Job Purpose:
Perform complex internal auditing functions to plan and execute reviews of OUC's operations and financial areas through audit and advisory projects. Identify policy and procedural deviations and opportunities to lower risk; recommend corrective action plans and report results to management.
Primary Functions:
* Partner and work with the necessary business units to develop work programs and testing strategies, while acquiring knowledge of assigned project areas;
* Plan projects: determine scope and objectives and perform data analysis, key control analysis, risk identification and risk assessment;
* Conduct fieldwork; manage various types of client communication throughout the entirety of the process (interviews, progress meetings, exit meetings, etc.);
* Evaluate internal controls to ensure compliance with OUC policies and procedures, and to identify practical and cost effective solutions to reduce risk/weaknesses/exposures;
* Evaluate operations for areas of improvement, increased efficiency, cost reduction and other improvements;
* Perform research and analysis to identify data trends, anomalies, and actionable insights;
* Evaluate project results; aggregate findings and formulate recommendations, prepare reports and present findings and recommendations to management;
* Generate status reports that update supervisor on coordinated audits, potential issues and suggested solutions to ensure work plans are implemented in a timely manner;
* Maintain productivity and project cycle time in accordance with leading internal audit practices and meet performance standards for the division in line with industry benchmarks;
* Follow-up on recommendations to ensure action plans are implemented in a timely manner;
* Conduct assistance, investigation and other special assignments when assigned by supervisor;
* Represent Internal Audit during internal projects, management meetings and when working with external organizations;
* Monitor enterprise risk to maintain awareness of auditing, accounting, regulatory and industry developments that may impact OUC;

Technical Requirements:

Monitor and trouble-shoot the network as needed. Identify end of life/end of support equipment in advance and recommend new models. Configure and install switches, firewalls, and routers as needed.

* Assist in the design and deployment of functional networks (LAN, WLAN, WAN);

Job Description
Coordinates GTC's efforts to build a state-wide fiber optic network. Provides leadership on GTC's fiber optic program and expertise on fiber optic design, deployment, and maintenance including the review of transmission line projects as potential fiber optic routes. Serves as project manager for small fiber optic implementations. Assists with coordinating project documentation and approvals for the TPRC Telecom Project Review Committee. Tracks and maintains records of GTC's fiber optic plant. Provides support to GTC's Members on their fiber optic deployments. Serves as GTC's fiber optic subject matter expert.
Additionally, as available, provides support to GTC's Electronic Maintenance Lab including projects related to SCADA, Communications, Metering and NERC Compliance.
Responsible for compliance with all applicable laws, regulations, industry standards, corporate policies, guidelines and procedures, including but not limited to, RUS, OSHA, NERC, FERC and ITS requirements. Promotes an environment of compliance and continuous improvement to meet the Corporation's goals and objectives.
REQUIRED QUALIFICATIONS
Education: Bachelor of Science in Electrical Engineering, Computer Engineering, Telecommunications Engineering or Electronic Engineering Technology.
Experience: 4-10 years of engineering experience including experience working with fiber optic plant or fiber optic design. Previous utility experience preferred. Previous experience in GIS, Autocad, or other design work preferred.
Equivalent Experience: Associates degree with 8 years direct experience including experience working with fiber optic plant or fiber optic design. Previous utility experience preferred. Previous experience in GIS, Autocad, or other design work preferred.
Licenses, Certifications and/or Registrations: UTC Level 1 & 2 - Fiber Optic Designer Certification strongly preferred.
Specialized Skills (e.g., typing, computers, software, tools and equipment uses, etc.): Strong verbal and written communication skills, excellent organization and time management skills, analytical and creative problem solving skills, ability to establish and maintain effective working relationships as necessitated by the work. Must be able to pass a NERC CIP personnel risk assessment screening.

Key Accountabilities:
* Be responsible for providing leadership and supporting the development and implementation of environmental, health & safety compliance programs for their plant.
* Analyze, prepare, and submit all environmental reports and prepare, plan, and submit all regulatory compliance notifications.
* Manages recordkeeping and programs required for EHS regulatory compliance.
* Manages injury and near miss incidents including injury and illness reporting to the company and investigations and learnings.
* Ensures plant employees are properly trained on permits and all company EHS procedures and policies.
* Maintains awareness of safe working conditions and practices safe work habits in all activities.
* Educates and promotes safe work practices and programs.
* Interacts with external agencies as representative of the plant and the company.
Education, Experience, and Skill Requirements:
* Minimum of 6 years of experience working with and providing oversight of environmental and safety compliance at power plants or other industrial locations.
* Experience gained through college degree programs and/or certifications is applicable to above skills.
* Familiarity with EPA, state and Federal OSHA or MSHA regulations
* Excellent organizational skills and ability to effectively manage multiple activities at one time.
* Strong interpersonal and excellent written and oral communication skills, including procedures development and implementation.
* Experience with delivering communications and training related to EHS compliance, corrective actions, lessons learned, etc.
Key Metrics:
* Strong skillset in resolving technical issues, to ensure EHS compliance
* Proven project management skills.
