This recruitment is being conducted to fill reoccurring full-time vacancies. The List established by this recruitment may be used to fill full-time, part-time, limited term, and temporary vacancies for up to one year. Periodic testing for this position will take place as described below in the supplemental information section.
The incumbent in this position will perform a variety of complex duties in direct support of public safety personnel including receipt, interpretation, and dispatching of calls for law enforcement, fire, ambulance and other emergency assistance; direct fire and medical emergencies to the proper agency for response; accurately utilize a computer-aided dispatch system to initiate a response to effectively handle emergencies; utilize a two-way radio system to communicate with field units; accurately maintain the status of all field units; and provide information and assistance to the public.

DISTINGUISHING CHARACTERISTICS
Communications Operator I - This is the entry/trainee level class in the Communications Operator series. This class is distinguished from the Communications Operator II by the performance of the more routine tasks and duties assigned to positions within the series in the Communications Section. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Incumbents are expected to promote to the Communications Operator II level after satisfactory completion of an eighteen month probationary period and when experience and education requirements for the Communications Operator II level are met.
SUPERVISION RECEIVED AND EXERCISED
Receives immediate supervision from a Communications Supervisor and receives functional supervision from Patrol Supervisors, to include the On-Duty Watch Commander.

When Functioning in the Communications Center
:
Receives, interprets, classifies, prioritizes and responds to calls of a routine and emergency nature, including those calls involving life-threatening situations. Enters relevant information by computer keyboard and accurately transits messages for dispatching as necessary and in accordance with established procedures operating a computer aided dispatch system.
Assigns calls to police units for necessary action, determining the appropriate units required for response. Coordinates when necessary with patrol supervisors regarding deployment of personnel. Visually monitors video display terminals and actively listens to police radio frequencies to ensure correct status of officers and emergency personnel. Maintains contact with all units on assignment; maintains daily log of all field calls and units dispatched.
Dispatches law enforcement or other emergency personnel and equipment. Operates a variety of communications equipment, including computer-aided dispatch terminals, radio transmitters and receivers, dispatch consoles, electronic data terminals, telephone and lease line teletype. Monitors multiple computer screens simultaneously. Enters, updates and retrieves information from computerized databases relating to wanted persons, stolen property, vehicle registration, stolen vehicles and other information.
Use telecommunications systems to coordinate emergency calls and relay information and assistance requests involving other law enforcement and public safety agencies. Determines appropriate communications or research channels selected from emergency telephone lines, radio room telephone lines, business telephone lines, police radio channels, other agency radio channels, and manual computerized information systems.
Provides information to officers and field personnel expeditiously, including but not limited to, warrants, vehicles, driver's licenses, parole, and criminal history information. Interprets or clarifies coded responses from various systems for law enforcement, public safety, or other relevant parties. Confirms warrants with responsible agencies, receives and files warrants and updates status of warrants. Receives, responds to and documents requests for Division of Motor Vehicle print-outs; documents vehicle impound information.
Accurately processes information received in the communications center and accurately disseminates that information to the appropriate concerned parties, including but not limited to, relatives of those involved; employers; hospitals; sworn and non-sworn public safety personnel at other agencies; other City departments; ambulance services; detoxification centers; tow companies; attorneys; state parole; county probation; animal control; commercial establishments; alarm companies and schools.
When appropriate, monitors other public safety and emergency preparedness radio traffic; security monitors; and takes necessary action.
Maintains a variety of automated and manual logs, records and files related to communications center activities.
Make court appearances as required related to assigned activities.
Perform a variety of record keeping, filing, indexing and other general clerical work; maintain a variety of logs relating to public safety activities.
Respond to public inquiries in a courteous manner; provide information; resolve complaints in an efficient and timely manner.
Perform other work as assigned.

