Under general direction from the Board of County Commissioners and through the County Administrator, directs the daily operations of & manages the physical plant of the Lucas County Canine Care & Control Department, supervises & trains department personnel, ensures enforcement of State dog control regulations, manages recording of transactions involving dog seizures, redemptions, adoptions, licensing, claims & complaints as prescribed by law, supervises the care of impounded dogs, promotes public awareness of dog licensing & control requirements.
In addition to management/supervisory experience in a bargaining unit environment, a Bachelor's degree in a related field of study is preferred, OR an equivalent combination of training/certification, knowledge and/or experience in an animal care or control environment which shows: a proven understanding of related statutes & local ordinances; development of innovative programs to increase live release rates, adoptions & returns to owners; efforts to educate the public on canine care & control matters and “best practices”, and a demonstrated ability to collaborate & communicate effectively with a variety of stakeholders, including but not limited to animal welfare organizations, local law enforcement, volunteers, and the media.
Must possess Certified Euthanasia Technician certification (or obtain within six months of assuming the position).
Documentation of successful completion of chemical capture/immobilization training (or ability to successfully complete within one year of legislation to allow this practice).
Previous experience creating and managing a department's operational budget.
Must possess and maintain a valid driver's license specific to the vehicle required for the position and remain eligible for coverage under the County's insurability standards.
ESSENTIAL JOB FUNCTIONS
Serves in capacity of Dog Warden for Lucas County as defined in Chapter 955.12 of the Ohio Revised Code (e.g., enforcement of state animal control statutes, patrols and/or supervises county patrol in seizing and impounding stray animals, enforcing statues regulating dog licensing, selling of registration tags, issuing citations and/or warnings to owners in violation of statutes, recording of transactions involving animal adoptions, licensing, claims and complaints as prescribed by law, conducts dog census, directs care of and/or cares for impounded animals).
General supervision of all staff to include the Deputy Director, Canine Care Center Supervisor, Veterinarian, Canine Control Crew Leader, Canine Control Officers, and Community Outreach Coordinator in the performance of their essential job functions; effectively recommends the hire, transfer, demotion or removal of all employees in the Department; approves leave requests for all employees in the Department; establishes & directs training required for all employees of the Department; uses independent judgment in the areas of grievance adjustment and recommending or taking disciplinary action for all employees in the Department.
Oversees the development & implementation of all programs (including, but not limited to, adoption, return to owner, education/awareness, transfer, and volunteer) and operational policies & procedures necessary to carry out the mission of the Department.
Stays informed regarding current dog care & control issues and laws as well as the changing needs of the community regarding these issues.
Ensures Department's compliance with all applicable federal, state and local dog care and sheltering requirements.
Keeps the Board and County administration up-to-date regarding the Department's activities and needs; prepares & distributes related reports & statistics as needed/required; prepares, implements & monitors a strategic plan developed to achieve the Department's mission as approved by the Board of County Commissioners.
Makes public appearances on behalf of the Department and practices proactive public relations to elicit maximum public interest and involvement; serves as department spokesperson on and off camera to handle both routine and politically sensitive department related matters; ensures social media presence; prepares press releases.
Develops and coordinates a comprehensive public communications & media strategy for the Lucas County Canine Care & Control, including but not limited to the drafting of press releases & preparation of related media materials and serving as the primary contact for media inquiries.
Foster beneficial relationships with dog owners, non-dog owning citizens, local government officials, local businesses, non-profit organizations/foundations interested in dog care & control, and the media to ensure that the Department's activities are known and the Department is regarded as an important asset in the community.
Assists County administration with negotiating and managing canine related emergency service contracts with local jurisdictions as needed.
Prepares annual department budget for submission to Board of County Commissioners; monitors income and expenditures against approved annual budget/allocation and adjusts programs as needed.
Solicits cash and “in-kind” donations to supplement approved budget as needed for programs; identifies potential grant opportunities, applies for grants, and effectively manages grants awarded to the Department.
Assists with behavior evaluations, euthanasia and other daily tasks when needed due to staff shortages. Performs chemical capture as needed (when legally allowed).
Develops, maintains and communicates to staff and volunteers an accurate and in-depth understanding of laws, regulations and guidelines and current or pending modifications thereof.
KNOWLEDGE, SKILLS, and ABILITIES
Knowledge of Chapter 955 of the Ohio Revised Code and other applicable state or local statutes preferred but may be obtained after employment.
Knowledge of and experience in media relations.
Ability to strategically develop and implement progressive animal-care related programs.

