The Dispatcher works to direct the day-to-day route and trip operations. Assists with organizing and conducting activities to assure safe, cost-effective, on-time operating performance, tracks and reports sign-in and sign-out times, assure routes are timely, and communicate service issues to the appropriate personnel. This work is done in compliance with the procedures defined by the client and in conformance with company procedures, which involves daily communication and interaction with drivers and monitors (as applicable).

What You'll Do:
Handle all inbound calls into Transit Center general contact phone number, professional and timely
Ensure calls are routed to the appropriate individual or department
Greet all customers at the Dispatch Window and assist with their questions and transportation needs
Meet contract service needs by disseminating the proper information and verifying eligibility, from transportation callers, to help coordinate non-emergent transportation and/or paratransit services utilizing transportation management systems
Monitors Fixed Route & Para-Transit Vehicles & Drivers using desktop tracking applications for on-road provision of service for quality
Organize and route trips based on schedule and location to ensure optimal performance
Provide assistance to drivers for directions to destinations
Assist drivers and transportation providers with problems or issues related to scheduling
Establish and maintain effective communication with transportation providers
Report and record all accidents, incidents, complaints, and compliments to the applicable manager
Document and report provider no shows or on-time-performance issues
Inform transportation providers of their next-days trips and any new trips that occur
Monitor radio, telephones and on-road provision of service for quality
Record time of departure, destination, and expected time of return
Provide daily safety messages to drivers
Provide feedback on drivers' performance
Acquire and maintain in depth knowledge of, and adhere to, established protocols and procedures outlined in the Transit SOP
Follow all “Opening” and “Closing” steps outlined on the Dispatcher Checklist
What You'll Need:
High school diploma or G.E.D. equivalent
2+ years in transportation routing, dispatching, and scheduling expertise preferred
1 year experience working with the applicable transit scheduling system preferred
Knowledge of GPS and GIS systems preferred
Possess valid authorization to work in the United States
California Class B Driver's License, with Passenger & Air Brake Endorsement preferred
Must be bilingual and speak fluent Spanish

DEFINITION
Under general supervision, receives 911 system emergency and non-emergency calls; dispatches assignments according to police and fire procedures; provides support services and maintains records; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatcher provides technical communications support and computer information processing for police and fire activities as well as animal control and public services functions. In addition to call taking and dispatching, incumbents perform varied record keeping, information retrieval, and similar work in support of public safety activities. Incumbents are expected to exercise independent judgment in the performance of their duties with minimum supervision.
SUPERVISION RECEIVED
General supervision is provided by the dispatch supervisor with direction provided by other supervisory or management staff.
SUPERVISION EXERCISED
As experience is gained, incumbents in this classification may provide direction and training to other Public Safety Dispatchers.

Call Taking and Dispatching Functions
Answers 911 emergency and misdirected non-emergency calls, and a variety of other public safety telephone lines; communicates and relates effectively to those contacted in the course of the work; obtains essential information from reporting parties about the nature of the emergency; enters information into computer terminals; enters control codes and searches files to research and provide information; assesses urgency of call and assigns code; assesses the nature of the emergency, determines appropriate response level, determines closest available and most appropriate company, and dispatches police, fire, medical aid, rescue, and hazardous material calls via two-way radio or telephone; directly broadcasts critical police emergency calls and general information bulletins; enters, updates, and monitors information such as time assignment, en route time, arrival, clearance, and other related information for each emergency and non-emergency event; monitors location and verifies safe status of public safety and other specified City personnel; monitors and controls radio traffic; connects special hearing-impaired telephone lines to transcription apparatus; dispatches animal services assignments, as needed; refers non-emergency calls to other resources including other City departments, governmental, and private agencies; answers questions and provides information to the public, as appropriate; answers building intercom system and grants identified personnel access through remote-controlled security doors; calls in relief personnel to maintain public safety staffing levels; alerts other agencies and coordinates mutual response radio traffic; and initiates follow-up calls as requested.

Under the direction of the Police Chief and supervisors, the Communications Dispatcher Lateral position performs in a training or solo capacity to dispatch Police, Fire, and emergency medical services and personnel and responds to both urgent and non-emergency complaints and calls for service in the City's Communication Center; performs work under general instructions, but with established policies, procedures and precedents as guides; and performs related duties as required to achieve successful results in support of the City's mission, goals, policies and objectives.
This position is accountable to perform as a team member to assist with operational and support duties and services including but not limited to:
* Receiving, updating and reviewing police, fire, and emergency medical service calls and status of rescue units; prioritizing incidents and radio traffic; dispatching the appropriate police, fire, or rescue units in accordance with established operational guidelines.
* Broadcasting information over radio or phone lines and entering call information into the computer aided dispatch system chronologically; transmitting messages to the appropriate station or location directing unit(s) to respond to calls; announcing information over station paging systems and via radio frequency; maintaining direct contact with field personnel; updating responding unit status, as necessary.
* Receiving calls for service from the public and private alarm systems; determining the nature of the complaints, alarms, or codes for computer input; recording the type of incident, locations, and other details; inputting the information into the computer to be routed to the appropriate Police or Fire dispatcher.
* Working shifts and irregular hours including days, evenings, nights, overtime and including weekends and holidays; may be called back for major emergencies, disasters, and critical incidents.
* Working in an environment that requires the ability to sit for extended periods of time, read color coded displays; use a computer terminal for extended periods; hear sufficiently to accurately and completely obtain information from callers; and communicate clearly to effectively dispatch information over the radio/communication system. Frequent lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds may be required.

Other expected competencies:

Also required is the ability to communicate using email programs and to understand and adhere to City policies for information technology.

The Commission on POST Dispatcher Exam is a standardized test designed to measure the verbal, reasoning, memory, and perceptual abilities necessary for public safety dispatcher work. It is a requirement for candidates seeking employment in this field and is part of the POST Entry-Level Dispatcher Selection Test Battery. The exam consists of eleven brief tests that assess various abilities, including the ability to quickly and accurately compare letters and numbers presented orally and in written form, and the ability to shift back and forth between two or more sources of information. The entire test battery takes about 2.5 to 3 hours to complete, including a short break. The POST Entry-Level Dispatcher Selection Test Battery Examinee Guide provides information about the test.