The Recruitment & Selection Process

2. Applicants who meet the minimum qualifications and have submitted a completed application including answering all Supplemental Questions, will be invited to participate in the testing process as outlined below:
The City of Vallejo Police Department utilizes Criticall to test for the knowledge, skills, and abilities needed to perform the essential duties for the position of Communications Operator. This is an online assessment that consists of seven components that takes approximately 3 hours and 5 minutes to complete. The assessment may NOT be completed by anyone other than the applicant. To validate the integrity of a successful candidate's score, the candidate will be asked to verify that no one completed any portion of the assessment on their behalf during polygraph questioning. Those whom are found to be untruthful in the submission of their assessment will be withdrawn from consideration for the position.
Criticall assessments will be proctored online the second and fourth Friday of every month beginning on January 9, 2026 until the position has closed. The application deadline to be included in an assessment group will be the Thursday prior to the date of the assessment as described below:

4. Oral panel interviews are weighted at 100% of a candidates score. Those who score 70% or higher will be placed on the Register of Eligibles and referred to the department for further consideration.

Supplemental Information
Part-time temporary employees serve in an at-will capacity and understand that service with the City may be terminated at any time. This position does not provide any benefits, with the exception of paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

This is the entry level in the emergency communications dispatcher classification series responsible for learning and applying methods, techniques and practices in police, fire and emergency medical dispatching. Initially, incumbents work in a training capacity to learn all aspects of police, fire and emergency medical dispatching. As experience accrues, the incumbent performs with increasing independence. This class is distinguished from the 8239 Public Safety Communications Supervisor in that the latter exercises full supervisory responsibilities over staff and the work of the unit.
Job Description
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

1. Receives emergency calls and obtains information to determine facts; evaluates such information to determine what type of response is necessary and dispatches the required police, fire or medical service.
2. Dispatches police, fire and emergency medical personnel and equipment on both routine and emergency calls to specific locations utilizing a Computer Aided Dispatch system, multiple video display terminal, radio console and related equipment.
3. Operates a two-way radio system in communicating with a number of mobile units in the field to receive and transmit emergency service messages and information.
4. Evaluates incoming reports of police, fire and medical emergencies; immediately transmits complete and accurate information to appropriate field personnel.
5. Monitors, coordinates and accurately maintains the status of incidents and records of dispatched emergency service personnel and apparatus.
6. Responds to public inquiries regarding emergency medical service, fire rescue, police assistance, crimes, violations and other offenses; properly classifies and prioritizes any report or complaint information and determines appropriate course of action.
7. Receives and disseminates information from other law enforcement and emergency service computer networks related to jurisdictional requests for fire or medical service assistance, or to notices of wanted persons, stolen property, warrants and all-points bulletins.
8. Maintains record of all calls received and prepares reports of critical incidents.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: Principles, practices and procedures of emergency communications for police, fire and emergency medical dispatching; call evaluation techniques; general geography of city roads, streets, highways, public facilities and buildings; federal and state regulations governing the operation of communications systems for transmitting emergency information and dispatching personnel and equipment; proper office procedures and record-keeping techniques.

Qualifications
MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Education: Possession of a high school diploma or equivalent (GED or High School Proficiency Examination).
Experience: Two (2) years of experience in a public contact position providing information and/or a service, or in a position where the primary responsibility is interacting with people.
License and Certification: None
Substitution: Completion of thirty (30) semester units or forty-five (45) quarter units of coursework from an accredited college or university may substitute for one (1) year of the required experience as described above.

Working Conditions: Public Safety Communications Dispatchers work in a fast-paced, highly stressful, and confined environment, wear headsets which restrict physical movement in the work area, and sit or stand and view video displays for extended periods of time. Dispatchers work 8-hour or 10-hour shifts, or longer, and may be assigned to work various schedules which include day shift, swing shift, night shift, weekends, holidays, and overtime. Distinguishing Characteristics
The position of Public Safety Dispatcher is a fully qualified journey-level technical classification. This classification differs from the lower-level classification of Public Safety Dispatcher-In-Training in that the Public Safety Dispatcher-In-Training is the entry level classification whereby incumbents are learning to perform the duties of the classification. It is further distinguished from the higher-level classification of Senior Public Safety Dispatcher in that the Senior Public Safety Dispatcher has supervisory responsibility.
(May include, but are not limited to, the following):
* Answers the telephone and receives 9-1-1, emergency and non-emergency requests for assistance, evaluates the information provided and creates computer aided dispatch (CAD) system event; relays information to other jurisdictions or provides pre-arrival and post-dispatch instructions to the caller; processes and prioritizes incoming calls.
* Dispatches fire, police, medical and animal control personnel and equipment on both routine and emergency calls utilizing a CAD system, multiple video display terminals, radio dispatching consoles and related equipment.
* Monitors and maintains status of public safety personnel and equipment; analyzes situations accurately and takes effective action to help ensure officer safety; may participate in the reassignment of fire equipment to ensure adequate city-wide fire protection.
* Provides operational support for police, fire, and medical operations including warrant checks and confirmations, tow requests, and facilitation of outside agency assistance and mutual aid request.
* Provides Emergency Medical dispatch, and Emergency Fire dispatch, including pre-arrival and post-dispatch instructions.