Position Summary
The Deputy Dog Warden assists the Chief Dog Warden in enforcing animal control laws, responding to animal-related complaints, and ensuring the health and safety of animals and the public. This position involves investigating reports of animal cruelty, capturing and impounding stray animals, and educating the community on responsible pet ownership.
Deputy Dog Wardens will be responsible for compassionate, high-quality, community-based services, working in collaboration with shelter leadership, and protecting animals through the enforcement of state and local animal control laws within the jurisdiction of Hamilton County. Officers must demonstrate knowledge of animal behavior and the ORC 955 and 959. Deputy Dog Wardens report directly to the Field Operations Manager/Lieutenant or assigned Sargent.
Duties and responsibilities:
Enforcement of the Ohio Revised Code as it relates to animals in Hamilton County:
Investigate complaints regarding lost sick/injured, dangerous, or nuisance animals.
Patrol, capture, return to owners or impound lost or unlicensed animals.
Conduct periodic checks for valid dog licenses, issue citations for violations of relevant laws concerning control and registration of dogs
Appear in court when necessary to give testimony in the prosecution of cases.
Safely handle and transport animals back to their homes or to the shelter or a local veterinary facility.
Provide basic care and first aid to injured or sick animals.
Ensure proper documentation and record-keeping of impounded animals.
Take required actions to impound, save, or humanely destroy animals as appropriate to circumstances involved
Sets and monitors live traps to capture dogs running at large acting as a potential menace and unable to be safely confined
Community Interaction:
Respond to public inquiries and provide information on animal control regulations.
Answer questions from public regarding legal requirements, dog control and effective methods of pet care
Conduct or assist in educational programs on responsible pet ownership and animal safety.
Mediate disputes between pet owners and neighbors.
Complete forms and prepares reports of actions taken for purposes of documentation, legal requirements, statistical records, or as dictated by policy
Conduct thorough investigations of animal cruelty, neglect, and bite incidents.
Collect and preserve evidence for legal proceedings.

A Day in the Life:
This role is very important to our pets and their parents. You're the one who makes them feel like a million bucks! Oftentimes, you are helping keep their pet healthy by maintaining a clean and well-groomed animal. Daily, you'll work on both animals with reservations, walk-in appointments and some of our guests who are staying with us in boarding. You'll perform a full groom, simple baths and touch ups and sometimes, the random “emergency-someone-just-peed-on-themselves-because-they-are-so-excited-bath.” You'll not only communicate with the dog(s), but also have a lot of interaction with mom and dad. You'll document what you are seeing - sometimes you're the first to notice an issue and can help the parents solve a health concern. And let's not forget -- you're probably going to scoop some poop, clean up some pee, go home with some fur on you and get lots of sloppy kisses!
Responsibilities:
Provide an overall positive experience for the pets as they are being groomed, including compassion, gentleness, reassurance, safety, and comfort.
Ensure that all guests are groomed or bathed (depending on the parent's requests) to the parent's specifications. Grooms/Baths must be completed on time.
Works with Resort Hosts to schedule or schedule grooming appointments yourself, including setting up new clients in online software and discussing vaccination protocol with both new and existing clients.
Meet and greet all grooming clients whenever possible to discuss grooming instructions after assessing the dog's coat and condition. Meet with clients or communicate after groom on results, including providing report cards. Suggest any added services that would be beneficial to the client.
Return all phone calls and emails in a timely manner. Grow your business by rescheduling any appointments.
Ensure client satisfaction by resolving any customer service issues within your capabilities.
Properly maintain all grooming tools to ensure quality of grooms. Check equipment on a regular basis to ensure it is not hazardous to guests.
Promptly notify the manager if supplies are needed (bandana, shampoos, etc.).
Maintain a sanitary and healthy environment by following the resort's standards of cleaning and disinfecting your workspace. See below for details.
Cleaning is essential: All hair must be swept off the floor in a timely manner. Bathing and drying rooms must be cleaned before going home. Grooming area must be tidy (windows cleaned, floor mopped, computer station cleaned.).
Disinfecting drying rooms is crucial. Use disinfectant daily and bleach weekly on all drying rooms.
Monitor guest's health while grooming or bathing. Report any unusual concerns to the general manager and the pet parent.
Ensure the guest has water and a chance to “go potty” if he or she will be with you for over 2 hours.
Follow all standards of safety with regards to handling guests, particularly aggressive guests and escape artists.
Pay specific attention to kennel tags, (Meds Person to Feed, Aggressive, Separate for Feeding, etc.).
Adhere to pricing guidelines. Get prior approval from the manager or pet's owner before any additional costs are added to service.
Effectively communicate to pet care staff that guests are with you.
Adhere to procedures in identifying pets while they are with you (groom cards, name bands).
Promptly give any laundry to pet care so that it can be cleaned.
Consult with other departments.

