Must pass background check, physical and drug screening. This position also requires a valid driver's license and proof of current vehicle insurance. Job Functions:
Acts as a consultant to the aligned Regional Vice President on humanresource-related issues
Proactively lead, influence, and communicate the business strategy

Anticipates HR-related needs in the Love's locations within the assigned region/division
Champions and executes COE programs across region/division