WORKING CONDITIONS
Work is performed in a structured and often stressful work environment that includes structured breaks and lunch schedules. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading documents and computer screens, and the ability to distinguish and interpret the meaning of colors on video display terminals. The position requires the ability to view multiple video display terminals for extended periods of time in low light. Acute hearing sufficient to distinguish and comprehend simultaneous communications from several sources is required, as is the ability to speak in a clear and distinct manner and carry on multiple conversations while distinguishing background radio communications. The need to lift, drag and push files, paper, books and documents weighing up to 10 pounds is also required. Work is performed in a confined area and incumbents wear a headset, which restricts physical movement about the work area. Manage alert screen to log and review trips and drivers performance.
Document and report any unusual incidents with drivers and/or participants.
Manage vehicle availability and routes accordingly.
Make sure all trips are accounted for. No open will-calls, no unassigned trips, no runs with no driver.
Manage trip adjustments as needed.
Make sure all drivers are accounted for and performing driver end of day duties.
Prepare for next hours of business. Review upcoming trips in the schedule.
Cancel any trip that is still open that will not be performed.

The annual salary for the Public Safety Radio Dispatcher Trainee classification is $102,260.07 per year. This includes an approximate five percent (5%) ongoing non-pensionable compensation pay and a (3.75%) Public Safety Radio Dispatcher Certification Pay.
Upon successful completion of training, Public Safety Radio Dispatcher Trainees are eligible for promotion to the Public Safety Radio Dispatcher classification. The salary range for the Public Safety Radio Dispatcher classification is currently $109,443.99 - $133,053.03 annually. This includes an approximate five percent (5%) ongoing non-pensionable compensation pay and a (3.75%) Public Safety Radio Dispatcher Certification Pay.
The SJFD is accepting applications for the position of Public Safety Radio Dispatcher Trainee. This is the entry-level training classification for a career in public safety dispatching within the City of San José. As a Public Safety Radio Dispatcher Trainee, you are provided with formal training, both in the classroom and in the Communications Center, to develop the knowledge, skills, and abilities necessary to perform the full range of public safety dispatching functions. Trainees must successfully complete all formal academic and on-the-job training to be appointed to the class of Public Safety Radio Dispatcher and retain their employment.
Duties of the Public Safety Radio Dispatcher include answering emergency and non-emergency telephone calls, complying with medical and fire call taking and dispatching policies and protocols, obtaining information from callers, providing emergency instructions over the telephone, entering data into the computer-aided dispatch (CAD) system, dispatching fire and emergency medical personnel and equipment, providing telecommunications systems support, and performing other related work as assigned.
The Public Safety Radio Dispatcher Trainee Training Program includes Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD) protocol training. The EMD and EFD certification is a condition of employment. If an employee fails to maintain San José Fire Department protocol compliance standards, the employee is subject to discipline up to and including termination.
These positions may require working weekends, holidays and/or assignments including swing, midnight, or other nonstandard shifts. Shifts are currently an 8-hour schedule during training (five days a week). Shift schedules may change based on the needs of the Department, and may include an alternate 9-hour schedule (every other set of days off includes three days off). You must be available to work the shift schedule assigned to you by the Department. There is a shift differential payment of $2.25/hour for swing shift and $2.50/hour for midnight shifts.
Mandatory overtime will be required during critical incidents or to maintain staffing levels.
Wearing a uniform is required.
Incumbents receive paid training beginning on their first day attending the Public Safety Radio Dispatcher Trainee Academy. Employee benefits are provided in accordance with the applicable union agreement.