A Day In The Life:

Position Overview:
The Groomer is a commission-based position within our Pet Resort and reports directly to the General Manager. We believe in the mission of “Pet Lovers Delighting Pet Lovers” and we demonstrate this through being Playful, Passionate, Personal and Professional. A successful candidate for this position will be someone who not only embraces this culture, but is a team player, self-motivated, takes direction well, has excellent communication skills, and great attention to detail. This is a service-related industry and you should not only be skilled at customer service, but passionate about helping people. Most importantly, candidates should have experience grooming or bathing all breeds of dogs and cats. Primary responsibilities are to ensure that all pets in your care receive a groom that is of professional quality that meets or exceeds the client's request without ever compromising the physical and emotional health of the pet.
A Day in the Life:
This role is very important to our pets and their parents. You're the one who makes them feel like a million bucks! Oftentimes, you are helping keep their pet healthy by maintaining a clean and well-groomed animal. Daily, you'll work on both animals with reservations, walk-in appointments and some of our guests who are staying with us in boarding. You'll perform a full groom, simple baths and touch ups and sometimes, the random “emergency-someone-just-peed-on-themselves-because-they-are-so-excited-bath.” You'll not only communicate with the dog(s), but also have a lot of interaction with mom and dad. You'll document what you are seeing - sometimes you're the first to notice an issue and can help the parents solve a health concern. And let's not forget -- you're probably going to scoop some poop, clean up some pee, go home with some fur on you and get lots of sloppy kisses!
Responsibilities:
Provide an overall positive experience for the pets as they are being groomed, including compassion, gentleness, reassurance, safety, and comfort.
Ensure that all guests are groomed or bathed (depending on the parent's requests) to the parent's specifications. Grooms/Baths must be completed on time.
Works with Resort Hosts to schedule or schedule grooming appointments yourself, including setting up new clients in online software and discussing vaccination protocol with both new and existing clients.
Meet and greet all grooming clients whenever possible to discuss grooming instructions after assessing the dog's coat and condition. Meet with clients or communicate after groom on results, including providing report cards. Suggest any added services that would be beneficial to the client.
Return all phone calls and emails in a timely manner. Grow your business by rescheduling any appointments.
Ensure client satisfaction by resolving any customer service issues within your capabilities.
Properly maintain all grooming tools to ensure quality of grooms. Check equipment on a regular basis to ensure it is not hazardous to guests.
Promptly notify the manager if supplies are needed (bandana, shampoos, etc.).
Maintain a sanitary and healthy environment by following the resort's standards of cleaning and disinfecting your workspace. See below for details.
Cleaning is essential: All hair must be swept off the floor in a timely manner. Bathing and drying rooms must be cleaned before going home. Grooming area must be tidy (windows cleaned, floor mopped, computer station cleaned.).
Disinfecting drying rooms is crucial. Use disinfectant daily and bleach weekly on all drying rooms.
Monitor guest's health while grooming or bathing. Report any unusual concerns to the general manager and the pet parent.
Ensure the guest has water and a chance to “go potty” if he or she will be with you for over 2 hours.
Follow all standards of safety with regards to handling guests, particularly aggressive guests and escape artists.
Pay specific attention to kennel tags, (Meds Person to Feed, Aggressive, Separate for Feeding, etc.).
Adhere to pricing guidelines. Get prior approval from the manager or pet's owner before any additional costs are added to service.
Effectively communicate to pet care staff that guests are with you.
Adhere to procedures in identifying pets while they are with you (groom cards, name bands).
Promptly give any laundry to pet care so that it can be cleaned.
Consult with other departments.
Work with a team who all exemplify these qualities:
A passion for animals and animal care, especially dogs + cats. Willing to learn animal behavior to ensure their safety.
Focuses on safe and gentle handling. Forceful, aversive, aggressive handling, vocalizing or treatment will not be tolerated.
Customer Service Oriented - Ability to take care of the customers' needs while following company procedures. Manages difficult or emotional customer situations; Responds promptly to customer needs; Responds to request for service and assistance. Build trust with customers.
Willing and able to communicate directly with clients, both written and orally, about their dog. Works to make these “lifetime clients”.
Must be able to work under conditions that require sitting, standing, walking, bending, reaching, pulling, pushing and grasping.
Conflict Resolution - Ability to handle conflict with tact and diplomacy.
Good teamwork and willingness to assist other departments as necessary.
Cheerful, friendly, positive team-oriented attitude.
Strong attention to detail, especially where documentation is concerned. Ability to work in computer systems such as Microsoft Office.
Reliable, punctual, and dependable.
Ability to work a flexible schedule, including holidays and weekends.
Ability to take direction well and apply it independently.
Ability to work in temperature extremes, work outside, or in distracting work environments such as loud noise/sound.
Ability to tolerate being in close contact with various bodily fluids and to get dirty frequently.
Physically able to handle dogs of all sizes and to lift up to 60 lbs.

Qualifications:
Professional Grooming Certifications preferred but not required
Two to four years professional grooming experience preferred
Strong knowledge of individual breed standards and breed cuts
Use of proper scissoring techniques
