Qualifications Education: Minimum BA/BS degree in Computer Science, Engineering, or a related discipline. Collaborates with other environmental professionals and engineers on other programs within ARNG G-9, such as the Endangered Species Act; National Environmental Policy Act, and Clean Water Act. Assists ARNG training sites in developing or updating encroachment analyses and REPI Proposals or Plans and prepares schedules / sets milestones for accomplishing Program/project goals. Assist with implementing and/or distributing Standard Operating Procedures (SOP's), management controls, templates, and Program guidance for the ARNG REPI program that: establishes financial controls and invoicing requirements for Program auditability; ; works collaboratively with personnel from ARNG training sites to facilitate parcel acquisition (easement or fee simple purchase) for the best-case tangible benefit(s) to the Army; ensures proper retention and storage of real property transactional documents; and reviews Partner, Installation, and Cooperative Agreements PM annual reporting format and metrics. DUTIES AND RESPONSIBILITIES Provides technical reviews and compilation of staffing packages of ARNG ACUB documents to include: Special Military Project Cooperative Agreements (10-year documents, annual Modifications); Supporting Documentation Binder for ACUB Cooperative Agreements (10-year document); REPI Proposals or Plan Updates (annual proposal and 5-year plans); OSD REPI Requests annually and Funding Requests and Reimbursements (Notice to Proceed/Request to Proceed/ SF-270s on a weekly basis). Conduct presentations at ARNG and DoD-wide Conferences. Attend and present at the Army Guard Professional Education Center (PEC), North Little Rock, AR. Coordinate REPI Working Group meetings (annually in person, monthly via Teams) and provide summaries/meeting minutes of items discussed. Support and/or facilitate installation Program Management Reviews (PMRs) with: (1) verification of transactions accomplished since last review; (2) development of program progression according to the success metrics; (3) verification of partner contribution calculations; (4) presentation of ideas to financially sustain the program; and (5) prioritizing future actions. Organizes and schedules PMRs and other appropriate meetings for discussion of environmental issues. Establishes agenda topics, tracking resulting actions items and ensures complete staff coordination then develops the PMR report. Keeps Branch Chief and leadership abreast of issues and status. Ensures the REPI Database is updated and accurate for ARNG training sites based upon the Annual Reports. Ensures the ARNG PRIDE database reflects encumbrances as detailed in the Annual Reports. Adjustments to this schedule may be required to accommodate support provided acris time zones. Completes the General Counsel Staffing Notes for legal reviews of draft deed reviews and other documents. Edit documents as requested by ARNG to facilitate finalizing documents. Assist in determining and providing advance information and training to the G-9 staff as needed to prepare for the actual training classes. Develop and provide stakeholders with an annual theme to help market PEC and provide resources such as graphics and logos for each fiscal year. Assist with development of such software or system, training for the system, implementation of the system for delivery of training and/or meetings, and actions to archive or save data and recordings from the system as needed for future G-9 use. Courses will be developed based on information provided by Subject Matter Experts in any format provided or available including, but not limited to simple text or emails, PowerPoint presentations, or other CBT formats. Overview We are seeking a skilled Program Manager III to lead and manage large-scale technology projects or significant segments of complex programs.
